Overview:  The Manager is responsible for implementing initiatives to increase the number and diversity of families saving for college through the Illinois 529 College Savings plans, including the administration of Illinois’ children’s savings account programs (Higher Education Savings Program).  Duties and Responsibilities:

  • Implement and manage the children's savings account program, including the quarterly enrollment of eligible children.
  • Test, develop, and implement targeted savings incentives through partnerships with external organizations for the purpose of increasing the number and diversity of families saving for college.
  • Support and coordinate with local counties, school districts, cities, and other partners implementing local children’s savings programs.
  • Compile, analyze, and disseminate program enrollment and participant diversity data. Produce regular reports and presentations on program performance for internal and external audiences.
  • Educate staff and the general public on children’s savings account programs, legislation, best-practices, trends and other relevant news. Develop efforts to promote college savings and children’s savings initiatives to families and communities throughout Illinois.
  • Assist the Director of College Savings Programs with program evaluation, compliance issues, program marketing activities, and adherence to applicable rules and regulations, including contractual, regulatory, and statutory requirements.
  • Coordinate with program partners and contractors on the administration of the program and ensure compliance with applicable rules and regulations.
  • Assist with internal reviews of all external auditing reports received and drafting and implementing internal policies and procedures.
  • Serve as the point person for program-related constituent inquiries and coordinate meetings with constituents, partner organizations, and others as necessary.

Mobility Justice Manager, The Equiticity Racial Equity Movement

Who: Equiticity

Position Description

The Mobility Justice Manager will be responsible for leading two major initiatives:

  • Advancing “The Go Hub: A Mobility Community Center” in the North Lawndale neighborhood on the Westside of Chicago. The Go Hub is a space where neighborhood residents can create community around mobility justice, connecting, in a culturally and contextually relevant way, to both the “hardware” and “software” designed to increase mobility in predominantly Black and Brown neighborhoods. The Go Hub hardware includes transportation infrastructure, shared vehicles, micromobiity devices, placemaking, Tactical Urbanism, and other emerging mobility technologies. The Go Hub software includes community mobility rituals, such as weekly community bicycle rides and neighborhood walking and scooter tours. Access is intended to be racially equitable, fair, and just, as well as affordable, convenient, and safe. The goal of the Associate is to position Equiticity to execute The Go Hub. As a result of the Associate’s planning work, partnership development, community engagement, program implementation, and the related tactical neighborhood work in North Lawndale, they will be laying the groundwork to initiate both software and hardware elements of The Go Hub that can be accomplished in the short term, with limited resources.

  • Supporting Equiticity’s participation in the Transportation Equity Network (TEN), a coalition of community groups, advocates, civic organizations, and other partners that seek to advance mobility justice in the Chicago region. TEN is supported by both philanthropic grants and contracts with public agencies that are striving to better include equity within their work. Equiticity serves as a co-chair of TEN and is highly engaged in each of its activities.

In addition, the Manager will be asked to support Equiticity’s work in other ways based on opportunities and challenges as they occur, as directed by its Board of Directors.

The Manager will report to Equiticity’s leadership and Board of Directors. Fiscal sponsorship of this position is provided by the Black United Fund of Illinois (BUFI), and the Manager will formally be an employee of BUFI. This is a full-time position, and the Manager will receive benefits through BUFI.

The Manager will also interact closely with the Center for Neighborhood Technology (CNT), who serves as the facilitator and lead fundraiser for TEN. The Manager should expect to work with CNT’s Director of Transportation Equity (Heidy Persaud) on a day-to-day basis and frequently interact with CNT’s Vice President of Government Affairs (Jacky Grimshaw) as well.

The Manager is expected to be receive a salary of approximately $65,000 annually, although this estimate is flexible based on experience.

Responsibilities

For the Go Hub, the Manager will be expected to implement initial programming, including:

  • Enroll 100 community members in The Go Hub inaugural cohort.

  • Seek formal support for The Go Hub from the City of Chicago, other government entities, local businesses, and other organizations.

  • Host frequent Community Mobility Rituals (CMRs) to engage people directly in a series of walking and bicycling tours in Chicago’s neighborhoods and parks. Organize at least weekly neighborhood walking tours and monthly community bike rides.

  • Create an Asset Based Community Development map of North Lawndale, through a comprehensive community partnership model.

  • Contribute to neighborhood and market racial equity analyses.

  • Find a partner to help implement a workforce development and training programs, including bicycle mechanics, e-bike and scooter systems repair, bicycle manufacturing, community ride marshalling, and urban delivery.

  • Execute other program development, asset-based community development and engagement, including active programming, such as youth bike teams, adult bicycle clubs, and a variety of mobility-related classes.

  • Overall, create community power building necessary to develop a neighborhood-based, mobility justice advocacy coalition.

For TEN, the Manager will be expected to:

  • Assist other co-chairs of TEN to organize group meetings and support the operations of the full TEN group.

  • Participate in contracts between TEN and public agencies, representing the racial equity priorities of Equiticity.

  • In external communications, speak on behalf of TEN, demonstrate the value of the TEN approach, and assist in pursuing new funding for TEN.

  • Coordinate closely with CNT on each of these activities.

To more broadly support Equiticity, the Manager will be expected to:

  • Implement an advocacy campaign to finalize Equiticity’s Racial Equity Statement of Principle, with broad engagement from individuals and organizations.

  • Respond to opportunities to advance Equiticity’s mission as identified by the Equiticity Board of Directors or the Associate themselves.

Qualifications

The Manager is expected to have the following qualifications and skills:

  • Commitment to mobility justice and racial equity, and past experience working on these and similar topics.

  • Ability and willingness to proactively and independently advance the goals of Equiticity as described above.

  • Familiarity with and ideally existing connections in the North Lawndale community, and the Chicago region more broadly.

  • Demonstration of the above through a combination of professional, educational, or volunteer experience.

  • Strong skills in communication, community engagement, and community organizing.

  • No specific educational requirements or years of experience are required for this position. Candidates with a bachelor’s degree are preferred, but lived experience that qualifies the candidate for this position will be considered as well.

AICP certification required. Experienced in traffic impact studies, parking studies, and transportation projects that include public transportation and non-motorized transportation elements. Strong writing abilities and verbal communication skills, organizational skills, and time management skills are required.

The employee will manage planning consultants in the implementation and planning of the community. This employee will lead and engage the community in the planning process. This is a single position class. Supervision is exercised directly and through a line supervisor over a staff of professional, administrative and program support employees.

ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)
Directs the long range planning, development and redevelopment efforts, land use planning for adoption by the City of Rockford, preparation of comprehensive plan, neighborhood plans, corridor plans and other plans and elements and policies of the City.

Manages, trains and evaluates professional staff engaged in researching and developing comprehensive planning, neighborhood planning, TIF planning, business planning, focus areas and other special planning programs

Consults and coordinates with other departments for infrastructure planning and development as part of the Cities comprehensive planning and implementation efforts.

Reviews and conducts research on complex planning matters; interprets laws and ordinances regarding nest practice planning efforts.

Manages and researches growth patterns, calculates population projections and analyze census data to supervise long range growth.

Defines specific objectives, annual goals, and progress benchmarks, and ensures program activities comply with City ordinances, rules and regulations.

Reviews and recommends appropriate changes in program operations and procedures; and prepares annual division budget; reviews and recommends staff training requests.

SUPERVISION RECEIVED
Works under the general supervision of the Community and Economic Development Director. Work is performed according to extensive laws, ordinances, rules and regulations. Direction may come from the department head or higher level city officials on specific assignments. Work is reviewed through program checks and balances, and when it may involve substantive policy and procedural changes, major expenditures or with special projects being reviewed by the department director or other city officials. Work is reviewed annually for overall results achieved.

SUPERVISION EXERCISED
Exercises supervision over supervisory, professional, administrative and program support positions engaged in carrying out the various functions and requirements of their respective responsibilities. Supervisory responsibilities include assigning and evaluating work, resolving personnel problems, setting performance goals and standards, making hiring and disciplinary decisions, and performing other supervisory functions. CDP will be the administrator of a federal capacity building grant program. CDP will be a separate 501(c)(3) nonprofit, based in Seattle, working with King County communities. CHH is launching this new organization.

The Community Development Program Manager will play a key role in successfully launching CDP, manage the administration and compliance of a federal grant program, and provide support to recipient organizations. The Community Development Program Manager will help build and work directly with the CDP Board of Directors.

This position will also provide support to CHH's Sustainability and Planning team in implementing Capitol Hill EcoDistrict projects and assisting with communications and fundraising. Working with the CHH CEO, Director of Community Programs and External Relations Director, and the Sustainability and Planning team, this position will perform complex and technical work that includes planning, developing, communicating and implementing community development and sustainability programs within CHH and other neighborhoods in the Seattle area.

Duties and Responsibilities: 
We are looking for a dynamic candidate to fill a variety of roles. The ideal candidate will have a wide range of knowledge of community development strategies; skills in community building and establishing strong relationships; experience in managing federal grants and contracts, as well as experience in program development, implementation and contract management. Candidates should also have experience working with diverse populations and knowledge of the Seattle/King County community development environment.   • Prepare and manage program budgets, in consultation with the Community Programs and External Relations Director and relevant team members.
  • Raise additional resources for the program. Identify prospective funding opportunities and prepare funding proposals, applications, reports, presentations, and tours as required by funders and others.

The candidate does not need to be an expert in each of these sectors.
