Planning Analyst - Metra

Who: Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

What: Reporting directly to the Department Head, Long Range Planning, the Planning Analyst will serve as lead Metra representative in various station area planning studies. Perform planning activities in support of Metra's strategic planning efforts and other regional, corridor, and station planning studies of the Metra rail system including planning for major capital expansion projects. Participates in and executes elements of commuter rail planning studies. Research various proposals, initiatives, and regulatory guidelines. Collaborate with other departments to facilitate projects; provide analytical data and other support to Metra departments and outside agencies and represent Metra at regional committees and task forces. Perform other related duties as needed to meet the ongoing needs of the organization.

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential.

Summary of Duties
The Senior Planner will perform planning activities in support of Metra's strategic planning efforts and other regional, corridor, and station planning studies of the Metra rail system including planning for major capital expansion projects. Responsible for leading commuter rail planning studies and managing Metra involvement in Transit Oriented Development (TOD) and related studies. Perform statistical, geographic and other quantitative and qualitative analysis. Oversee the development of commuter rail planning reports. Participate in and executes elements of commuter rail planning studies involving a wide range of transportation planning and policy analysis issues. Oversee large independent planning study efforts with a significant level of autonomy. Provide analytical or other support to other departments and/or divisions within Metra. Minimum Acceptable Qualifications
  • Must have a Bachelor's degree Urban, Regional, Transportation Planning, Business Administration, Geography, Economics, Statistics, Applied Mathematics or related discipline. Master degree preferred.
  • Must have four (4) years experience of hands-on experience with statistical analyses, other quantitative analyses, geographic analysis, data management or travel demand forecasting. Some experience should include significant project/task management. 
  • Experience with Geographic Information Systems (GIS) required.

Go Triangle is moving its transportation services to another level by developing the first phase of bringing light rail to the region. ENVIRONMENTAL PLANNER
The Environmental Planner is responsible for overseeing the preparation of documents in accordance with the National Environmental Policy Act (NEPA) for the development of high capacity transit projects in the Raleigh-Durham-Chapel Hill region, including light rail, commuter rail, and bus rapid transit.
The Planner coordinates with the Federal Transit Administration (FTA) and /or the Federal Railroad Administration (FRA) in order to obtain a Categorical Exclusion (CE), a Finding of No Significant Impact (FONSI), or an environmental Record of Decision (ROD) for all capital projects. The Planner must be highly involved in overseeing consultant activities and public involvement requirements in support of transit projects. The Planner must have a Bachelor’s Degree from an accredited four year university in planning, environmental science or a related field with 3-5 years of progressively responsible experience in planning, design, and administration of large scale design-construction projects. Experience with ArcGIS and Google-Earth software is desired as well as a Master’s Degree.
Salary Range for this position is $51,870-97,025.

The San Mateo County Transit District serves nearly 100,000 customers each weekday on its SamTrans buses, Redi-Wheels paratransit vehicles, Caltrain commuter rail cars and shuttles, as well as a robust capital program. The Transit District, which is in the heart of the San Francisco Bay Area, is the managing agency for the San Mateo County Transportation Authority. This position also provides policy development and technical analysis for the Caltrain Modernization (CalMod) program. 

In this position, the Manager of Rail Planning is responsible for managing all operational planning activities related to the CalMod program; managing Caltrain electrified fleet planning activities; providing management services, professional level planning and leadership for the development of strategic visions, policy, planning studies and performance monitoring programs; representing the Director, Rail Transportation in all CalMod activities and provides guidance to staff and consultants working on modeling and ridership analyses and recommendations to advance projects and Caltrain plans; collaborating with program management and project delivery staff in support of the CalMod program; developing reports and presentations for internal and external audiences; preparing materials and makes presentations at various stakeholder venues. 

The incumbent will also be responsible for developing scopes of work and managing the selection and performance aspects of consultant contract services for specialist technical support and supporting the Manager, Caltrain Planning, CalMod program, through a matrixed report structure in developing program goals, short and long-term work programs, budgets and other management support with respect to operational planning activities. All duties are to be performed with safety in mind. 

Qualified candidates must possess sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in urban planning, transportation planning, operations planning, engineering or related field, and sufficient full-time experience in transportation planning, operations planning, rail transportation or closely related field, with sufficient years of project management experience, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Analyzes data needed to develop, implement, and evaluate bus/rail service and equipment, and makes appropriate recommendations and plans. Conducts research to ascertain where the operating efficiency and service improvement can be attained. Evaluates major route(s) changes for Title VI and Environmental Justice implications. Primary duties and Responsibilities

Prepares cost estimates, land use analysis and recommendations for service plans using Hastus scheduling software, GIS mapping software, and database/spreadsheet software. Considers Title VI and Environmental Justice implications as appropriate.

Prepares studies, written reports, funding proposals, briefings, presentations, and responses to inquiries regarding facilities, equipment and service.

Reviews reports and the activities of staff members and consultants engaged in the research, analysis and planning of facilities, equipment services and routes and funding sources. Administers contracted and grant services.

Meets with Bus Service Management and Garage staff to discuss service changes and to develop a data driven approach for solutions. Meets with CTA Departments and external agencies to obtain data and implement service changes.

Attends meetings and provides communication and information regarding projects, problems, or issues both internally and externally.

Conducts fieldwork and research to gather information on various CTA facilities, operations, and service.
