Permit Navigator (Community Development), Village of Schaumburg

Title:  Permit Navigator (Community Development)

Location: Schaumburg, IL
Pay:  The salary range for this position is $86,287.00 - $125,117.00.

The position is responsible for ensuring a smooth and efficient permitting process for customers; proactively helping customers navigate requirements and permitting approval steps; guiding small businesses and homeowners to understand processes and how to access permit and building code information; and serving as a permit coordinator for large high-profile projects.  The position works closely with the Building and Permitting Divisions Supervisors and to identify and implement process improvements. The position involves significant public interaction and communication and often serves as a communication bridge between customers and plans examiners/inspectors.   Possessing capabilities to effectively and clearly communicate to a full range of people inside and outside the organization, prioritize multiple projects, and organize time and resources efficiently is essential in this role.

JOB DUTIES:
1.    Assists customers to guide them through the permitting process.  Ensures customers understand procedural requirements and facilitates communication with technical staff within the department, often acting as a bridge between customers and plans examiners/inspectors. 
2.    Recommends and implements policy and procedural changes to enhance internal operations of the Building and Permitting Divisions, including changes that involve integration and implementation of new software and other technical solutions. 
3.    Answers questions from homeowners, business owners, contractors, and developers about permit requirements, building and zoning codes, and related questions.
4.    Facilitates coordination for large projects that require multi-department review and ensures that communication is clear and coordinated.  
5.    Develops communication materials such as flyers, brochures, and website information to provide information to ensure processes and code requirements are effectively communicated. 
6.    Responds to customer concerns/complaints – acts as a point person to resolve complaints.
7.    Assists in developing, maintaining, and improving proper and efficient processes that achieve related goals and policies.  
8.    Ensures the village’s customer service policies, objectives, and initiatives are met.  
9.    Performs other duties as assigned.
 
QUALIFICATIONS:
1.    Bachelor’s degree in architecture, construction management, interior design, urban planning, or a related field.  
2.    A minimum of three years of experience coordinating construction projects or coordinating review of construction projects, reading, interpreting, and/or designing drawings and prints, as gained in an office of architecture, builder, general contractor, or municipal government.
3.    Possession of a valid driver’s license.
4.    Proficiency with current computer technology, job-specific software, and customer service systems.
 
STARTING SALARY RANGE:  $86,287.00 - $95,995.00 annually dependent on qualifications. The salary range for this position is $86,287.00 - $125,117.00.

1.    Education equivalent to a high school diploma. 
2.    A minimum of one year of experience as a secretary in an office.

    Assists in the maintenance, update, and implementation of goals and policies identified in the Village's Comprehensive and Strategic Plans.

    Assists in the maintenance of a computerized Village database as applicable, including demographics, land use, signs, utilities, transportation, public services, property availability and owner information. Development and maintenance of database includes field surveys, graphics development and statistical compilation.

    Prepares applications, provides necessary documentation and coordination for special projects.

    Assists the Director in reviewing and updating the Village's land use regulations.

    Assists in preparing brochures for developers and citizens outlining and explaining the Village's development process and promotes development opportunities.

    Assists the Director and Village Planner in streamlining the development process and working with developers and citizens as they go through the development review process in obtaining project approval.

    Assists in the maintenance and updating of planning data and geographic information systems as it relates to planning and physical development.

    Assists in the maintenance of the department’s web-presence, including the website, electronic communications, Location One Information Services, and GIS Planning.

    Prepares staff review memos, under the direction of the Director and Village Planner for variances, rezoning, special use and planned unit development proposals for Development Commission. 

    Assists the Director and Village Planner with business and developer outreach and preparation of agendas and meetings of the Economic Development Committee.

    Assists in administering Escrow Agreements, communicating with Finance and Code Enforcement Staff, residents, and real estate professionals to evaluate code violations and establish agreements for them to be remedied following the sale of a property.

    Provides the Community and Economic Development counter coverage in the absence of primary personnel to assist residents with a variety of inquiries.

Position Description

The Program Coordinator leads the on-site coordination of food distribution programs, specifically the CSA, Farm Stand, Fresh Food Farmacy, Farm to School, and Donations at the It Takes A Village (ITAV) Community Farm. Other than food distribution, this person coordinates volunteers and supports farm production, most notably harvest. This is a seasonal position, March - October, at 25 hours/week.

Primary Responsibilities

  • Lead and oversee the distribution of CSA shares at the ITAV Community Farm between May and October.
  • Lead and oversee the weekly Farm Stand at the ITAV Community Farm between June and October.
  • Lead and oversee the Fresh Food Farmacy and Farm to School distributions at the ITAV Community Farm between June and October.
  • Lead and oversee Donations at the ITAV Community Farm between June and October.
  • Coordinate individual volunteers and volunteer groups of all ages and lead farm tours, farm tasks, and opportunities for learning and healing.

Job requirements:

  • Experience: Minimum two years of experience in communications, social media, or community organizing. Examples include but are not limited to paid or volunteer work with political campaigns, community-based organizations, or college student organizations.
  • Skills: Excellent writing, editing, proofreading and verbal communication skills. Strong analytical skills. Ability to speak and write in Spanish is a plus. Demonstrated project or program management is a plus. Team player who is willing to experiment and try new tactics to reach our audiences.

• Reviews permit applications for flat and over the counter zoning i.e., fences, single signs, and sheds
etc. for compliance and approval or denial.

• Assist Community Development staff with compiling and maintaining all list related to Community
Development.

• Provide Clerical and coordination assistance in all Community Development efforts i.e. acquisitions,
public hearings, ground breaking, grand openings, and grant billing/reporting.

• Assist with special projects as needed, schedules/ coordinates meeting with consultants to meet goals
of Zoning /Planning projects.

General Job Requirements

• Bachelor’s degree from an accredited college or university in Planning or GIS closely related field or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.

• Certifications in ArcGIS or progress towards is required.

• Possession of and ability to maintain a valid State of Illinois Driver's License is required.

About the Position

The Business Development bureau manages a number of exciting economic development, business attraction and retention programs to assist large and small businesses in Illinois. Currently the Business Development bureau is expecting a significant increase in funds to promote loan guarantee and loan participation programs. This role will help to provide low cost capital loans to eligible business in Illinois that will create new jobs. Job Responsibilities

1. Evaluates the eligibility of credit proposals submitted to the Department.

2. Assists in the preparation and administration of loan enrollments following the policy and procedures under the Office of Business Development, Business Finance Division.

3. Assists in monitoring and obtaining loan repayment information and ensuring compliance with contract terms from lenders, loan recipients and their owners, managers, and guarantors.

4. Assists in recommending policy and procedures for business development loans to improve the operation of the program.

5. Provide technical assistance to and maintain professional working relationships with various governmental and community based organizations, financial service institutions, the business community and other department units, to identify the reasonable utilization of the State and other economic development programs and resources.

6. Prepares and makes presentations explaining the concepts and mechanics of the business development financing programs to lending institutions, chambers of commerce, professional and other groups.

7. Provides training and ongoing leadership to beginning level and less experience staff.

8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. 

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with concentration in one or more of the following fields: industrial development, business administration, economic geography, marketing or economic, preferably in economics or related fields; appropriate business experience may be substituted for a college on a year-for-year basis.

2. Requires two (2) years of professional experience in the field of industrial and/or community economic development. 

Preferred Qualifications

1. Prefer two years of experience in grant/loan administration.

2. Prefer two years previous experience managing loans, preparing underwriting documentation and engaging with financial institutions

3. Prefer one or more years of experience preparing written and oral reports.

4. Prefer one year of descriptive data analysis experience, can include managing reports and aggregating information to improve programs.
