Program Officer
Provide support for current and future funding programs under the Community Affairs
Department. Responsibilities include, but are not limited to: assisting department in program
application review, providing scoring and funding recommendations, report preparation and
reviews, compliance reviews and responses, payments, audit reviews and trainings for program
partners. Perform program support requiring a high degree of skills, initiative, and reliability.
The Program Officer will review and make recommendations for applicants applying for funding
under the supervision of the Assistant Director. They will assist in managing and operating the
multiple programs under Community Affairs, as needed.
Must be able to communicate effectively and professionally with applicants, and program
partners regarding program requirements, eligibility criteria, and payment processes throughout
the program. Skills and experience with file documentation, and program operation are required.
Must have strong verbal and written communication skills. Ability to understand and apply
departmental policies and procedures, and perform related duties as required.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree with relevant major required or equivalent. Experience in grant and program
management preferred. Needs a strong ability to prepare and analyze budgets/financial
reports. Excellent written and verbal communication skills. Strong analytical skills. Polished
presentation skills. Strong relationship-building skills. Highly organized, efficient, self-motivated
and detail-oriented. Excellent computer skills, including Word, Excel and PowerPoint. Highly
effective interpersonal skills including demonstrated ability to work cooperatively with a variety
of staff from various fields or interest.

Land Acquisition Associate, Black & Veatch - Chicago, IL
Position: Land Acquisition Associate

Primary Purpose: Assists with candidate information reports related to leasing and land use
viability. Assists with lease or other real estate agreements. Coordinates with outside vendor
partners, environmental engineers, architectural & engineering firms, title search firms and
others to ensure that transactions close within defined timeframes. Identify potential risk
scenarios, draft and proof recordable transaction documents, easements, warranty deeds, etc. for
legal department review. Assists with zoning and permitting application preparation. Monitors
progress of the application and facilitate jurisdictional requests for additional information as a
result of the application review process. Ensures compliance to the quality and safety goals and
objectives.
Principal Duties and Responsibilities: This is a contingent position / potential contract to perm
* Serves as Site Acquisition Assistant/Coordinator for legal transactions and land use processing
* Communicates activities with team members and other departments, as needed
* Receiving and entering project tracking data into complex database, runs reports
* Compiling site acquisition and engineering files in electronic document repository throughout
duration of the project, including transfer of final deliverables to multiple databases along with
the client
* Reviewing, analyzing, and evaluating documents deliverables to ensure accuracy and quality
* Ability to read and comprehend legal documents such as legal descriptions, surveys, ground
leases, easements, deeds, land purchase contracts, mortgages, title policies, subordination, and
CAD drawings
* Processing purchase order and check requests
* Research and ability to locate site specific documents in multiple electronic databases
* Demonstrates ability to maintain multiple projects and priorities at one time and effectively
finish projects in a timely manner
* Other duties or special projects, as assigned
The ideal candidate would be a good multi-tasker, with superior concentration and organizational
skills; be attentive to detail; be proactive; solve problems; have strong interpersonal skills and
be a good team player; individual contributor who shows strong initiative and leadership skills
with no subordinates; and demonstrate an aptitude for learning technology.
Minimum Qualifications: Prefer 4 year degree, or equivalent work experience. Proficiency in
Microsoft Excel, Word, Outlook, and typing required. Knowledge of telecom industry is desired, but
not required.
Preferred Competencies: * Ability to work independently as well as with others * Oral and written
communications skills * Real estate, sales, or legal negotiation experience, strongly desired *
Ability to communicate and negotiate effectively * Ability to read and comprehend legal documents
such as legal descriptions, surveys, ground leases, easements, deeds, land purchase contracts,
mortgages, title policies, subordination, and CAD drawings * Proficiency in Microsoft Excel, Word,
