DEFO is seeking a Director of Strategy and Analytics to supervise data and program analysts, and manage DEFO's datasets, analysis and reporting. In addition, the Director will support senior managers of the Division in implementing strategic projects, including the citywide M/WBE Disparity Study. This position will report to the Executive Director of Strategy and Analytics.

Specific Responsibilities:
  • Performance and compliance reporting
  • Manage production of quarterly M/WBE Program reports and agency performance analysis as mandated by relevant laws, in collaboration with the Mayor's Office of Contract Services (MOCS).
  • Manage Division's submissions for the Mayor's Management Report (MMR).
  • Support program leaders with producing compliance, performance and productivity reports.
  • Coordinate internal and external data requests and analysis.
  • Data management
  • Ensure integrity of data generated internally in the Division and collected from outside sources.
  • Oversee exports of contact data from the City Financial Management System (FMS), through collaboration with MOCS and NYC Financial Information Services Agency (FISA).
  • Manage M/WBE data validation and reconciliation for the Division's certification management system (Ctrack-1), the Online Directory of certified firms, CRM on Demand and the FMS.
  • Strategic analysis
  • Support senior agency and other City leaders in managing the consultant conducting the citywide M/WBE Disparity Study.
  • Coordinate strategic and operating planning for the Division's units, and assist program leaders in setting goals and developing new programming and initiatives
  • Manage goal setting for the Division's metrics in the MMR.
  • Assist with special projects as needed.
  • Communications
  • Serve as liaison between Division and agency's Communications unit, including coordinating with Marketing unit
  • Collaborate to develop content for reports, talking points, press releases, and public hearing testimony
Preferred Skills:
  • At least three years of satisfactory professional experience in a research and / or analytical role;
  • Experience in managing staff;
  • Advanced degree (MPA / MBA with a policy focus preferred);
  • Intermediate skills in MS Excel (e.g. pivot tables, VLOOKUP function, descriptive statistics);

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or more of the following fields: business administration, marketing, public relations, journalism, law, public market operations, government contracting, urban planning, finance or grant administration, at least 18 months of which must have been in an administrative, managerial or executive capacity or in supervising personnel performing professional duties in one or more of the fields noted above; or

We seek an experienced Research Manager with a proven track-record of managing complex, large scale, multi-method research programs. Key Requirements:
Education:

CRIME ANALYST

PURPOSE

THE PURPOSE of this position is to collect, collate, analyze, disseminate, and evaluate crime data to discover developing trends, patterns, and changes in criminal activity, using mapping and other analytical software. The Crime Analyst works within the Office of Management Analysis and Planning of the Milwaukee Police Department. 

ESSENTIAL FUNCTIONS

  • Produce information related to crime trends to assist the department’s operational and administrative personnel in preventing and suppressing criminal activities, aiding the investigative process, increasing apprehension of offenders and clearing cases. 
  • Prepare data used to make recommendations on manpower deployment and resource allocation. 
  • Maintain statistical reports that detail the results of analysis, conclusions, and recommendations; prepare periodic statistical reports for department commanders.   
  • Measure and forecast long-term public safety activity related to problem solving, intervention, and crime reduction efforts. 
  • Collect, analyze and interpret data received from various departmental units and other law enforcement agencies. 
  • Maintain proficiency with GIS software and crime analysis methods and tools.  
  • Analyze crime information, statistical data, reports and documents from Federal, State and local law enforcement agencies. 
  • Assist members of the department, elected officials and community members in obtaining data from systems to which they have access.   
  • Train department members on access to and analysis of data.

DESIRABLE QUALIFICATIONS

  • Master’s Degree in Geography, Public Policy, Public Administration, or other related fields of study with a concentration in statistics, research methods, intermediate or higher quantitative or qualitative methods from an accredited college or university.  
  • Knowledge of law enforcement computer systems (i.e., RMS, CAD).        
  • IACA certification desirable.

CURRENT SALARY

The current starting salary (2GN) is $54,251 for residents of the City of Milwaukee, appointment above the minimum is possible up to $63,097 with approval. The annual starting salary is $52,170 for non-Milwaukee residents, with appointment above the minimum is possible up to $60,676 with approval.  

SELECTION PROCESS

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Milwaukee Police Department reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. The Institute for Housing Studies (IHS) is a research center based at DePaul University that provides analysis and data to inform housing-related policy and practice. Created in 2007, the Institute for Housing Studies (IHS) has produced a number of research reports and data products on key housing topics related to the state of affordable housing and the condition of neighborhood housing markets. IHS is engaging in a number of new projects including expanding its housing data clearinghouse beyond Cook County to the Chicago Six County region.

IHS is currently looking to fill a part-time position for a Part-Time Research and Data Assistant. The position will provide mapping and data support for the work of the Institute. Under the guidance of senior staff, the Part-Time Research and Data Assistant will be responsible for collecting, cleaning and assembling a broad range and types of data on housing and community development topics, including both property-level and aggregated data, as well as GIS shape files.

Responsibilities & Duties

·         Collect data from a wide range of sources including the U.S. Census, government, administrative data sets, and proprietary data sets.
·         Clean data so it can be used for research and analysis purposes.
·         Aggregate data and assembling into data sets.
·         Create tables, charts, maps and other analysis to assist IHS staff in the ongoing research and technical assistance projects.
·         Perform other duties as assigned. 

Education & Experience

·         Bachelor’s degree in urban planning, public policy, geography, or some related field.
·         Strong data analysis and research skills.
·         Knowledge of Excel and ArcGIS.
·         Strong writing ability, verbal communications skills, and attention to detail.
·         Position is grant funded.  Hours for position will be allocated on a project by project basis.

Preferred Requirements

·         Current enrollment in related Master’s degree program.
·         Knowledge of SPSS, SAS, or other statistical analysis package.

Basic Job Function
The Research Associate completes research consulting projects to guide non-profits, foundations and government entities in strategic planning--including the allocation of resources, public policy and practice. The Research Associate will work independently and as a member of a team in planning and executing research projects: collects, compiles, validates, interprets and analyzes data and trends. Compiles, merges and aggregates data using statistical software (SPSS); designs and produces maps using Geographic Information System (ArcGIS) software; and prepares documents, reports, briefs, charts, and graphs that describe and interpret findings. The current position will have a content focus on early childhood education and care, and K-12 education.
Job Duties and Responsibilities
  • Uses standard practices and techniques to execute qualitative and quantitative research-consulting projects.
  • Researches, procures and analyzes policy relevant to applied research-consulting projects; and large and small public, proprietary and subscriber datasets relevant to IFF initiatives.
  • Presents findings visually, orally and in writing, as appropriate, and contributes visual and written materials to reports, publications and proposals.
  • Designs and produces maps, charts and graphs that describe and interpret findings, and efficiently and effectively reveal spatial and statistical relationships.
  • Designs and produces maps for internal and external audiences, for IFF initiatives and IFF clients, and for reports and proposals, as needed.
  • Writes portions of reports, briefs and analysis that describe and interpret findings.
  • Clearly communicates knowledge and findings of research projects to internal and external clients, and represents the Research Department and IFF in a professional manner.
  • Manages client relationships.
  • Participates on staff inter-departmental teams to complete multi-disciplinary research projects that provide solutions to internal IFF initiatives and to clients.
  • Maintains required job knowledge and skills and core professional competencies.
  • Attends and participates in required educational programs and staff meetings. Develops and completes annual professional development plan--in consultation with supervisor.
Performance Measures
  • Successful completion of project support according to the goals set forth at the beginning of each project and department’s policies and procedures. Completed projects meet quality standards.
  • High level of IFF department and client satisfaction with respect to services provided and reports produced.
  • Internal meetings are facilitated in an organized way and are meaningful to the participants. Outcomes of these meetings are analyzed and well-presented.
  • Written drafts, outlines, analyses and reports are complete, accurate and clear and allow for the implementation of recommendations.
  • Oral presentations are clear, well-organized, comprehensive and persuasive. Appropriate supporting material and visual aids are well-utilized and enhance the presentation.
Position Qualifications
Education: 
Bachelor’s Degree required. Advanced Degree in urban planning, public policy, community development, economics or a social science strongly preferred.
Previous Experience: 
At least five years relevant experience in a research-related economic or community development, public policy, nonprofit or think-tank position required.
Special Knowledge & Skills: 
Background in and content knowledge of early childhood education and care, or K-12 education or both required.
Demonstrated ability to analyze descriptive and inferential statistics, including demographic, healthcare, educational, housing or economic data.
  • Familiarity with major issues in the fields of housing, public education, community development, food access, community assets, social and human services and healthcare, and specialized knowledge in one or more areas.
  • Ability to focus on details and data concurrent with analysis of systemic and organizational implications of research projects.
  • Advanced critical thinking skills, exhibited by the ability to take information from a wide variety of sources and synthesize/analyze the information in the context of a research project.
Demonstrated advanced proficiency in IBM SPSS Statics including ability to write complex syntax and proficiency in Microsoft Office suite required; and intermediate to advanced proficiency in ArcGIS and knowledge of Python preferred.
Demonstrated knowledge and experience of research principles and applied research design.
Ability to communicate research findings visually, orally and in writing to diverse and varied audiences.
Ability to work independently and as part of a team.
Unusual Requirements: Minimal regional travel may be required. Occasional evening and weekend work may be required.
