Housing Policy Organizer, Housing Action Illinois - Hybrid (Chicago, IL)

 Housing Action Illinois is a statewide coalition of more than 190 organizations dedicated to protecting and expanding the availability of quality, affordable, accessible homes throughout Illinois. The great majority of our member organizations are nonprofit direct-service providers who provide shelter, affordable housing, and/or housing counseling to low-income individuals and families.

Through our Policy Advocacy Program, we mobilize our members and allies to advocate for policies that help end homelessness, create affordable rental housing, promote sustainable homeownership and affirmatively further fair housing. For this work, we particularly focus on the needs of people with the lowest incomes and others impacted by systemic inequities in our society. Our complementary Public Education & Organizing Program builds awareness and activates change by sharing information and real-life stories with policymakers, nonprofit service providers, and the media.

State level campaigns we have recently worked on include: securing more than $180 million in new state funding to prevent and end homelessness during the past two years; securing $200 million in state capital budget funding for affordable housing; advocating for the creation of a new property tax incentive for the preservation and creation of affordable rental housing; and advocating for the passage of the Illinois Community Reinvestment Act. In Cook County, Housing Action was a leader in campaigns to create payment plan options for homeowners with delinquent property taxes, passage of the Cook County Residential Tenant Landlord Ordinance and fair housing protections for people with criminal records through the Just Housing Amendment. Current and planned campaigns are focused on preventing homelessness, reducing evictions, reducing the racial wealth gap, and other issues.

Housing Action also has programs that build the capacity and expand the resources of our member organizations through training and technical assistance and as a HUD Approved Housing Counseling Intermediary and HUD Housing Counseling Training Partner. Housing Action also manages a network of AmeriCorps VISTA members working with member agencies.

Job Title: Housing Policy Organizer

Responsible to: Policy Director

Summary of Primary Job Functions: The Housing Policy Organizer is responsible for implementation and management of portions of Housing Action’s Public Policy Advocacy and Public Education and Organizing Programs, including our advocacy work on local, state and federal spending, as well as our legislative and other policy efforts. An important goal for the Housing Policy Organizer is to lead Housing Action’s work to build the capacity of community-based organizations, particularly our members, to participate in our advocacy campaigns.

Duties and Responsibilities:

  • Working closely with the Policy Director, assist in the development and implementation of our public policy agenda.
  • Help lead attempts to influence public policy at the state, federal, and local level.
  • Build relationships with members, allies, and other stakeholders to gain community support for Housing Action’s advocacy efforts and to solicit input to guide our future work.
  • Establish and maintain relationships with elected officials.
  • Organize, manage, and lead issue-specific working groups and coalitions.
  • Work with other staff to plan, coordinate, and implement public education and organizing activities, such as our annual conference and membership recruitment and retention activities.
  • Other tasks as assigned.

Qualifications:

  • At least three years of experience with a non-profit, community-based organization in one of the following areas: affordable housing or community development; public policy in housing or a related social justice field; and/or community organizing
  • Strong mission alignment; knowledge of current public policies and programs related to our organizational mission is a plus
  • Strong problem solving skills
  • Ability to evaluate effectiveness of projects and initiatives, and provide suggestions for improvement
  • Effective oral and written communication skills
  • Comfort with representing Housing Action externally, speaking/presenting publicly, and facilitating large group discussions

Salary and Benefits:

Housing Action offers a competitive salary ($56,500 – $62,000) and benefits package. Benefits currently include 100% of health, dental, and short-term disability insurance premiums for employee paid by Housing Action, 12 vacation days the first year of employment (increases to 18 days thereafter), 5 personal days, 11 holidays, and 12 health leave days.

We also offer a flexible hybrid work arrangement, with the option to work 2-4 days per week remotely.

The Othering and Belonging Institute (“the Institute”) at UC Berkeley brings together researchers, stakeholders, policymakers, and communicators to identify and challenge the barriers to an inclusive, just, and sustainable society and to create transformative change. The Institute is a vibrant hub of researchers, community leaders, policymakers, artists, and communicators that advances research, policy, and work related to marginalized communities. We engage in innovative narrative, communications, and cultural strategies that attempt to re-frame the public discourse around marginality and inclusion and respond to issues that require immediate and long-term action. Our work is informed by understanding how structures and systems work to create or exacerbate othering and exclusion.

The Institute's Community Power and Policy Partnerships program (CP3) partners with community-based organizations to advance strategies through which all members of marginalized communities have the resources, tools, and power to be meaningfully involved in transforming the structures that shape community wellbeing. We facilitate and advise our partners facilitating participatory processes in which residents most impacted by issues of concern lead transformative change. This involves rigorous research, trainings, and communications tools that are integrated with our partners' grassroots organizing and leadership development strategies. This produces analysis, policy, and strategies that reflect the direct experience and vision of affected community members and the insights of scientific and technical analysis. We choose partnerships based on shared values and interests, and the potentially transformative nature of the partnership's impact.

The Housing Policy Associate (“the Associate”) serves as a core member of the Institute's Community Power and Policy Partnerships ("CP3") program team, developing and coordinating housing research in partnership with community-based organizations and networks. The Associate works with the CP3 team and other Institute staff to develop community partnerships and carry out policy research and data analysis to advance Institute program activities and agendas in California and nationally. The Associate will also write reports and research memos, blogs, and other media, and convene and facilitate meetings and workshops.

Responsibilities           

·       Develop and carry out research related to housing policy, housing data analysis, and structural and multi-disciplinary analyses of housing issues.

·       Collaboratively work with community partners to develop shared goals, research agendas, and communication plans, among other activities.

·       Prepare, edit and modify documents including research reports, memos, presentations and proposals.

Senior Project Coordinator - City of Minneapolis



Who: Minneapolis Homes, City of Minneapolis

The vacancy will specialize in stabilizing residents through sustainable and affordable homeownership opportunities, including:
  • Administering and monitoring HOME funding for 1-4 unit affordable homeownership projects.
  • Hiring, contracting, and monitoring administrators of homebuyer support services that include: down payment assistance loans, homebuyer education, foreclosure prevention, financial wellness counseling, and the City perpetually affordable housing model.
  • Program evaluation, communication, and outreach to a variety of stakeholders, including residents, developers, contracted administrators, and elected officials.
Job Duties and Responsibilities:
  • Coordinate all aspects of the housing development process including familiarity with all funding sources associated with housing development of all types.
  • Understand the various types of financing and have the capacity to evaluate proposals and assist developers in achieving the best result for the city and its citizens, while efficiently utilizing city resources.
  • Lead the development of programs and strategies that enhance financing structures for housing of all types. 
  • Engage in housing development projects that achieve City objectives, and requires City involvement for land, financing or knowledge.
  • Assist developers in navigating the public process in an efficient manner. Assist developers in developing timelines for process steps involving City review and approval of uses, site plans and building plans, and budget and financing, and then work with all parties involved in the project to keep it on schedule.
  • Create conceptual development plans, lead efforts to identify potential markets for property designated by the City for development and seek potential investors. 
  • Prepare requests for proposals (RFP’s) outlining project opportunities, identifying City objectives and identifying criteria for proposal selection.
  • Respond to requests from private developers seeking City and/or regional approval and/or financial support for projects involving specific properties or specific uses where the property or location needs to be identified. 
  • Manage and coordinate assigned projects from initiation to completion, which may include formulating development guidelines and criteria, selecting developers, securing approvals and public financing, managing the project budget, assuring effective interim property management, securing and implementing grants, negotiating and managing contracts, and any post-construction compliance and monitoring. 
  • Negotiate the terms and conditions of loans, redevelopment contracts and other contract agreements. Administer and monitor executed contracts; prepare and document payments; certify contract completion; monitor long-term contract compliance and later negotiate workouts and restructuring if needed. 
  • Participate as a representative of CPED on task forces and committees and attend conferences, seminars and community meetings. 
  • Work with neighborhood groups and other stakeholders to discover local objectives and concerns and facilitate public support for economic development projects. 
  • Respond to requests for information from elected officials and the public. 
  • Assist management by providing regular constructive feedback on City processes and procedures that impact the mission of CPED.
  • Actively participate in development of CPED budgets by proposing business plans for assigned areas of responsibility.

Required Qualifications:
Required Education
Bachelor’s Degree in business administration, political science, public administration, economics, real estate, urban planning or a related field.

Required Experience
Five or more years of housing development, real estate development, or community development experience, or equivalent.

Licenses/Certifications
Applicants with Housing Development Finance Professional Certification. Certification from the National Development Council or comparable housing development certification are preferred.

Equivalency
An equivalent combination of related education and experience may be considered.

Desirable Qualifications -- Cultural Competency
Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.

Policy Research, Fair Testing Housing Coordinator - Roosevelt U. (Chicago)

Policy Manger – Illinois Housing Development Authority

What: The Policy Manager will act as a point of contact between department heads, employees and stakeholders engaged in the development, maintenance and updating of departmental and Authority Policy and Procedures. The New York City Department of Housing Preservation & Development (HPD) is the nation's largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling the Mayor's Housing New York: A Five-Borough Ten-Year Plan to create and preserve 200,000 affordable units for New Yorkers at the very lowest incomes to those in the middle class.

Job Description:

The Department of Housing Preservation and Development seeks a highly motivated individual with exceptional communication skills to lead HPD's Office of Governmental Relations. The Office of Governmental Relations works with City, State and Federal elected officials, as well as agencies, policy makers, advocates, and planners to assess, craft, and secure legislative changes needed to implement HPD's goals of creating and preserving affordable housing and protecting the quality and safety of the City's housing stock.

Under the direction of the Deputy Commissioner of Strategy, Research and Communications, the Assistant Commissioner of Governmental Relations and his/her team also are responsible for working with elected officials, community boards, and other external stakeholders on both housing policy, land use and housing finance approvals and constituents housing problems, and preparing the Commissioner and senior staff for public legislative hearings and meetings with elected officials. The Assistant Commissioner plays a critical role in implementing the Mayors Housing New York plan, working closely with the Agency's senior team, Agency partners, and the Mayor's Office.

The selected candidate will be responsible for the following duties:
  • Work closely and collaboratively with senior staff to develop, draft, advocate for, and implement HPDs local, State, and federal legislative agenda.
  • Work with the New York City Council on land use and tax exemption approvals necessary for the Agency's housing projects.
  • Analyze and research proposed legislation and recommend appropriate agency response.
  • Research, draft, and edit public testimony for the Commissioner and other senior staff to deliver at legislative hearings.
  • Prepare the Commissioner and other senior staff to testify and respond to questions at public hearings.

Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience.   • Campaign Development: Design and coordinate disability rights housing advocacy/organizing campaigns for systems change and reform at the local, state and Federal levels as needed; Support grassroots housing organizing for DRACH and other housing-related efforts
  • Training and Leadership Development: Provide grassroots leaders in the disability community with leadership development and organizing training; Train people with disabilities on their fair housing rights and responsibilities, including public housing policies and regulations,
  • Coalition Building: Increase DRACH political power by building and cultivating relationships with housing-related community groups, fair housing advocacy organizations, and government agencies to create broad coalitional support for disability housing issues
  • Internal Collaboration: Coordinate with Access Living housing locators and housing counseling staff and fair housing/legal staff to ensure a high level of service for clients in need of those services, and to recruit members for DRACH from those clients assisted
  • Policy Work: Provide support to the Manager of Organizing and Policy in monitoring affordable housing policy and legislation at local, state and Federal levels; coordinating public and written testimony and comments on proposed legislation and policy/rule changes; and promoting new policies and policy reform efforts creating affordable, accessible, integrated housing for people with disabilities
  • Community Education/Outreach: Conduct public education efforts around housing policy and legislation, including through the use of media; Provide internal and external workshops and seminars on housing policy, related court cases, and legislation
  • Miscellaneous Duties: Conduct written quarterly project activities reports; Ensure compliance with grant requirements through regular data entry; act as a spokesperson for Access Living on housing issues as assigned; and execute any other duties as assigned. 
EDUCATION AND TRAINING: Minimum educational background required
  • Bachelor’s degree or applicable life/work experience. Good written and oral communication skills. A writing sample will be required. Proficiency in Microsoft Office Suite, especially Word, Excel, Publisher, and Outlook.

POSITION SUMMARY 
Mindful of this dynamic, Lone Mountain Land Company (LMLC) – a development company created to manage the planning, entitlement, building, marketing, and sale of premier real estate communities around Big Sky – is interested in hiring a Director of Housing Solutions to lead the planning and development of workforce housing to support LMLC’s near-term needs, and work with the broader community in support of Big Sky-wide initiatives. Big Sky is unincorporated, and straddles Gallatin and Madison Counties. This position is intended to fill a role that exemplifies the nature of effective public-private partnerships, serving as the primary liaison between LMLC and county, state, and federal housing resources; local taxing districts; and residents to lead the analysis and selection of actionable housing solutions for targeted workforce populations.
Near-term responsibilities include: 
  • Working with LMLC, in partnership with the Yellowstone Club and CrossHarbor Capital, to identify and secure housing in the region for the construction workforce necessary to undertake significant real estate development projects in Big Sky; 
  • Managing workforce housing, liaising with property management and maintenance personnel to assure workforce housing needs are addressed in a timely and appropriate manner; 
  • Working with the group to identify and secure long-term housing solutions for the workforce that sustains our communities’ operations, helping to define a rental structure that sustainably accommodates workforce housing needs, and pursuing a full spectrum of public, private, and non-profit funding sources that may be leveraged for housing solutions. Long-term, key duties and responsibilities include: 
  • Identifying and securing affordable housing development opportunities within the region; 
  • Preparing and maintaining detailed project and policy budgets and schedules as the primary expeditor and leader of the project implementation process; 
  • Managing and coordinating the design, development, and construction of workforce housing, building a team to implement and maintain workforce housing projects.
In conjunction with community stakeholders, the Director of Housing Solutions will also participate in the following: 
  • Engage with public and private stakeholders to support community-wide housing needs, compiling, organizing, and analyzing all relevant housing research prepared to date and supplementing this information by conducting broader research on relevant housing case studies, practices, and policies; 
  • Help to maintain an accessible resource inventory based on this research; 
  • Work with community stakeholders to help translate findings into a series of viable housing and transportation solutions for targeted workforce populations. These solutions will be a combination of actionable near-term real estate development projects and long-term policy recommendations that propose dedicated funding sources for ongoing housing needs; 
Qualifications for this position include: 
  • A Master’s Degree in Urban Planning, Public Policy, or related field with a minimum of 4 years of relevant work experience is highly preferred; Bachelor’s Degree in these fields or comparable with a minimum of 6 years of work experience is required; 
  • Demonstrated knowledge of relevant housing policy and practices, as well as a knowledge of development regulations and practices is required, with demonstrated track record of identifying, preparing, and securing funding sources, tax incentives, and comparable opportunities; 
  • Big Sky-area knowledge is preferred (or experience in comparable small, resort communities), as well as a broader knowledge of practices in Montana; 
  • Previous property management experience is preferred; 
  • Ability to work independently, proactively, and conscientiously, as demonstrated by progressive work experience in leadership roles; 
  • Excellent written and verbal communication skills, as demonstrated by relevant writing and presentation samples that convey an understanding of technical knowledge and the ability to translate this knowledge effectively for a broad array of constituents; 
  • Proven consensus building and conflict resolution skills. A competitive salary and benefits package will be offered to the selected candidate based on experience.

Position Summary:
The Department of Geography and City and Regional Planning is accepting applications for a tenure-track position in Community Development and/or Land-Use Planning. The successful candidate will teach planning classes, as well as general education classes. Planning classes will focus on the built environment and community; community development, neighborhood planning, housing policy, community-oriented design and land-use planning. The successful candidate may be called upon to teach in a distance or service learning education mode and will be encouraged to develop web-enhanced and/or web-based instruction. The candidate will perform outcome assessment for courses. Additional responsibilities of the candidate include research, publication, and other scholarly activities, as well as advising students and engaging in service at all levels of the university.
Overview:
The Department of Geography and City and Regional Planning is a student-centered department and one of nine departments and programs in the College of Social Sciences. The department offers a BA degree in Geography, a minor in Meteorology, a minor in Interdisciplinary Urban Studies, and an option in City and Regional Planning; and is also developing an online Certificate of Advanced Study in Community and Regional Planning that it hopes to be made available to students in 2016. Part of the department's five-year plan is to create a separate BS degree in City and Regional Planning. The course offerings support undergraduate preparation for careers in environmental study, teaching, weather, regional and urban planning, and preparation for graduate work. The department boasts the most internationally diverse faculty in the university and takes pride in its scholarly excellence. Faculty research is supported by state of the art facilities in two of its laboratories: environmental research and GIS/Remote sensing laboratories. There is opportunity for students to work with faculty on their research projects.

Required Education:
Ph.D. in Geography, City and Regional Planning, or a related field from an accredited institution (or equivalent) is required. Candidates nearing the completion of the doctorate (ABD) will be considered; however, for continued employment the doctorate must be completed by 7/31/2016.

Required Experience:
Evidence of success in scholarly research, such as publications in peer-reviewed journals and/or publications of professional and technical reports. The successful candidate must have the ability to work effectively with faculty, staff, and students from diverse ethnic, cultural, and socioeconomic backgrounds.
