Program Officer
Provide support for current and future funding programs under the Community Affairs
Department. Responsibilities include, but are not limited to: assisting department in program
application review, providing scoring and funding recommendations, report preparation and
reviews, compliance reviews and responses, payments, audit reviews and trainings for program
partners. Perform program support requiring a high degree of skills, initiative, and reliability.
The Program Officer will review and make recommendations for applicants applying for funding
under the supervision of the Assistant Director. They will assist in managing and operating the
multiple programs under Community Affairs, as needed.
Must be able to communicate effectively and professionally with applicants, and program
partners regarding program requirements, eligibility criteria, and payment processes throughout
the program. Skills and experience with file documentation, and program operation are required.
Must have strong verbal and written communication skills. Ability to understand and apply
departmental policies and procedures, and perform related duties as required.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree with relevant major required or equivalent. Experience in grant and program
management preferred. Needs a strong ability to prepare and analyze budgets/financial
reports. Excellent written and verbal communication skills. Strong analytical skills. Polished
presentation skills. Strong relationship-building skills. Highly organized, efficient, self-motivated
and detail-oriented. Excellent computer skills, including Word, Excel and PowerPoint. Highly
effective interpersonal skills including demonstrated ability to work cooperatively with a variety
of staff from various fields or interest.

| The position of the Accounts Payable Representative that handles payments for Maintenance and Operation Fund 01 reports directly to the Assistant Supervisor - Accounts Payable and has no subordinates. The position of the Accounts Payable Representative that handles payments for Design and Construction – all other funds – reports to the Disbursement Control Supervisor and has no subordinates. The incumbent is responsible for reviewing, analyzing and processing payments generated by the Purchasing and/or Engineering Departments. The incumbent needs to ensure all required documentation, including approvals, is received and balanced prior to processing of payment. The incumbent must perform in-depth, insightful review of payroll and direct expenses on design and inspection invoices to ensure accuracy and proper documentation. The incumbent must possess the expertise to utilize, maintain and troubleshoot Excel spreadsheets to accomplish the responsibilities of the position. Incumbent may confer with other departments within the Authority for clarification on invoices. Regular follow-up is necessary to resolve problems so payments can be processed on a timely basis. In addition to basic mathematical and documentation review, it is required that the incumbent use proper judgment to determine the legitimacy of items requested for reimbursement that may not be spelled out in the agreement. Incumbent must also ensure the clarity of information entered in the system to ensure proper processing of the invoice in Springfield. If there are any questions to the type or purpose of merchandise/service being provided it is to be resolved before data entry is made. Incumbent must be familiar with the concept of General Ledger Expense account numbers and with terminology associated with order processing. The Accounts Payable Representative is responsible for issuing all checks from the locally held accounts. All payments must be verified for proper approvals, back up documention, and account numbers. IPass refund checks and violation refund checks are issued from uploads into the current system. All checks issued through the Revolving Accounts must be reimbursed by the Comptroller by entering information into the current payment system. Additional responsibilities may include regular review of unpaid invoices to resolve missing paperwork, process travel vouchers for payment, regular review of vendor files, monthly review of vendor statements and subsequent follow-up to determine and correct errors. The Accounts Payable Representative distributes daily reports and mail, prepares pay-orders for approval by the Controller or Chief Financial Officer, and ensures that daily payment releases are prepared and sent to Springfield on a timely basis. Incumbent also may coordinate preparing files to be sent to CIS (Central Information System). Incumbent is also responsible for resolving payment issues with the vendor, when necessary, by telephone, fax, and/or e-mail. |

DUTIES
- Evaluate project proposals submitted by prospective developers for feasibility and compliance with City development goals and prepare for review by the planning commission.

Qualifications
Graduation from an accredited college or university with a Master’s degree in Urban Planning, Transportation Planning, Environmental Planning or a directly related field supplemented by five years of experience in the development and management of major planning or research studies, including two years in a supervisory capacity.

- Experience conducting meetings and doing public presentations involving large groups of people
- Proficiency with GIS mapping

Position Description | We are seeking Research Analyst and Analyst candidates in our Texas office. Entry-level Research Analysts and Analysts are the foundation of HR&A’s team-oriented, collaborative structure. Tasks may include real estate market analysis; case study research; strategic planning; preparation of real estate pro formas for a range of uses and public-private structures; economic and financial analysis; and public policy analysis. Analysts and Research Analysts also help prepare marketing materials, proposals, and client deliverables in the form of written reports, memos, PowerPoint presentations, and Excel models.
Experience Required | Successful candidates will possess strong skills in both quantitative and qualitative analysis and a passion for real estate, urban development and policy. They must possess excellent written and verbal communication skills; proficiency with PowerPoint, Excel, and Word; and the ability to manage multiple assignments at once. Furthermore, candidates should be highly motivated independent thinkers who are detail-oriented, entrepreneurial, and sufficiently poised for client interaction. Senior Analyst
Position Description | We are seeking candidates for Senior Analysts in our growing new Texas office, which serves clients nationally. Successful candidates will have relevant project management experience in real estate, economic development and related consulting fields, must demonstrate critical analytic thinking skills to serve our clients, possess a passion for intelligent urban development and a deep curiosity about the challenges and opportunities facing cities. Day-to-day tasks will require managing internal and external teams to complete complex real estate and economic assignments including pro forma analysis for a range of uses, market feasibility research, fiscal and economic impact studies, public-private partnership strategy, and public policy design. The Senior Analyst will review and present client deliverables, including memos, reports and PowerPoint presentations; and will support the firm’s business development efforts. The successful candidate will bring a strong foundation of real estate expertise and an interest in creative public-private solutions, as well as significant capacity for leadership.
Experience Required | Candidate should have a minimum of four to five years of work experience in real estate finance, development, public policy and/or consulting in a related field. Candidates should also have a Master’s Degree, preferably in real estate, city planning and/or economic development. Considerable additional experience in a closely-related field may also be substituted for a graduate degree. Preference will be given to candidates whose experience includes project management for consulting engagements in a relevant field.
In addition to considerable experience in real estate and economic analysis, the candidate must also possess substantial project management experience, excellent writing and presentation skills, and mentorship capabilities. Candidate should be a highly motivated independent thinker with sufficient poise for direct client interaction. The most successful candidates will show potential for rapid professional growth.
