Housing Program Manager - Cook County Government, Chicago, IL

Housing Program Manager  

Job Summary

Under the direction of the Deputy Director of Housing and Strategic Finance, collaborates with department senior management to manage/oversee planning, policy and compliance initiatives in the development, coordination, submission, and implementation of various housing programs, plans and reports. Oversees policy manual development, revisions, and implementation in coordination with functional areas coordinates entry of accomplishment data, project management and completion and program closeout data in funder systems. Ensures that policies and procedures are observed, records are complete and up to date. Works to identify/develop strategies to maximize funding and leverage to enable more impact for the County’s affordable housing activities: development projects, policy, legislation, and partnerships. Participates in team discussions, assists in the preparation of technical reports for management, represents the office in discussions with key stakeholders, partners, and clients. Assists less experienced members of the team. Responsible for providing recommendations to the Director for all loan level and deal level credit decision making. Works with the production team to provide input on new loan applications, including information about market conditions, management agent and owner. Perform other duties as needed.

This is a grant funded position.

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in Urban Planning Studies, Business or Public Administration is required.
  • Five (5) years of full-time work experience in Community Development Department to include Housing and Urban Development (HUD), Community Development Block Grant (CDBG), HOME, Public Housing or Housing Trust Funds is required.
  • Two (2) years of staff or project supervisory experience is required.

Preferred Qualifications

  • Graduation from an accredited college or university with a master’s degree in Urban Planning/Urban Studies, Business or Public Administration.
  • Experience as a HOME Certified Regulation specialist.

Knowledge, Skills, Abilities And Other Characteristics

Knowledge of potential/available revenue sources. Knowledge of business and management principles involved in strategic planning and resource allocation. Skill aligning both the community and County’s efforts/investment needs in suburban Cook County. Knowledge of Federal, State and County reporting requirements and systems including HUD, IDIS, DRGR, online tools to assist grantees create market driven, leveraged housing and community plans (eCon Planning Suite), Microsoft Office Suite. Knowledge of County, State, and Federal records management requirements, performance measurements and compliance best practices, Fair Housing requirements, and Freedom of Information ACT (FOIA) requirements. Ability to set appropriate program and performance goals and facilitate goal accomplishment. Ability to effectively coordinate and collaborate with others internal and external to the County. Ability to prioritize and multi-task given overlapping deadlines and required data inputs at various levels. Ability to translate data into clear, actionable, and sustainable plans in communities with varying needs, interests, capacities, and resources. Ability to identify and address gaps in policy for streamlined, effective and compliant operations. Ability to the highest confidentiality of all information and records. Skill communicating both verbally and in writing. Skill collecting, analyzing, and interpreting data and apply it to major plans and project proposals.
