The Position: The Preservation Compact Senior Program Officer provides strategic support for the Preservation Compact, a collaborative initiative housed at CIC to address the loss of affordable rental housing in Cook County. Collaborative partners encompass a diverse array of housing stakeholders, including all levels of government, for-profit and non-profit developers, community and grassroots groups, lenders and civic organizations. The Senior Program Officer leads policy analysis and stakeholder engagement efforts, driving consensus-building among partners to advance the Compact's affordable housing preservation goals. This role involves developing and implementing strategic initiatives, conducting research and analysis to inform policy recommendations, and maintaining strong relationships with key stakeholders across sectors.
Reports to: Director of The Preservation Compact
Duties and Responsibilities:

Support Preservation Compact Director in the development and implementation of the Preservation Compact's policy agenda and strategic plan

Conduct research and analysis to further the Preservation Compact's policy, legislative, and other priorities

Convene, facilitate, and coordinate logistics of select regular and ad hoc working groups

Represent the Preservation Compact at meetings and events as needed, cultivate relationships with partners and other stakeholders

Track, research, and update information on properties targeted for preservation

Identify and develop resources including maps, data tools, and outreach materials to support Preservation Compact activities

Assist in developing biannual report, other publications, and grant reports as needed

Support cross-programmatic efforts within Community Investment Corporation

Maintain excellent relations and communications with coworkers, CIC staff, and external partners, and other stakeholders

Field ad hoc requests for information or assistance from the Preservation Compact

Provide communications, content and updates regarding assigned program areas to be included in the Preservation Compact's newsletter, press releases, action alerts, legislative updates, meeting minutes, and program areas of the website

Collaborate with team members on outreach, communications, events, and other activities as needed
Skills and Experience:

Bachelor’s degree and 5+ years of experience in community development, affordable housing, public policy, or related fields preferred

Excellent MS Office skills, experience with data analysis and GIS/mapping software, and Notion project management platform preferred

Knowledge of local/regional housing and community development institutions strongly preferred

Experience with website content maintenance and email newsletter programs preferred

Excellent organizational skills, attention to detail, ability prioritize multiple deadline driven projects

Excellent verbal, written, and interpersonal communication skills

Job Summary:

 

Provides administrative assistance and support to the Act to End Neglected Tropical Diseases (Act | West) Program. Collects, compiles, and analyzes information relevant to Act | West Progr (e.g., update manuals, assist with proposals, process more complicated paperwork). Provides administrative and program support, in addition to communication efforts related to project management and execution. May monitor program budgets. Assists in the creation/review of work plans. Coordinates with technical team. Prepares presentations and supports other related project objectives and deliverables. Overall the Program Officer is responsible for direct project implementation and delivery.

 

Program Officers (Level I – III) provide a range of project management, communications, and administrative services at increasing levels of complexity to support project implementation and proposal development. Individuals within these positions are expected to demonstrate an increasing level of proficiency with best practices in project management.

 

Accountabilities:

 

Programmatic Administration:

 

  • Collaborates with the program management team to assist in ensuring project needs and requirements are met.
  • Provides support to program management, such as planning for and arranging meetings and conference room setup, supporting travel requests, and taking on sub-task assignments.
  • Collects existing information (metrics, data, etc.) for use in reports, reaching out to sub-contractors, grantees, and partners for external information.
  • Maintains distribution list for program reports.
  • Facilitates communication by answering partner inquires and ensures program internal and external websites are current.
  • Coordinates assigned program activities and may conduct research to achieve program goals.
  • Assists in the management of the program calendar to ensure program deadlines are being achieved.
  • Sets up and maintains electronic and physical program files.
  • Sends reminders to keep team on track with reporting deadlines and technical deliverables.
  • Provides administrative support to the program as needed by writing, reviewing, and translating reports on a quarterly basis.
  • Reviews and contributes to work plans.
  • May support program/program teams administratively to provide high quality deliverables to clients.
  • Fulfills other administrative and special program duties as assigned.

 

Business Development and Proposal Management Support:

 

  • May serve as proposal coordinator.
  • Communicates grant proposal and report requirements to all individuals involved in an efficient manner.
  • Assists the project team with the coordination and management of grants, project materials, and information.

 

Finance Support:

 

  • Assist with the coordination and tracking of performance against Financial Cost Objective (FCO) ID, project timelines, budget, objectives, and deliverables.
  • Assists the project team with the coordination of budgets.
  • Collects, compiles, and analyzes cost information relevant to the project.
  • Serves as the project liaison to internal units such as finance, contracts, centers, etc.

THE OPPORTUNITY:

Woods Fund Chicago is looking for a dynamic individual excited about joining a new team during a period of organizational, programmatic, and culture change to manage the Foundation’s grantmaking portfolio.

 

The Program Officer reports directly to the Vice President of Programs and will work closely with them on defining conceptual and strategic directions for grantmaking that ensures alignment with Foundation goals and values. An eye to “disrupt” current, traditional philanthropic practices is desired.

 

The Program Officer has responsibility for grant-making, grantee solicitation to apply for funding, providing technical support to new applicants and grantees, reviewing grant requests for new applicants, monitoring grants to support the Foundation’s mission, implementing grantee convening, coordinating external evaluation processes, and understanding of current organizing practices/trends and developing deep relationships with the community organizing sector.

 

The Program Officer will work with the Vice President of Program to align Woods Fund’s grantmaking to adhere to the principles of racial justice and trust-based philanthropy. This position would also manage one of two capacity building programs that the Foundation implements. The Program Officer will assist the Vice President with any identified special projects and policy and research initiatives.

 

The Foundation is looking for an individual who aligns with community practice, understands the movement building and organizing landscape in Chicago, is knowledgeable of current organizing and advocacy strategies, has excellent relationship building skills and can help shape the Foundation’s grantmaking strategy to be even more responsive and supportive to the organizing/advocacy sector in Chicago.

RESPONSIBILITIES:

Grantmaking and Program (approximately 70% of the position)

  • Lead all aspects of WFC’s grantmaking and programmatic work with a racial justice lens
  • Effectively manage grants programs with high quality report generation, grant review and evaluation (and helping us to reimagine these elements of grantmaking)
  • Work closely with the Vice President of Programs on overarching grantmaking documents, processes, strategies, and evaluation procedures
  • Establish, cultivate, and invest in relationships with key people and organizations that help the Foundation achieve its mission and serve as a positive and trustworthy steward of the Foundations’ relationships, resources, and priorities
  • Support the role and activities of the President and Vice President in directing and managing the Foundation’s relationships in the wider philanthropic and nonprofit community
  • Identify service gaps, define areas appropriate for the Foundation to address
  • Provide a critical analysis to grant portfolio
  • Maintain timely knowledge of community and policy issues encompassed in the Foundation’s mission and the work of grantee partners
  • Research best practices and program models in the field of capacity building, and supporting BIPOC leadership, that could be implemented in the Foundation’s target communities
  • Create and facilitate a community of learning among grantee partners and provide feedback to grantees to foster optimal achievement of goals
  • Manage one of two programs in addition to grantmaking: Capacity Building Initiative or Cultivate Women of Color leadership program
  • Participate in the design and ongoing review of the Foundation’s strategic plan, program priorities, and policy initiatives
  • Develop and support workgroups or other appropriate governance structures to guide and support the Foundation’s programmatic efforts

 

Administration and Special Projects (approximately 30% of the position)

  • Attend and present at board or committee meetings and provide support with the preparation of materials and documents
  • Assist the President and Vice President in representing the Foundation at community and philanthropic events and activities
  • Assist with the development of Foundation documents and materials, such as press releases and annual reports, and contribute to the Foundation’s social media presence
  • Protect the organization by keeping information confidential

Requirements

QUALIFICATIONS:

  • Minimum of five years of experience in community organizing and/or public policy advocacy
  • Direct experience working with community-based organizations
  • Ability to plan and evaluate programs and initiatives
  • Understanding of how systems work, intersect, and influence one another, along with knowledge of how to create impact in community organizing and advocacy outside of traditional systems and structures
  • Ability to utilize data to inform decision-making and narrative change

The Coleman Foundation, Inc. is a private grantmaking foundation established in 1951. The Foundation supports organizations that work in three areas of focus: health and rehabilitation services, intellectual and developmental disabilities (I/DD), and entrepreneurship organizations in the Chicago metropolitan area. The current endowment is $200 million and in 2021, the Foundation made 161 grant payments totaling $7.1 million. The Foundation is currently working under a two-year strategic plan and expects learning during that time to influence its program direction and practices. POSITION SUMMARY 

The Program Officer works in strategic and creative partnership with the Foundation’s leadership and program team on grantmaking and program initiatives across all funding priorities to advance the Foundation’s goals. The Program Officer is responsible for making funding recommendations for health and rehabilitation, and for co-implementing and co-managing all aspects of the I/DD grants portfolio. The Program Officer represents the Foundation in funder collaboratives, and by attending relevant conferences and other meetings with grantees, issue experts, and the philanthropic community.

KEY RESPONSIBILITIES 

Strategic Leadership & Learning (approx 30%)

  • Lead learning and grantmaking in the health and rehabilitation program 
  • Serve as co-program officer partner on the intellectual and developmental disabilities learning agenda and grantmaking
  • Develop and implement evaluation plans to track the impact of the work and to allow for continuous learning
  • Provide regular “snapshot” reports to leadership with updates on program work, proposal review, and grantee progress
  • Stay current on issues, opportunities, activities, and developments in the Foundation’s funding areas and potential future funding areas. Keep staff and directors updated on trends and evolving practices
  • Partner with leadership to ensure that the grantmaking programs are relevant and aligned with organizational priorities and to identify and develop emerging areas of interest 

 

Grantmaking (approx 70%)

  • Review proposals for potential support, read written materials, meet applicants, manage expectations
  • Conduct site visits of grantees and applicants
  • Conduct due diligence, prepare written evaluations, present recommendations to staff and board
  • Communicate Foundation priorities, procedures, proposal feedback, and decisions to applicants, verbally and in writing
  • Monitor progress of grantees, review their reports, maintain regular communication, and attend their meetings, functions, or events 
  • Serve as a resource and support for board-directed giving
  • Identify organizations with strong potential for partnership and recommend new grantee partners
  • Contribute to overall efficient operations of the grantmaking department; identify procedures and processes to streamline with the grantmaking team
  • Participate in promoting the Coleman Foundation’s mission and the work of our grantees, including writing blog posts and grantee spotlight articles
  • Connect applicants, grant recipients, and community partners to training, technical assistance, marketing and capacity building opportunities and providers
  • Work on and support special projects or other duties as assigned

 

QUALIFICATIONS 

Requirements (must have)

  • Bachelor’s degree or equivalent work experience; graduate degree or equivalent work experience preferred
  • Experience working in the public health field
  • Exposure to the trends and needs of people with intellectual/developmental disabilities a plus
  • Demonstrated capacity to take initiative and execute strategies, including the ability to define program objectives, evaluate progress, and manage projects through a complete lifecycle 
  • Clear and concise writing, verbal, and presentation skills with the flexibility to adapt to a range of audiences
  • Ability to maintain the highest levels of integrity, ethics, sound judgment, and confidentiality
  • Working knowledge in Microsoft Office 365 environment

WORK ENVIRONMENT

  • All Coleman employees are expected to be fully vaccinated (primer and boosters) against COVID-19 or submit weekly tests to the CEO 
  • The in-office work environment is accessible; primarily business casual; some work at off-site locations may be required, and those sites may not be fully accessible
