Assistant Community Living Specialist, DFSS - Chicago, IL

 ESSENTIAL DUTIES

  • Provides short-term options counseling, information, referral and assistance to adults with disabilities, older adults and their families regarding available social service resources and services (e.g., homemaker services, adult day care services, respite services, medical transportation, housing and legal services, home delivered meals, etc.)
  • Service provision is provided over the phone in a call center environment, face to face for walk-in clients, virtually for one-on-one appointments and group information sessions, electronically in response to client email inquiries, and in written communication in response to traditional mail information requests
  • Assists clients in completing applications for available services and benefits (e.g., RTA reduced fare passes, homemaker services)
  • Provides excellent customer service to clients and ensures customer service goals are met and maintained
  • Makes referrals to appropriate social service agencies to ensure clients receive needed services
  • Follows up with clients, family members and service providers to ensure client concerns have been addressed
  • Acts as an advocate for clients by working on their behalf to secure needed services and benefits

Congregate Dining Program Placements. Essential duties include:

·         Conducts daily site visits to monitor program operations to ensure compliance to Golden Diners program regulations and protocols as well as public health codes.

·         Collects, reviews, reconciles, and processes the submission of daily and weekly Congregate Dining Program Reports

·         Ensures client registrations are completed for new clients entering the program and on an annual basis for active clients.

·         Ensures weekly meal orders are placed for each site and changes are made to orders as necessary accurately reflecting site participation.

·         Monitors the meal utilization at each site to identify trends in participation that require additional action or steps to be taken.

·         Ensures that each site has an adequate inventory of nutrition supplies, and that equipment at each site is in working condition.

·         Ensures adequate staffing levels of Hospitality Workers and Trainees for the operation of Congregate Dining (Golden Diners) Program

·         Communicates and works with each Host Agency representative(s), and/or program management regularly to discuss Golden Diner Program participation, compliance issues, and other concerns to ensure prompt resolution.

Graduation from an accredited college or university with a Bachelor’s degree in Gerontology, Psychology, Social Sciences, Public Health, or a directly related field, or an equivalent combination of education, training and experience.

The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire an Assistant Analyst to
join the Policy & Programming Division. CMAP is our region’s comprehensive planning
organization. The agency and its partners are developing ON TO 2050, a new long-range
comprehensive regional plan to help the seven counties and 284 communities of northeastern Illinois
implement strategies that address transportation, housing, economic development, open space, the

Position Description
CMAP is seeking to hire an Assistant Analyst within the agency’s modeling group to focus on the
collection, preparation, and analysis of data related to agency research and analysis activities.
Examples of projects include: geocoding transportation performance data for use in preparing
evaluation metrics, improving the spatial level-of-service accuracy of transportation modeling
networks, and analyzing transportation system performance data from modeling tools and other
sources. These and other projects assigned are critical to maintaining the quality and integrity of
CMAP planning datasets.

In addition, assignments will be given that contribute to CMAP’s capacity to respond to regular
requests for data and information by staff and regional planning partners. These include the
preparation of maps and data that support CMAP’s Local Technical Assistance Program and
Performance-Based Programming staff, as well as ad-hoc requests from the Executive Office and
Policy Development staff. Additional assignments include contributing to the implementation of
CMAP’s GO TO 2040 Regional Comprehensive Plan by assisting in the tracking of specific regional
planning indicators.

Responsibilities
 Identify, collect and prepare datasets for urban planning and policy analysis
 Prepare computer procedures to automate analyses and evaluations
 Conduct quality assurance/quality control on methods and procedures
 Prepare analysis summary results and visualization products
 Thoroughly document work products for use by other CMAP staff

Knowledge, Skills and Abilities
The successful candidate must have strong technical skills in managing and processing datasets to
support urban planning analysis and evaluation. In particular, a successful candidate must
demonstrate:
 Understanding of fundamental methods of quantitative analysis in urban planning
 Understanding of data management and processing techniques
 Knowledge of Census and other government data products

Additional desirable skills include:
 Experience using statistical analysis software such as R, SAS, SPSS or Stata
 Experience with Python scripting
 Familiarity with Geographic Information Systems (GIS)
 Familiarity with database software such as Access, SQL Server or PostgreSQL
 Exposure to travel demand modeling software such as Emme, Cube, or TransCAD

Education and Experience
A master’s degree in a social science discipline or equivalent with emphasis on quantitative analysis

The Institute for Housing Studies (IHS) is a research center based at DePaul University that provides analysis and data to inform housing-related policy and practice. Created in 2007, the Institute for Housing Studies (IHS) has produced a number of research reports and data products on key housing topics related to the state of affordable housing and the condition of neighborhood housing markets. Position Description:
The ideal candidate for this position will be able to assist with and produce regional-scale analyses of land use, housing, and development issues that support the recommendations of GO TO 2040 and development of the next comprehensive regional plan. The policy analyst will produce work on a range of topics, such as jobs-housing balance, fiscal and economic impact of land uses, housing elasticity and supply, the relationship between real-estate trends and long-term land use change, and planning for the interrelated nature of transportation and land use. Work in this area may also relate broadly to CMAP’s policies and research on transportation, tax policy, and regional economy topics.
The policy analyst will be responsible for collecting and analyzing data, managing research, and producing reports and issue briefs on housing, land use, and development topics. In addition, this position will support activities monitoring and providing agency direction on federal, state and local public policy, and communicating and coordinating with the agency's partners on issues that affect land use and housing. In this work, the policy analyst will be expected to emphasize the recommendations of GO TO 2040 and work collaboratively with other entities to set regional priorities.
Essential Functions:
  • Collect and analyze data on regional land use, development, and housing trends, both within the region and in peer regions.
  • Manage or support agency research projects which analyze and report on the housing, land use, and development issues facing northeast Illinois.
  • Write reports and issue briefs which explain data trends and the potential impacts of changes in federal, state, or local public policy.
  • Enhance the agency’s capacity to analyze and forecast public finances related to housing and land use development.
  • Monitor and evaluate regional, state, and national policies and initiatives that relate to housing and development issues.

Associates Degree in urban studies, geography, public administration, or closely related field and three years of project or administrative support experience that includes research and data analysis for report generation and records management, preferably in a transit service planning environment; OR an equivalent combination of education and experience.

•Transit operations planning, vehicle scheduling, transit finance, key transit performance indicators and peer agency comparisons.
• Sound Transit route structure and modes and Dilax passenger counting system.
• Service planning and public process concepts.
• Principles and practices of project management.
• Principles and practices of fiscal, statistical, and administrative research and report preparation.
• Principles and procedures of record keeping.
• Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
• Principles of financial management (expenditure tracking, variance identification, revenue tracking.
• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
• Principles and practices of governmental budget preparation and administration.
• Principles of business letter writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
• Participating in the preparation of a variety of administrative and financial reports.
• Independently preparing correspondence and memoranda.
• Implementing and maintaining filing systems.
• Conducting research and analysis and preparing and analyzing complex data and comprehensive reports using a variety of resources.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
Work is performed in a standard office environment.
Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
