Job SummaryDevelops and implements comprehensive, general and specific plans and involving land use, physical facilities, demographics, environmental concerns, and development activities. Compiles and analyzes data on census, demographic, economic, social, physical and other factors; Confers with local authorities, civic leaders social scientists and other planning and development specialists to devise/recommend arrangements for recreational, residential, industrial, commercial agricultural and other community facilities uses; Recommends measures affecting land use, public utilities, transportation/economic affairs, housing and other community facilities to control/guide community development and renewal; Prepares and present technical reports and recommendations in oral, written, and graphic form; ability to express ideas clearly and concisely, orally and in writing; Assists in preparing the Land Resource Management Plan (Comprehensive Plan), Neighborhood and Corridor Plans, and updates; Coordinates the County’s water resource planning initiatives; Utilize GIS software applications and produce maps and statistical data; Performs other duties as assigned.
Minimum QualificationsAccredited Bachelor’s degree in City/Regional Planning, Urban Design or related field required and at least two years of experience in a professional planning position, or a Master's Degree and one year of experience preferably in a local government setting, AICP certification is preferred. Must have: a valid driver’s license; strong oral and written communication skills; ability to present clearly, tactfully and professionally before a variety of public bodies and interest groups; excellent research skills; ability to traverse sites of varying topography and physical conditions with an aptitude to quickly master relevant software and geographic information systems.

Planning Liaison, Will County Governmental League

The Will County Governmental League (WCGL), one of the metropolitan Chicago regional Councils of Government (COGs), is seeking applications for the position of Planning Liaison. The WCGL represents 33 communities across Will and Grundy Counties. This entry level, full- time position will be engaged in the WCGL’s Transportation and Member programs.

A successful candidate will be responsible for assisting in managing the WCGL Surface Transportation Program (STP), Transportation Improvement Program (TIP), and running training opportunities. Managing the STP program includes supervising the preparation and processing of League members applications for federal funding, recommending priorities for various federally funded projects, and maintaining records on STP funds allocated to and expended by the League through active program management

The WCGL is also responsible for the programming of all federal and state funded transportation projects in the regions’ Transportation Improvement Program (TIP). The Planning Liaison will assist in program management for projects across all of Will County in the TIP. In order to ensure accuracy in the TIP, the position will regularly coordinate with various regional organizations such as the Illinois Department of Transportation (IDOT), the Chicago Metropolitan Agency for Planning (CMAP), and Federal Highway Administration (FHWA). This position serves as staff for the WCGL Transportation Committee by preparing meeting agendas, minutes, and meeting packets.

The Planning Liaison provides technical assistance in obtaining and administering federal and state transportation funds. Maintaining proper interactions with municipalities and elected officials to understand local transportation priorities and concerns is a must. This position regularly represents these viewpoints and priorities in regional, state, and national forums. In addition, this position will assist with WCGL sponsored events and all other duties as assigned by the Executive Director.

A degree in planning, public administration, political science, or related field required. Knowledge of regional transportation and planning related issues is desired, and local knowledge is helpful. A successful candidate will have strong interpersonal skills for interactions with elected officials and the business community, as well as strong organizational skills with the ability to multi-task. Regional travel required.

This is an entry-level position with strong benefits and a salary range of $42,000-$52,000 (DOQ).

Job SummaryThe Development Analyst I position: assists the Development Analyst II with implementation planning and associated challenging matters of interpretation, implementation, and enforcement of related ordinances and regulations. Responsibilities include but are not limited to: assisting in the zoning application process; review of building permit applications and site plans for ordinance compliance, review application documents to ensure compliance with ordinances, regulations, adopted plans/policies to provide direction as needed; reviews, interprets and applies federal, state and local regulations as they relate to County ordinances; organizes and conducts meetings with applicants and the public for zoning applications and development proposals; creates maps, reports, visual presentations, site plans and renderings; communicates and collaborates with a variety of agencies, governmental departments, consultants and community organizations on zoning matters; monitors development and zoning activity; researches and reports on land use, zoning issue and trends; assists in planning projects within County jurisdiction including comprehensive and neighborhood plans, trail plans, etc. ; updates/maintains records, files and related zoning information including data layers for the County’s Geographic Information System.

Minimum QualificationsAccredited Bachelor’s degree in Planning or related field required, prior experience or internships and Master’s Degree preferred. Must have: a valid driver’s license; strong oral and written communication skills; ability to present clearly, tactfully and professionally before a variety of public bodies and interest groups; research skills; ability to traverse sites of varying topography and physical conditions; comprehensive knowledge of the principles and practices of urban planning; experience and background in long-range and implementation planning; familiarity with zoning, subdivision, and site development processes and general principles of land use; and aptitude with MS Office software, Windows Operating System, and ESRI geographic information system software.

The Will County Governmental League (WCGL), one of the metropolitan Chicago regional Councils of Government (COGs) is seeking applications for the position of Planning Liaison. This entry level, full-time position will be engaged in the WCGL’s Transportation and Member programs. The WCGL represents 35 member communities in one of the fastest growing counties in the country. Will County is located approximately 40 miles southwest of Chicago, has an area of 837 square miles, and a population of over 750,000.

The successful candidate will be responsible for assisting in managing the WCGL Surface Transportation Program (STP), Transportation Improvement Program (TIP) and running training opportunities. Managing the STP program includes supervising the preparation and processing of League members applications for federal funding, recommending priorities for various federally funded projects and maintaining records on STP funds allocated to and expended by the League through the program.

The WCGL is responsible for the programming of all federal and state funded transportation projects in the regions Transportation Improvement Program (TIP). The Planning Liaison will assist in active program management for projects in the TIP. The position will regularly coordinate with the Illinois Department of Transportation (IDOT) and the Chicago Metropolitan Agency for Planning (CMAP) to keep the TIP accurate and projects on schedule.

This position will also be responsible for primary staffing of the WCGL’s Public Works Training Program. The Planning Liaison will organize local and web based training opportunities related to public works and transportation.

A degree in planning, public administration, political science, or related field required. Knowledge of regional transportation and planning related issues is desired, and local knowledge is helpful. A successful candidate will have strong interpersonal skills for interactions with elected officials and the business community, as well as strong organizational skills with the ability to multi-task. Regional travel required. This is an entry-level position with a compensation package based on the individual qualifications of the candidate.
