This position is responsible for designing, conducting and managing research in the Government Finance Research Center’s (GFRC) priority areas; initiating and supervising new scholarly & research projects; strategic planning and development of new research programs.

Duties:

  • Lead GRFC research agenda
  • Develop intellectual agenda for GFRC research program
  • Design, conduct, and coordinate research on GRFC initiatives “core priority areas,” etc.
  • Coordinate Faculty Advisor Panel in the design of research activities.
  • Analyze findings, write research reports, and present research findings to public audiences, policymakers, scholarly audiences and funders.
  • Pursue external funding for GFRC research including developing relationships with funders, writing grants and coordinating applications with grants and contracts staff people.

  • Meet with faculty to provide scholarly support for research.
  • Coordinate dissemination of GFRC & faculty advisory panel research in ways that impact local,  state, and national policy.

  • Develop & manage relationships with potential funders and donors.
  • In consultation of the Director, create, implement, coordinate and support GFRC External Advisory Panel.
  • Develop relationships with potential panel members including public officials, scholars, and funders.
  • Plan and coordinate External Advisory Panel meetings
  • Represent GFRC at campus and non-campus meetings

Qualifications:

A minimum of a Master’s degree required ABD (pre-doctoral) in Public Administration, Public Affairs, Urban Planning, Economics, Political Science with a focus on government finance and budgeting PhD preferred.

Relevant experience in research-based organizations required. Preferably in either university, foundation, or nonprofit or civic organization.

Experience in research on government finance and budgeting, or related field.

Strong writing and communication skills, ability to supervise staff, plan and manage budgets.

Preference for demonstrated communications skills, such as publications, demonstrated experience in staff management and budget preparation.

Description:

The Government Finance Research Center (GFRC) was founded in 2018 and is a unit of the University of Illinois Chicago’s (UIC’s) College of Urban Planning and Public Affairs (CUPPA). The purpose of the GFRC is to shape and inform public policy and scholarly discourse on government and public finance by identifying, planning, and executing research, providing reports and informed analyses, and offering inclusive venues to convene national and local discussions on fiscal and governance issues.

The Postdoctoral Research Associate in the Government Finance Research Center (GFRC) will contribute to a multi-year study of municipal water rate setting in Illinois, as well as other research projects and external funding proposals as needed. The Water Rate Setting Study is part of a state appropriation awarded to the GFRC by the Illinois General Assembly for the purpose of researching how municipalities and water districts establish rates, what factors influence rate adjustments, whether equity and affordability are integrated into the rate-setting process, how rate-setting varies between economically disadvantaged and economically advantaged communities, and how such variation impacts the accessibility of drinking water for community residents.

The position will begin on August 16, 2022 and end on August 15, 2023. The position may be renewable for a second year. Competitive salary will be commensurate with qualifications and experience.

This position contributes to the design, management, and delivery of research projects in collaboration with other researchers, including faculty and graduate students. This includes qualitative and quantitative data collection, analysis, and reporting on research results with minimal daily supervision.

Duties:

  • Collaborate with the GFRC Director and Associate Director to develop objectives and design of research projects, data collection procedures, and grant proposals. Conceptualize, initiate, and execute research goals for projects.
  • Formulate, coordinate, and conduct advanced research studies and analyses. Perform complex data collection and refine study design. Analyze and interpret data and evaluate research results.
  • Develop and write advanced, comprehensive protocols.
  • Monitor project development on an ongoing basis. Propose and implement changes as needed.
  • Contribute material, prepare results, and assist in the design and writing of research findings for publications, white papers and reports, presentations, grants, and other documents for dissemination and/or publication. Author and co-author articles for publication and present at scientific symposia and conferences.
  • Guide, train and advise lower-level researchers and students on techniques, methods, and procedures.
  • Assist with grant and manuscript submissions as needed.
  • Perform other related duties and participate in special projects as assigned.
Qualifications:

  • Doctoral or equivalent terminal degree (by start date) in public administration, public policy, urban planning and policy, or related field completed within the last 5 years required.
  • A minimum of 3 years related research experience required; 4 years preferred.
  • Possess and apply advanced knowledge of research principles, concepts, practices, and methods required. Strong quantitative analysis skills preferred.
  • Strong verbal and written communication skills required.
  • Experience with statistical and spatial analysis software (e.g., R, STATA, and/or SPSS), data management, data analysis, and data visualization techniques required.
  • Research background in public finance, special districts, or municipal water rate setting preferred.

Description: The UIC College of Urban Planning and Public Affairs (CUPPA) invites applications for the position of College Recruiter. Working as part of a team in the College’s Office of Academic Affairs, the College Recruiter is responsible for increasing the quantity and quality of applications to, and increasing the enrollment in, each of UIC CUPPA’s undergraduate and graduate degree programs. The College Recruiter’s duties include leading the development and continuous improvement of college recruitment marketing materials and messaging, representing the college at on- and off-campus recruitment events, and serving as the liaison to campus recruiting initiatives at the graduate and undergraduate level.

Duties:

• Support the Associate Dean for Academic Affairs in developing and executing a recruiting and marketing strategy for the college’s programs that includes social media, virtual, and in-person strategies. This recruitment strategy will attract top students and ensure that each incoming class meets the size, quality, diversity and financial goals established by the school.

• Work with college and department staff to develop and maintain high quality marketing materials and recruitment presentations that communicate the strengths of the college’s degree programs to prospective students, parents, and others. Develop and maintain an innovative social media presence for the college in support of student recruitment.

• Lead the development of college-specific recruitment programming including open houses, information sessions, and webinars. Represent CUPPA at on- and off-campus student recruitment events and programs. Work with departmental and college staff and UIC’s recruitment team to set targets and develop an annual calendar for recruitment activities.

• Serve as an information resource for and respond to inquiries from prospective students through various mediums (e.g., individual appointments, telephone, email and social networking).

• Actively participate in special event and program planning and implementation.

• Represent CUPPA on various college- and campus-wide recruitment committees and initiatives.

• Track and evaluate the effectiveness of recruitment strategies and make recommendations for program changes

and enhancements.

• Supervise, train, and support student workers and alumni volunteers, as necessary.

• Perform other related duties and participate in special projects as assigned.

Qualifications:

• A minimum of a bachelor’s degree required. Master’s Degree in urban planning, public administration, public policy, higher education, or closely related field preferred.

• A minimum of two years’ experience in student counseling, admissions, and/or UIC undergraduate or graduate campus involvement or leadership.

• Demonstrated experience with developing and managing social media and electronic mass communication campaigns.

• Demonstrated knowledge and sensitivity to working with diverse populations.

• Excellent written and oral communication skills.

• Excellent presentation skills.

• Ability to work independently and manage multiple priorities.

• Experience with public service curricula and students preferred.

• Working knowledge of SLATE preferred.

Assistant Professor – Dept. of Public Administration, UIC

Who: The Department of Public Administration (DPA), College of Urban Planning and Public Affairs (CUPPA), University of Illinois at Chicago (UIC).

What: DPA is hiring a tenure track Assistant Professor position beginning in 2019. DPA is seeking candidates who bring a strong commitment to an active research program and excellence in teaching at both the graduate and undergraduate levels. Engagement in service to the profession is also expected. Area of specialization is open, but preference will be given to candidates who can contribute to growing the department’s public policy research and course offerings.
