Job Description

The Planning Innovation unit at DVRPC seeks a motivated and organized individual to provide thoughtful guidance in applying advanced data analysis and visualization technologies to support regional planning initiatives. The Planning Innovation unit directly supports planning projects and teams across the commission to develop better analysis results and ensure the usability of final products by planners and public stakeholders.

Programming & Grant Assistant, NIRPC

 SUMMARY OF THE POSITION:

Support the Development and Management of the Transportation Improvement Program (TIP) (50%)

  • Support the development and management of the TIP program of projects, ensuring project data accuracy, fiscal constraint, and timely amendment/modification administration.
  • Collaboratively work with municipal and transit partners to review project funding. applications, amendments, and modifications.
  • Prepare monthly reports on financial position of the TIP including funds available, programmed, and obligated.
  • Support Quarterly Tracking and Transportation Resources and Oversight Committee meetings.
  • Other duties as needed.

Support the Transit Grant Writing and Management (50%)

  • Working collaboratively with NIRPC’s seven Federal Transit Administration (FTA) sub-recipients prepare and submit transit grants programmed in the TIP according to FTA regulations.
  • Working with the Procurement Coordinator, manage executed grants to ensure proper use of funds, and spend down of grants before grant deadlines.
  • Reconcile grants to ensure tracking documents balance with FTA figures.
  • Other duties as needed.

Minimum Requirements:

  • Bachelor’s degree or equivalent experience in Accounting, Finance, Public Management, or a related field where Microsoft Excel was used in coursework is preferred.
  • Entry-level hourly position with 1-2 years prior experience in federal grant management, specifically in relation to federal reporting desirable.
  • Practical knowledge, proficiency, and experience managing financial information in Microsoft Excel and other financial databases is required.
  • Willing to work independently and on a team.
  • Enthusiasm to continually learn/train to keep skills sharp and gain understanding of transportation planning principles, financial accounting guidelines and rules, and general requirements of Metropolitan Planning Organizations and Transit Operators.

PhD Position in Transportation and Urban Science - UNC Charlotte

Who: The University of North Carolina at Charlotte is seeking a highly motivated doctoral student to conduct research on a funded project on “Economic Impacts of Transit Investments, Social Challenges, and Strategies for Sustaining High Ridership” to be funded by the North Carolina Department of Transportation. The project is co-lead by Distinguished Professor Jean-Claude Thill at UNC Charlotte and Professor Eleni Bardaka, North Carolina State University. Project is scheduled to start August 15, 2019.

Position Description
CMAP is seeking to hire an Assistant Analyst within the agency’s modeling group to focus on the
collection, preparation, and analysis of data related to agency research and analysis activities.
Examples of projects include: geocoding transportation performance data for use in preparing
evaluation metrics, improving the spatial level-of-service accuracy of transportation modeling
networks, and analyzing transportation system performance data from modeling tools and other
sources. These and other projects assigned are critical to maintaining the quality and integrity of
CMAP planning datasets.

In addition, assignments will be given that contribute to CMAP’s capacity to respond to regular
requests for data and information by staff and regional planning partners. These include the
preparation of maps and data that support CMAP’s Local Technical Assistance Program and
Performance-Based Programming staff, as well as ad-hoc requests from the Executive Office and
Policy Development staff. Additional assignments include contributing to the implementation of
CMAP’s GO TO 2040 Regional Comprehensive Plan by assisting in the tracking of specific regional
planning indicators.

Knowledge, Skills and Abilities
The successful candidate must have strong technical skills in managing and processing datasets to
support urban planning analysis and evaluation. In particular, a successful candidate must
demonstrate:
 Understanding of fundamental methods of quantitative analysis in urban planning
 Understanding of data management and processing techniques
 Knowledge of Census and other government data products

Additional desirable skills include:
 Experience using statistical analysis software such as R, SAS, SPSS or Stata
 Experience with Python scripting
 Familiarity with Geographic Information Systems (GIS)

Ability to edit and maintain a large geospatial database in an ArcGIS server. EDUCATION AND EXPERIENCE: Two year degree in geographic information systems, cartography or related field, and two years relevant work experience required. Four year degree and two years working experience in geographic information systems, cartography or related field preferred. Must be proficient with GIS and in a Windows environment, including word processing, spreadsheet, and database software. Knowledge of ESRI ArcGIS platform, including desktop, server, online and mobile environments; experience with LGIM and MultiSpeak data model. Any combinations of education and/or experience that could provide the required knowledge, skills and abilities will be evaluated on an individual basis.

The Delaware Valley Regional Planning Commission (DVRPC) seeks a highly motivated, detail oriented GIS Specialist in the Office of Geographic Information Systems (GIS).
Working as part of a team of skilled planning and engineering professionals, this technical position is responsible for providing spatial analysis, cartography, and web mapping application development in support of the region’s transportation, land use, environmental, and economic planning activities. ANNUAL COMPENSATION RANGE

$69,276–$93,516 (depending on experience), plus excellent benefits.
Salary is effectively higher since the Authority offers employer contribution to a retirement plan in lieu of Social Security.
