FOIA Officer and Project Manager, CHA - Hybrid (Chicago, IL)

 The Freedom of Information Act (FOIA) Officer & Project Manager is a position within the Executive Office that is responsible for developing, coordinating, and maintaining communication among external stakeholders on behalf of the Chicago Housing Authority and ensuring compliance with the Illinois FOIA. The FOIA Officer responds to information requests received by the agency, both via FOIA and non-FOIA mediums. The position manages relationships with external partners, is responsible for responding to public inquiries and comments, and creating reporting documents for internal and external reporting purposes. The FOIA Officer & Project Manager works closely and cooperatively with the General Counsel’s office, Communications, Government and External Affairs and the Executive Office.

DUTIES AND RESPONSIBILITIES

  • Respond to all Freedom of Information Act requests received by CHA which includes the following:
    1. Coordinate with internal departments to process requests and collect responsive documents.
    2. Collaborate with outside agencies as necessary. 
    3. Draft all FOIA correspondence and responses.
    4. Researches, examines, and analyzes documents in response to FOIA requests and makes appropriate redactions of exempt information, consistent with the Illinois FOIA.
    5. Recognize priorities and independently organize workflow to meet deadlines.
  • Coordinate responses to non-FOIA Information requests, including inquiries from external government agencies/offices and academia. 
  • Plan and develop responses to public comments made at Board of Commissioner meetings. 
  • Assist Government and External Affairs with coordinating and preparing briefing materials, reports, and other research outputs for internal and external use.
  • Performs administrative and organizational work, including records management and data tracking
  • Manage special projects and strategic initiatives, including executive correspondence.
  • Other duties as assigned by supervisor. 

Qualifications

This position requires a minimum of a Bachelor’s Degree. A minimum of 1 - 2 years of experience working directly with the Freedom of Information Act. Strong knowledge in data analysis, research, and project management is required. The incumbent must be self-directed, motivated, team-oriented, and work independently on complex and crucial projects. This position requires effective and strong communication skills, both verbal and written, and interpersonal skills to work with a diverse staff of managerial and professional staff to coordinate the completion of assignments and effectively communicate project deliverables and processes. The incumbent must exercise objective judgment, maintain confidentiality, and work on multiple projects simultaneously.

Salary Range: $70,000 - $80,000

Project Manager, Environment, CHA - Chicago, IL

 The Project Manager, Environmental will work with the operations departments within the Property and Asset Management Division to manage projects from inception through close-out, for the proper identification and remediation of regulated materials such as asbestos and lead.In addition, this position will be responsible for managing consultant contracts, prepare status reports, site visit reports, and oversee a water management program for CHA properties. This position will be responsible for maintaining O&M manuals and other environmental records for CHA properties, entering work orders for mold or mildew removal and other environmental focused capital maintenance repair work.


DUTIES AND RESPONSIBILITIES


Examples of responsibility of this position may include, but not limited to:



  • Lead the development, implementation, and continual enhancement of the CHA’s environmental programs for all owned properties.
  • Monitor and ensure compliance with the Chicago backflow prevention device inspection and testing program.
  • Identifies and leverages knowledge of environmental regulations, practices, and procedures to implement best practices for environmental programs with a focus on preventative activities.
  • Conduct and/or coordinate inspections and assessments with regulated environmental to assure compliance with regulatory requirements, identify opportunities for improvement, and provide recommendations based on findings.

  • Gather and maintain specified records of data, including environmental sampling, testing, operations and maintenance (O&M) manuals.

  • Conduct and/or coordinate inspections and assessments with regulated environmental materials to assure compliance with regulatory requirements, identify opportunities for improvement, and provide recommendations based on findings.
  • Prepare internally or externally required reports; respond to agency requests; and verify compliance with EHS requirements. Prepare and submit timely reports and responses to informational requests.
  • Provide recommendations and ensure proper follow up and resolution of all concerns identified through assessments, inspections, monitoring activities or other means.
  • Provide training and information necessary to ensure responsible personnel are aware of CHA and governmental EHS regulations and requirements.
  • Facilitate a total team method to define each project scope, project goals and stake holder deliverables.
  • Manage the overall performance of all projects as relating to scope, safety, quality, schedules costs, and review project budget and project resource allocation.
  • Maintain project deliverables using appropriate project control tools, monitor and report weekly projects and present progress, problems and recommended solutions.
  • Responsible for recording project performance and measuring variances from the contract documents and reporting on progress of the project to all stakeholders.
  • Responsible for holding weekly project meetings with consultants and various other stakeholders.
  • Responsible for verifying allocated budgeting for projects, as well as the issuance of requisitions and purchase orders through CHA’s internal systems.
  • Work independently and as part of a team to manage and coordinate day-to-day project related activities.
  • Perform other duties as assigned, consistent with the goals and objectives of this position.


QUALIFICATIONS

Graduation from an accredited college or university with a bachelor’s degree in environmental science, Occupational Health, Environmental Science, or related field, with a minimum 4 years of responsibility in a project manager role for environmental and or building maintenance programs. Preferably as a consultant or employee of public sector agencies with experience or knowledge of HUD lead free housing and other HUD or federal programs for multi-family properties.


This individual must possess excellent communication (written, verbal and interpersonal) and negotiation skills. Effective problem-solving skills along with excellent organizational and planning experience. Must be able to meet schedule and budget commitments in a dynamic environment. A working knowledge of federal, state and local housing regulations is preferred.


Must have a valid driver’s license and be able to travel to project sites. Must have demonstrated ability to successfully manage multiple projects simultaneously.


Comprehensive knowledge and use of MS Office required, specifically excel and PowerPoint, Microsoft Project preferred. Minimum OSHA 30-Hour certification required or obtained within six (6) months of employment.

Transit Capital Project Manager - NE Illinois at the Illinois Department of Transportation (IDOT) Chicago

Job Description: 

The Transit Capital Project Manager - NE Illinois at the Illinois Department of Transportation (IDOT) is responsible for the review and management of state public transportation capital improvement and operating grants in the Chicago metropolitan area of Northeastern Illinois (NE IL). This position provides assistance with grant related issues, procurement oversight, technical assistance, and meeting state program compliance requirements. In addition, this position is responsible for assisting the Section Chief in managing the day-to-day grant activities associated with the state capital improvement program and Regional Transportation Authority (RTA) operating funds.


This Transit Capital Project Manager - NE Illinois is accountable for the efficient and timely management of state funded capital improvement grants and state operating assistance grants. These grants are complex and involve equipment purchases, land acquisition, engineering, and construction of major improvements to the transit systems in NE IL including the Regional Transportation Authority (RTA) and its service boards, Chicago Transit Authority (CTA), RTA Suburban Bus Division (PACE), and the RTA Commuter Rail Division (Metra), as well as the City of Chicago. This position monitors the grant recipients’ management of capital improvement funds. S/He conducts the principal review of requests for contract concurrence to determine whether departmental procedures are followed and determines whether the proposed action is consistent with the grant application and grant contract documents. S/He maintains the data and filing system necessary for the analysis of a wide variety of issues. Other responsibilities include onsite inspection of project facilities, equipment use, and construction activities.

JOB SUMMARY:
This position manages the implementation of a variety of capital projects and recommends hiring and managing consultants on a variety of professional consulting agreements. The position performs professional administrative responsibilities including contract administration and technical work related to public works projects.
 

To succeed in this role, applicants will need to effectively and clearly communicate to a full range of people, inside and outside the organization, be capable of managing and prioritizing multiple projects and tasks with thoroughness and accuracy, and be able to work cooperatively and effectively with others to achieve common goals.
 

JOB DUTIES:
  1. Oversees construction management of village capital improvement projects.
  2. Prepares, reviews and issues Requests for Qualifications and Proposals, interviews consulting firms and makes recommendations to award the contract to a consultant.
  3. Reviews competitive bids and makes recommendations to award the contract to a contractor.
  4. Assists in the development and preparation of long-range capital improvement programs and budgets, recognized as the Capital Improvement Plan (CIP).
  5. Prepares committee reports and presents these reports at village committee meetings as required or as directed by the Engineering Division Manager or the Director of Engineering and Public Works.
  6. Composes documents, including but not limited to grants, memorandums, resolutions, estimated quantities, etc.  Corresponds with other village departments and other agencies.
  7. Works directly with residents and businesses impacted by village projects and is responsible to provide interactive public relations on projects with significant impacts to the public.
  8. Plans and implements capital improvement projects, including the preparation of engineering plans and bidding documents.
  9. Coordinates with the Geographic Information System (GIS) staff in updating Village maps as to update GIS as improvements both CIP and Development related are completed.
  10. Performs other duties as assigned.
 

QUALIFICATIONS:
1.    Bachelor of Science Degree in Civil Engineering.
2.    A minimum of three years of experience in the field of civil engineering, such as that gained with a Village or City Engineering Department, a contractor or consultant specializing in engineering design for public works improvement and land development.
3.    Possession of a valid driver’s license.
4.    Proficiency with current computer technology, job specific software, and customer service systems.
