Project Manager, Preservation of Affordable Housing

Who: Preservation of Affordable Housing (POAH) is a national nonprofit organization whose mission is to preserve, create and sustain affordable, healthy homes that support economic security, racial equity and access to opportunity for all. POAH owns and operates more than 12,000 affordable homes at more than 120 properties in 11 states and the District of Columbia. POAH is based in Boston with offices in Chicago and Washington D.C. POAH’s Chicago office is currently managing a strong pipeline of work in Chicago itself, but also has a pending pipeline in Ohio that will be staffed from the Chicago office.

What: POAH is seeking a Chicago-based Project Manager to join its Real Estate Development team. With the oversight and support of one of POAH’s senior development team members, project managers oversee two or more developments simultaneously, participating in project ‘life’ from acquisition to completion of construction and lease-up, including financial analysis, design and construction, and transfer of the completed project to the property management function.

Responsibilities:

  • Identifying project opportunities and defining project scope.
  • Determining financial feasibility in consultation with other team members.
  • Assembling a team of professionals including architect, engineer, real estate broker, lawyer and contractor, and coordinating their work with other team members, including colleagues and client staff.
  • Working with a team of consultants and community stakeholders on master planning, design, and permitting.
  • Collaborating with and presenting to community stakeholders including residents, neighbors, public agencies and other groups
  • Establishing and managing the project budget to achieve projected financial objectives, tracking costs, analyzing and resolving budget shortfalls.
  • Monitoring design and construction in the context of local building codes, efficiency, and the principles of sound property management. 

Qualifications:

Candidates for this position should possess at least 1-3 years of relevant experience and knowledge in some or all of the following areas:
  • Housing and community development, especially affordable housing and the regulations and financing applicable to the industry
  • Conceiving of projects and promoting them to diverse audiences, including community-based and tenant organizations.
  • Experience in the area of mixed income, mixed use development, and master planning
  • Structuring, negotiating and bringing deals to closure
  • Public and private financing and transaction structuring.
  • Design and construction management, including multi-family construction and rehab
  • Establishing, monitoring, and achieving projected development budgets
  • Regulatory issues related to real estate development work
  • Experience working in Ohio is a plus.

POSITION SUMMARY

Responsible for professional route and system network planning as well as planning through implementation for various projects. Coordinates and supervises complex special research projects and obtains operational data for the preparation and implementation of service revisions to improve efficiency and effectiveness of COTA's transit operations. Lead planner for assimilating and tracking quarterly and biennial Transportation Improvement Program (TIP) updates, and Federal Title VI compliance. Works with Project Manager and others in the division to develop transit corridor projects. Works closely with Finance, Corporate Communications, and Operations divisions to assure effective coordination of service planning efforts.

ESSENTIAL JOB FUNCTIONS
  • Develops analysis and reports required for the President/CEO’s approval, and to ensure the Division’s compliance with the Authority’s Title VI policies by conducting service change disparate impact analysis on a trimester basis, and as needed, fare equity analysis; 
  • Conducts technically sound transit research to produce required reports and development of special projects, including the Short-Range Transit Plan, Transportation Improvement Program (TIP), Title VI of the 1964 Civil Rights Act, Section 15 reporting and other assorted reports; 
  • Provides assistance in the analysis of travel demand forecast results, environmental impacts and transit operations and costing data; independently synthesizes data and reaches conclusions that address specific project or policy questions;

  • Serves as Planning Department’s lead member of COTA’s cross-departmental Performance Incentive Compensation Ridership Committee. Responsible for managing development of strategies and execution of Planning’s yearly PIC initiatives to help increase productivity and overall ridership, peer research, and preparation of monthly ridership reports for management review; 
  • Assists in providing assignments for Service Planner and Planning Interns to help ensure attainment of department goals and objectives. Leads recruitment efforts for ongoing Planning Intern program; 
  • Manages COTA’s Geographic Information System (GIS) by ensuring map data is updated quarterly through coordination with MORPC, and creates necessary data to support planning and scheduling activity. Serves as primary contact with MORPC for Location Based Response System data files, and attends regularly scheduled Central Ohio GIS User Group and Ohio Geographic Information Program meetings. Uses ArcView GIS software for development of new data, modifying existing data converting data to and from different GIS software platforms, creating maps and performing field verification; Uses Adobe Suite software for enhanced map graphic production and other design graphics as needed; 
  • Manages and serves as internal staff liaison for multiple routes assigned to position, including retrieval of pertinent APC and farebox ridership data, conducting research and preparing written responses to customer contacts, posting bus stop commuter bulletins, etc. 
  • Serves as the lead point of contact with external and internal transit operations staff, and implementation activities (e.g., service changes, public meetings, etc.);
  • Prepares PowerPoint presentations (including complex graphics and maps), conducts presentations, and attends and participates in outside meetings with various public and private entities to foster regional participation and coordination in COTA planning efforts, and to help ensure COTA has an active and significant role in regional planning efforts; 
  • Provides technical review, input and evaluation on internally and externally generated reports and plan to insure continued compliance with COTA planning goals, objectives, practices, and policies; 
  • Researches, analyzes, and makes sound recommendations on special assignments such as, but not limited to, new transportation technologies, special transit service problems, and requested management assistance; 
  • Establishes and maintains effective working relationships with citizen groups, organizations, and individuals involved in transit issues to achieve coordinated and cooperative approaches to service development aimed at improving public awareness and operation of existing and future service; 
  • Serves as lead liaison on various projects with other divisions; and

Applications and nominations are sought for the position of Director of the University of Toledo’s Intermodal Transportation Institute (ITI). The Intermodal Transportation Institute, established in 2004, is an interdisciplinary Institute developed to promote and coordinate UT’s research, education and community engagement relating to transportation and to serve as a portal for external constituencies to access UT’s transportation-related talent and resources. The ITI has a broad agenda of interdisciplinary activities relating to the full spectrum of transportation-related topics of academic interest and of interest to the local community. These include supply chain management and business logistics, the design and planning of intermodal transportation systems, transportation data resources, transportation infrastructure improvements, alternative energy sources for transportation, and land-use planning and transportation needs projections. In addition to research activities, the Institute organizes events and seminars to advance understanding of transportation research in Northwest Ohio and the Great Lakes Region.

The Institute is overseen by a governing board chaired by the Vice President for Government Relations that includes the deans of the colleges of Business and Innovation, Engineering, Language Literature and Social Sciences, and Natural Sciences and Mathematics. The Institute is also supported by an external Advisory Board composed of local business and government leaders.

Applications and nominations are encouraged for exceptional candidates who may come from either an academic or non-academic background. Depending upon the academic qualifications of the successful candidate, the position may carry academic rank in an appropriate department. The Director will be expected to generate external funding to support the Institute, develop external funding opportunities for other faculty members, coordinate research activities with other universities and governmental agencies, and organize and lead proposal development activities. The successful candidate will be recognized on and off campus as a leader in transportation and should bring the following qualifications: 
  • A record of high quality transportation-related research publications.
  • A record of winning and directing funded transportation related research projects.
  • A Ph.D. or terminal degree in a discipline related to transportation or at least five years of senior-level administrative experience in a non-academic transportation related organization such as industry or a federal or state agency.
  • Demonstrated experience in working on interdisciplinary transportation- related research projects.
  • A record of working with external constituencies, including transportation-related businesses, universities, and other community leaders.
  • A thorough knowledge of current issues and trends relating to transportation as well as federal initiatives and funding underway relating to transportation.
  • Excellent communication skills and the ability to generate support for the Institute both across the University and from outside the University.
  • A passion for transportation that can motivate students, faculty and others.
This is a full-time 12 month position that includes summer support and an administrative stipend. If the Director has academic rank, he or she will maintain a portion of his or her duties and responsibilities to the Director’s home department including some teaching and graduate program responsibilities.

This job is based at ioby’s Cleveland office, but can be completed in a flexible schedule with many hours worked from home. In addition, this job does require some travel within the U.S. In addition, this job does require participation in ioby’s regular staff retreats (occurring times a year) in New York. ioby’s regular business hours are 9-6pm Monday through Friday, but this job will require some work outside regular business hours. Announcement of Faculty Position College Lecturer in Urban Planning Practice

Cleveland State University is searching for active, culturally and academically diverse faculty of the highest caliber. The Maxine Goodman Levin College of Urban Affairs at Cleveland State University seeks applicants for a College Lecturer in Urban Planning to help provide education in the area of urban planning practice. We seek someone with the ability to contribute to our national ranking in urban policy/city management and to support the university’s mission of engaged learning. The successful candidate will enhance the existing strengths of our academic programs including urban planning, neighborhood and community development, housing policy, real estate, sustainability, and historic preservation. The candidate will teach primarily in our undergraduate Urban Planning track housed within our BA in Urban Studies, or in our proposed BA in City/Community Planning. Some teaching in our established Master of Urban Planning and Development is also possible. This is primarily a teaching position with a base teaching load of four courses per semester, with additional optional summer teaching opportunities available. This is a non-tenure track teaching position which may be renewed for six years with the opportunity for renewal and advancement in rank after six years subject to a peer-review process.
