Program Analyst and Data Analyst - Budgeting for Results

Who: Budgeting for Results

What: The Budgeting for Results Unit seeks a Program Analyst with applied program performance evaluation experience and strong facilitation skills to conduct assessments of state programs. The Program Analyst will report to and be supervised by the Director of the BFR Unit. The addition of a Program Analyst to the BFR Unit positions the state to more aggressively apply data-driven analysis to inform the budgeting process in Illinois.

The Program Analyst will contribute to program-specific data collection and cleaning to articulate evidence-based best practices in program design and delivery. This position will aid in informing stakeholders regarding the degree to which Illinois’ programs are designed and implemented with fidelity to best practices. The work product of the Program Analyst will support assessment of state agency programs, the evaluation of program concepts, and the promotion of transparency of Illinois’ budgetary and expenditure data.

GOMB seeks a self-directed individual able to work in a small team environment responsive to evolving requests. The Program Analyst must be able to engage in multiple projects simultaneously with minimal supervision. The position offers the opportunity to work directly with state agencies, leading national policy researchers, and legislative stakeholders.

Job duties include, but are not limited to:
  • Leading BFR efforts to conduct, interpret and apply program-specific literature reviews; 
  • Collecting, compiling and cleaning state agency and secondary data regarding state agency programs and program initiatives;

Required education and experience includes:
  • Ability to work discretely with sensitive and confidential data;
  • Applied experience in program design, delivery, implementation or evaluation within the public sector;
  • Training and professional experience in program evaluation;
  • Familiarity with the federal Performance Assessment Rating Tool (PART) or Results First benefit-cost model created by the Pew Charitable Trust and MacArthur Foundation is preferred.
In addition, a successful candidate would have the following skills and interests:
  • Training specific to public sector methodologies for tracking and evaluating program performance;
  • Basic understanding of state government operations and the use of public resources through program allocations;
  • Strong written and oral communication skills to effectively dialog with diverse stakeholders;
  • Ability to manage multiple deliverables, articulate issues impacting scheduling, and meet agreed-upon deadlines; and
  • Excellent organizational skills and attention to detail.

THE POSITION:

The Village of Winnetka is seeking a Fire Department Analyst. The Fire Department Analyst works under the immediate supervision of the Fire Chief. This position provides the Fire Department with support in the areas of project management, accounting and budgeting, statistical analysis and research, payroll, and general administration. Responsibilities also include overseeing the reception area of the Fire Department, managing ambulance billing, preparing communication materials, assisting in software implementation, and responding to Freedom of Information Act requests directed to the Fire Department.
Desired Minimum Qualifications:
  • Bachelor’s degree required or specialized course work in general office practices, payroll, accounting, Firehouse
    Software, or fire department administration; Master’s degree in Public Administration preferred.
  • Two to four years’ minimum recent work experience.
  • Working knowledge of Microsoft Word and Outlook and the ability to learn Microsoft Excel, Access, Adobe Acrobat
    and other software. New World Financial Software and Firehouse Software experience a plus;
  • Valid driver’s license; and
  • Excellent customer service skills.
    Other Requirements:
    Excellent written and oral communication skills.
    Ability to exercise good judgment and discretion.
    Good organization and prioritization skills; ability to manage projects within defined constraints.
    Good knowledge of business mathematics, statistics, research methodology, as well as experience with computer
    spreadsheets, databases and related software.
    Analytical, planning and management skills that can be applied to maintain/enhance a high level of services. Ability to acquire and apply thorough knowledge of Village and Department policies and procedures.
    The weekly work schedule is normally 37.5 hours in duration, Monday through Friday, 8:30 a.m. to 5:00 p.m., but may be extended in the event of emergency, disaster, special events, workload, administrative obligations, or work in progress. Work activities are typically conducted in a climate-controlled open office environment and noise levels are usually quiet.
    This is a full-time, exempt position. Salary range: $52,618 to $75,349 (DOQ) plus excellent benefits.
    The Village of Winnetka (population 15,526) is an established North Shore suburban community, located approximately 20 miles north of Chicago. Winnetka’s six operational departments provide the following primary services to the community: police, fire, and emergency medical services; highway and street maintenance and reconstruction; forestry; building and code enforcement; public improvements; economic development; planning and zoning; waterworks and sewerage; refuse collection; electric; parking system; and general administration. Winnetka’s Fire Department is an “all hazards response department” consisting of 28-members, including 25 sworn members. The Department serves the residents of the Villages of Winnetka and Kenilworth as well as residents of unincorporated Cook County. In 2014, the Department responded to over 2,197 calls for service maintaining an ISO rating of 3.

This position will be responsible for administration and coordination of the city's engineering services under the general supervision of the Director of Public Works. Duties include coordinating the design, construction and maintenance of the city's infrastructure, review and approval of plans, project management of design and construction contracts, coordination of construction contracts, coordination of construction inspector activities and assisting with budget preparation.
