Programmatic:
  • Assist in implementing YNDC's housing programs, including HUD-Approved Housing Counseling, Paint Youngstown, Strategic Acquisition and Rehabilitation (homeownership and rentals), and Community Loan Fund.
  • Develop client streams for homeownership and housing programming.
  • Conduct outreach related to the programs.
  • Complete client intake for all programs.
  • Provide HUD-Approved Housing Counseling and financial literacy services, including providing one-on-one pre- and post-purchase homebuyer and small business owner counseling, teaching homebuyer workshops, and facilitating home maintenance classes.
  • Maintain official programming records and documents, and ensure compliance with YNDC, federal, state, local and/or other applicable regulations.
  • Develop and maintain strong relationships with critical partners including: housing counseling agencies, realtors, banks, community organizations, and neighborhood groups.
Communications:
  • Manage and conduct outreach in strategic neighborhoods related to programming including: door to door outreach, collaboration with neighborhood groups, and presentations at neighborhood meetings.
  • Establish sound working relationships and partnerships necessary to manage successful programming initiatives.
  • Assist in marketing housing programming online utilizing relevant websites and social media.
Administration:
  • Maintain program and client files including: creation of new files and handling of all program and client filing in accordance with applicable regulations.
  • Assist in completing grant compliance and reporting.
  • Maintain a current working knowledge of significant developments, trends, and best practices in the field of neighborhood development, financial coaching, and community lending.

  • Bachelor's; degree in business/public administration, social work, real estate development, urban planning, or related field from an accredited college or university.
  • Three plus years of increasingly responsible experience in business, social work, neighborhood development, housing, planning, or a related field.

Portfolio Loans-Community Bank-NJ Location-Perm End/Client Opportunity

The Portfolio - is responsible for the overall asset management and reporting for a portfolio of loans to support the development of faith based institutions, the development of housing, early education, charter schools, other community facilities, small businesses and others.

The Portfolio also supports Underwriting and Business Development in strengthening relationships with clients. As part of Credit, the Portfolio supports the achievement of institutional and overall Credit work plan goals.

The Portfolio - reports to the Deputy Senior Credit Officer and will work closely with the SVP/Senior Credit Officer, SVP/Credit Operations , SVP/Senior Risk Officer, Underwriters and Business Developers in an effort to meet lending goals and objectives. The ideal candidate for this position will have these key qualifications:
  • Experience in real estate-based or business lending, including credit analysis, due diligence and loan documentation
  • Working experience with both private sector financial institutions and public agencies.
  • Computer aptitude, including knowledge of Microsoft Office Suite programs, and other database software.
  • Excellent skills in managing multiple task requiring strong attention to detail.
  • High level of analytical and research expertise
  • Excellent leadership, interpersonal, team and communication skills (written and verbal)
  • Knowledge of banking regulations (OCC and FDIC)
  • Ability to work independently with limited supervision
  • Ability to establish credibility and rapport;

Educational and Other Requirements
  • A relevant area of study such as, business administration, theology, philosophy, urban planning or finance. 
  • Community Bank experience necessary
  • 8-10 of relevant work experience in a commercial lending function (commercial real estate, construction, small business lending, etc.) preferably with a community bank or community development financial institution or with a house of worship or a faith based institution or charter schools or small businesses
  • Credit training (formal or on-the-job) at a commercial bank, credit union or community development financial institution that is recognized and well regarded for its credit risk acumen
  • Experience with loan, legal and collateral documentation and compliance
  • High of self-motivation, dedication, creativity, and perseverance, including flexibility with time and willingness to accept a demanding (and personally satisfying) position.

Responsibilities:
The Community Development Analyst is responsible for supporting the Community Development Managing Director in the production of Community Reinvestment Act (CRA) eligible loans. The support includes, but is not limited to, assisting in the underwriting of constructions and permanent loans on affordable properties, preparing loan presentations for Committee approval, conducting loan guarantor analysis, monitoring the loan portfolio, working with Community Development Investments on joint transactions, and assisting in relationship management for Community development portfolio

Qualifications:
