Position Description

CNT is seeking a motivated early-career professional with a strong commitment to the goals of transportation equity and meaningful community engagement, and an interest in achieving these goals by influencing government policies, practices, and investments.

This position is meant to build on the legacy of Jacky Grimshaw, who joined CNT in the 1990s and has greatly influenced both CNT’s own approach to transportation equity and the way the topic is treated on the national stage. Part of the Associate’s job will be to support Jacky by participating in meetings with her, noting internal and external follow-ups, and communicating with others at CNT to bring other organizational resources to Jacky’s priorities. The goal is to introduce the Associate to Jacky’s connections and build the Associate’s understanding of how to change the transportation field is accomplished, as well as making Jacky’s time most productive.

The Associate will have responsibilities beyond the direct engagement with Jacky noted above. CNT is engaged with several projects and coalitions that seek to influence transportation policy, the

Associate is expected to play a central and ultimately leadership position in them. Ongoing and upcoming projects include:

Leadership of a national coalition meant to overcome institutional barriers that make it difficult to engage community-based organizations in transportation planning and decision-making. In particular, this group is trying to address the difficulty public agencies have in compensating CBOs appropriately for their time.

National research on best practices in community engagement in the transportation field.

Through several projects funded by both government and philanthropy, we hope to push standard practice in the transportation field toward more meaningful and accountable engagement of marginalized communities.

In the Chicago region, regular advocacy to city, county, regional, and state officials about transportation equity and sustainability priorities. This sometimes includes work on contracts with these agencies, and sometimes advocacy from the outside to push them in better directions.

We believe in working closely and equitably with local community-based organizations in ways that share power, knowledge, and resources. CNT has strengthened our commitment to racial equity in our mission, structure, and practices. The successful candidate will demonstrate an understanding of frameworks and practices surrounding justice, equity, diversity, inclusion, and cultural competency. This position is meant to be a two-year commitment. After that time, contingent on available resources, it is hoped that the Associate can join CNT in a permanent role. The Transportation Policy

Associate position would then be filled by another early-career professional.

This position is designed for early-career candidates with no more than 2 years of full-time work experience.

Salary, Benefits, and Location

The salary for this position will be based on qualifications and in the $50,000-$60,000 range.

CNT offers 20 vacation days, 12 holidays, 5 sick days, and 2 personal days annually, and a competitive benefits package. We respect the life-work balance and are supportive of staff with families. CNT permits all staff to work from home during COVID-19 according to their preference and will maintain a flexible schedule in the long term. CNT expects all staff to be vaccinated against COVID-19 or be willing to become vaccinated after their hire.

Director of Transportation, Northwestern Indiana Regional Planning Commission

Who: Northwestern Indiana Regional Planning Commission

What: The Director of Transportation will head up the development and implementation of NIRPC’s transportation framework and ensure that NIRPC meets all its Federally required responsibilities as an MPO in surface transportation and public transit. The position will oversee the staff responsible for all aspects of transportation planning, and will facilitate stakeholder committees pertaining to technical, financial, and other aspects of regional transportation planning and project management. Responsible for the Long Range Transportation Plan as inculcated in NWI 2050, the Transportation Improvement Program (TIP), and other federal MPO requirements, the Director of Transportation will respond to internal and external inquiries pertaining to transportation planning; will be responsible for quality of transportation team products; will develop and enhance performance metrics/measurements; will lead and direct the work of transportation planning staff; will ensure efficient and effective use of transportation planning funds; will problem-solve obstacles to efficient project delivery; will collaborate with transit funding recipients to ensure equitable allocations of available funding; will carry out NIRPC’s Title VI program and address environmental justice concerns; and will be the go-to strategic point person for all transportation-related projects.

Minimum Requirements:
  • Minimum educational accomplishment is a bachelor’s degree in urban or regional planning, or a related discipline such as public policy or transportation engineering.  Master’s degree and AICP certification, particularly with Advanced Specialty Certification in Transportation, are strongly preferred.
  • Minimum of eight years of successful experience in transportation planning (or land use planning with a strong transportation component), preferably with a regional or local government. Additional experience may compensate for a lack of a master’s degree.
  • Demonstrated knowledge or experience with Federal Highway Administration and Federal Transit Administration programs desired.
  • At least five years of the relevant experience should be in a supervisory capacity.
  • Demonstrated ability to lead effectively with strengths in adaptive management and mentoring.
  • Strong customer and public service ethic.
  • Strong written and verbal communication skills, including group facilitation abilities and collaborative aptitude among multiple parties.
  • Demonstrated understanding of transportation planning principles and federal duties and obligations of Metropolitan Planning Organizations.

Qualifications:
  • Master’s degree is required. A candidate with a bachelor’s degree will be considered only with significant, applicable transportation industry experience. 
  • Candidates with experience in rail and bus transit, general transportation, engineering, planning, or similar disciplines are often successful, however applicants with other applicable backgrounds may be considered. 
  • Knowledge of or interest in public transportation operations, maintenance, or safety is preferred. Familiarity with Safety Management Systems (SMS) in any industry is beneficial, as is knowledge of Federal Transit Administration and/or US Department of Transportation requirements.
  • Candidates who have completed the FTA Transit Safety and Security Program certification are preferred.
  • Project Analyst candidates must be detail-oriented, organized, and flexible. Candidates must have excellent written and verbal communications skills, strong ability for critical thinking, and an excellent capacity to analyze, understand, and incorporate technical information. Candidates must also be able to think creatively about data and how to present it as useful and engaging information, both for external and internal use. 
  • Candidates must be able work independently and interface regularly with a wide range of clients. Successful Project Analysts must be outgoing, engaging, and social, and must actively look for ways they can help the TRA team. A TRA Project Analyst must be proficient in Microsoft Office programs, especially Word, Excel, and PowerPoint. Database and MS Project experience is a plus.

Safety Data Fellow (for post-grads within 3 years) - US Dept. of Transportation

Who: A post-graduate research project and developmental opportunity is currently available at the U.S. Department of Transportation’s Office of the Secretary of Transportation. The appointment will be served within the Office of the Assistant Secretary for Transportation Policy in the Office of Policy Development, Strategic Planning, and Performance in Washington, DC as a Safety Data Fellow (participant).
The Office of Policy Development, Strategic Planning, and Performance supports the Under Secretary of Transportation for Policy and Assistant Secretary for Transportation Policy in policy matters affecting all aspects of transportation. The office provides technical expertise for the Department’s legislative, regulatory and research programs, conducts analyses and recommends policies, and serves as the Departmental focal point for initiatives related to safety across all transportation modes.

What: The appointment will be supporting the Safety Data Initiative (SDI), and the goal of the project is to develop DOT’s data-driven approach to decision making as it relates to safety issues with implications across the modes of transportation (highway, rail, air, water, and pipeline). The participant will collaborate with individuals from DOT’s operating administrations and offices under the Secretary of Transportation, such as the Office of the Chief Information Officer, to connect, understand, analyze, and visualize DOT safety databases, data sources outside of the Department, and geospatial data. The work will foster increased DOT use of data to inform programmatic and policy decisions, and further demonstrate the value of a cross-modal approach through the power of data analytics and visualization.

Principal Analyst, Strategic Planning - Regional Transportation Authority (Chicago)

Who: The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications to fill the position of Principal Analyst, Strategic Planning.

What: Under the direction of the Manager of Strategic and Corridor Planning, develops and manages RTA-led regional planning studies of major transportation investments in the Chicago metropolitan area. What: This position is responsible for ongoing assistance to the State Safety Oversight Section by synthesizing information, conducting research, and developing safety performance indicators in rail transit safety activities, as well as performing inspections, audits, assessments, and studies as necessary.
The incumbent supports all aspects of the State Safety Oversight (SSO) Section. The incumbent conducts complex technical and analytical research, special audits and investigations, as well as technical studies and recommends alternatives on a broad range of issues involving safety oversight for rail fixed guideway public transportation systems. The incumbent will make recommendations using the development of performance measures to improve rail transit safety, consistent with the principles of Safety Management Systems. This position prepares written and oral reports and briefings for department management on a wide range of highly complex issues related to rail transit safety oversight. The position will also ensure compliance with federal requirements for financial management and reporting.

Public Policy Manager – Uber (Chicago)

Associate Transit Planner (Boise)

Who: Valley Regional Transit (VRT) is the regional public transportation authority for Ada and Canyon counties in southwest Idaho. Its main responsibilities are to coordinate transit services in the two-county area and develop and implement a regional public transportation system.VRT owns the public bus system that provides service in Boise/Garden City, and contracts with a private firm to manage its operations. In addition, VRT contracts for transit services in Nampa/Caldwell and between Ada and Canyon Counties.

What: The Associate Planner is responsible for reviewing and analyzing performance data for fixed -route and other mobility public transportation services and making service recommendations that will further long-term public transportation goals. What: The Seattle Department of Transportation is hiring a Strategic Advisor 1 for a full-time, 2-yr term-limited assignment to support the overall implementation of the Transportation Equity Program.   • Ability to lead locally-relevant issue-based campaigns in low-income communities, communities of color, immigrant communities, and middle-class communities.
  • Excellent people skills: ability to quickly build relationships, to listen to and persuade people, and to engage people effectively around a common goal.
  • Strong communication skills, including public speaking and writing.
  • One year of experience in a community organizing or a political/governmental role, or equivalent educational experience.
  • Bachelor's degree or equivalent work experience.

Job Description: *ATTENTION APPLICANTS: This vacancy is temporary unclassified and anticipated to last for 18 months.

Provide professional planning support and analysis to multiple areas of the Office of Transportation System Management related to statewide planning activities including the Statewide Multimodal Transportation Plan and 20-year State Highway Investment Plan. Contribute to the formation of policies, performance measures, investment reporting and other related planning studies. Carry out research, analysis, and outreach in support of agency initiatives to advance performance based planning, performance measurement, transportation policy, investment analysis, and other transportation planning and programming subjects.

This position requires occasional travel to and from various work sites for meeting and conferences. The incumbent is responsible for arranging their own transportation.
Minimum Qualifications: A Bachelor's degree in Planning or a closely related field and two years professional planning experience OR three years professional planning experience that demonstrates the following:

- Working knowledge of the theory and practice of transportation planning;
- Working knowledge of comprehensive planning, including land use and/or economic development;
- Knowledge of public engagement tools and techniques for reaching a broad spectrum of audiences;
- Proficiency in the use of statistical analysis with spreadsheet or database applications;
- Verbal and written communication skills sufficient to establish and maintain effective working relationships with management, staff and stakeholders;
- Human relations skills sufficient to work as a member of an interdisciplinary and/or governmental team;
- Working knowledge of Adobe Creative Suite, especially InDesign; and
- Knowledge and use of Microsoft Office applications (Outlook, Word, Excel and PowerPoint).
Preferred Qualifications: - A graduate degree in planning or a closely related field.
- Professional planning experience working at the local, metropolitan or state level.
- Knowledge in the application of GIS to planning, research and analysis.

Boston area regional planning agency seeks Transportation Policy Associate.
The Transportation Policy Associate will work closely with municipal officials, state agencies, and advocacy groups to conduct research, evaluate alternatives, and develop policy recommendations that will advance the MetroFuture goals of MAPC.
The Associate will be expected to participate in regional and state-wide working groups and coalitions, and to maintain and advance relationships with numerous stakeholders. This position will support senior transportation planning staff and project managers on a variety of studies including parking management, traffic mitigation, transit-oriented development, and bike and pedestrian planning.
Duties include:
Research transportation issues and develop recommendations for shaping local and state policy; Provide technical assistance to cities and towns on a wide array of transportation issues; Support MAPC’s effort to improve transportation finance.
Qualifications include: Bachelor’s degree plus one year of relevant experience, or a Master’s degree, in transportation planning, urban studies, city/regional planning, political science, public policy, environmental science, or a related field. Ideal candidate would possess 2+ years of experience in planning, policy research, or advocacy, including experience working with state or local government. Compensation and benefits are consistent with experience and based on MAPC’s personnel policy.
Salary ranges from $40,000-$55,000, depending on experience. MAPC employees receive an excellent state employee benefits package, including group health insurance.

Smart Growth America is seeking a Transportation Program Manager to help communities across the country better coordinate land use and transportation policies. This person will deliver technical assistance to state agency staff, work with town and city leaders across the country, and advocate on transportation policy and program issues with members of Congress.
Position description
An ideal Transportation Program Manager will be a technical expert, personal connector, and outstanding project manager. This person will be a transportation engineer by training with an in-depth knowledge of the integration of transportation and land use policy and practice; performance measures; project selection, development, design and delivery standards and procedures within a DOT; and the funding, rules, and policies governing DOT planning, project development, and project delivery. They will also have specific knowledge of Complete Streets, and experience designing and delivering multimodal transportation projects.
Responsibilities
The Transportation Program Manager will be responsible for working with DOTs, MPOs and City or County DOTs and public works on a wide range of land use and transportation issues. That includes helping those agencies to adopt and implement Complete Streets policies and practices; adopt performance measures; and improve return on investment from transportation projects across a number of criteria including economic, health, equity, and environmental measures. This position’s work may also include leading studies, reports, and trainings on these and other topics and policy issues. This person will act as lead on many of these projects, so experience managing staff, budget, and grant timelines is preferred. Additional responsibilities will include:
  • Lead technical assistance for state DOTs, MPOs, and City and County DOTs;
  • Conduct research, develop policy positions, write policy papers, and inform transportation advocacy efforts;
  • Act as lead or team member for technical assistance efforts to local governments, state governments and other SGA technical assistance efforts;
  • Assist on other projects where specific transportation expertise is needed;
  • Manage program staff, budget, and grant deliverables;
  • Help market the transportation program;
  • Conduct limited fundraising; and
  • Speak publicly before elected officials, transportation professionals, and the general public.
Requirements
This position requires a self-starting, detail-oriented engineering professional with excellent writing, oral communication, research, technical, and organizational skills. A successful applicant will also have the following:
  • A degree in civil engineering;
  • A professional engineering license in at least one state;
  • Experience working at a state or local DOT;
  • Basic computer literacy in word processing and Microsoft Excel;
  • The ability to work in teams;
  • The ability to manage their time to accommodate multiple assignments from different project leads; and
  • A dedication to delivering high quality work.
Compensation, location and time frame
Salary commensurate with experience. This is a full-time position based in Washington, DC. Benefits include health insurance, 401(k), and paid vacation and sick time. This position will report to the Transportation Program Director.
