Description

 

Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

The Strategic Capital Planning Department includes two divisions:  Long Range Planning and System  Performance and Data.  The Long Range Planning Division  identifies new opportunities for expanding and enhancing the rail system. Long Range Planning also participates in studies led by other entities that will impact Metra. Under Long Range Planning, the Program Development section develops Metra’s capital program and amendments and prepares all discretionary funding grant applications. The System Performance and Data Division prepares monthly reports on system ridership, on-time performance and capacity utilization of trains. The division also manages periodic surveys, counts and analyses of Metra riders and monitors the agency’s adherence to Title VI and other equity standards for the provision of transportation service.

Reporting to Department Head, Long Range Planning, the Manager, Program Development manages staff and processes involving the application, administration, and oversight of Metra's capital program development and development of discretionary grants; and participates in the Transit Asset Management program.

The primary duties include: Manage the development of  Metra's one and five year capital programs including: directing the activities of staff engaged in analyzing project funding needs, selecting, and prioritizing projects, and preparing the required documentation to support project funding. Establish and oversee processes and procedures to identify capital project proposals and assess their readiness, eligibility, and need for review by Metra's senior executives and eventual approval by the Metra Board. Manage the development of the discretionary capital grant project application requests including: drafting of detailed project narratives, scopes, descriptions, and funding needs to meet various grant application requirements in order to compete competitively for discretionary grant funds. Oversee the preparation of quarterly capital program amendments for the Metra Board documenting changes needed to Metra's one and five year capital program plans due to changes in funding availability and agency needs. Conduct on-going analysis of project expenditures; and attend monthly project status meetings to assess future capital projects' funding needs. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary
and/or termination procedures. Occasional field work required within publicly accessible areas at or near Metra stations or attending meetings at remote locations.

 

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

Requirements

 
  1. Bachelor's Degree in Business, Finance, Planning, Public Administration, or related field.
  2. In addition to #1 above, must have seven years of experience that includes capital program development, financial analysis, and grant writing.
  3. Considerable knowledge of the principles and practices of developing a capital improvement program, including project budgets, scopes, and needs analysis.
  4. Considerable knowledge of grant writing techniques and government website portals containing program and funding information.
  5. Considerable  knowledge of budgeting and financial analysis.
  6. Considerable knowledge of Federal Transit Administration (FTA), state, and/or Regional Transportation Authority (RTA) procedures and guidelines pertaining to capital funding.
  7. Considerable knowledge of federal and state grant research and application processes and procedures.   
  8. Strong interpersonal skills in dealing with internal and external groups and organizations.
  9. Strong analytical, organizational, and research skills.    
  10. Strong verbal and written communications skills.    
  11. Good math skills, specifically statistical analysis.    
  12. Proficient in Microsoft 365, specifically Excel, Word, Access, and PowerPoint.    
  13. Ability to manage capital program needs, including preparing for ongoing meetings with project sponsors, developing project/plan scenarios, and presenting and reporting to oversight agencies on amendments to capital program.
  14. Ability to interpret federal grant requirements.
  15. Ability to lead and facilitate complex funding discussions and provide recommendations on projects cost/benefit analysis.

Extension Specialist, Family & Consumer Science (Evaluation) - UofI Extension

What: The Extension Specialist, Family and Consumer Science (Evaluation) serves as a regular, full time, 12 month academic professional. This position is part of the Extension faculty with primary responsibility for overseeing the evaluation of education programs in the division of the Extension Family and Consumer Sciences program. Housing Program Officer - Steans Family Foundation (Chicago)

Who: The Steans Family Foundation (SFF) was launched in 1986 to significantly improve the life outcomes of children whose parents do not earn a living wage. The Foundation’s first philanthropic investment was to a class of sixth graders through the “I Have A Dream Program”. SFF provided holistic support to ensure students successfully matriculated to high school, enrolled in college and graduated, or successfully entered the world of work. In 1996, SFF began to focus on the revitalization of vulnerable communities and made a strategic decision to concentrate its grantmaking in North Lawndale, located on the west side of Chicago. In 2016, the SFF expanded its reach to North Chicago, an urban community located north of Chicago in Lake County. The Steans Family Foundation recognizes that effective neighborhood revitalization efforts must come from and be sustained by community leaders and uses this guiding principle to build capacity in partnering with communities.

What: SFF seeks a full-time Program Officer to work with community partners and leaders, public officials, residents, funders and other stakeholders to create, implement and document community-led strategic efforts and further SFF’s inclusive housing investment goals.

Who: The City of Portland, OR Water Bureau. For more than a century the Portland Water Bureau has delivered clean, cold water throughout the Portland region. For most of us, delicious and safe tap water is a given, and some may never consider the intricate system of infrastructure and people that deliver this resource daily. In addition to the people and pipes that deliver water, the bureau is dedicated to furthering the Citywide Racial Equity Goals and Strategies by implementing and evolving the Bureau's Racial Equity Plan.

What: This position will be a resource for the bureau's program and project managers to create a workplace where equity becomes part of everyday decisions and is embedded in bureau operations. Municipal Transportation Planner - Memphis Urban Area MPO

Who: Memphis and Shelby County - Division of Planning and Development

What: The planner works under general supervision of the Memphis MPO Coordinator to assist in the development and implementation of transportation planning programs in the Memphis region. Works closely with public transportation providers, local governments, social service agencies, advocacy groups, and local communities to implement public transportation projects funded through federal programs for the general public.

Program and Clinical Director - Amplify Chicago

Who: Amplify Chicago is a justice system to professional pipeline for young people ages 18 to 24 designed to drive economic development and wealth creation in Chicago’s most resilient communities.

What: The Program and Clinical Director is responsible for the design and implementation of the BASE (Business, Academic, Social, Emotional) Coaching model for individual and group clinical supports as well as partnering with the Project Manager on day to day oversight and quality control of the program experience. Organized around the structures and values of a transformational healing relationship, BASE Coaching focuses on addressing traumatic stress in order to maximize academic growth and employment readiness. BASE Coaches work with individuals and small groups serving as coaches, case managers, program navigators and motivational interviewers.

Importantly, this position also works closely with the Project Manager and Program Specialist to insure the day-to-day operations of Amplify’s programming are well executed. This includes serving as the onsite culture and expectations keeper and overseeing logistics and program flow.

This Director is also responsible for BASE Coaching day-to-day data capture and tracking individual progress from assessment through each phase of support and the programming that follows. This position partners closely with the full Amplify team to regularly analyze data and make both short and long-term program adjustments. Additionally, as a start-up initiative piloting its first cohort, this Director is expected to contribute to the ongoing development and refinement of the model in order to drive maximum long-term impact. The expert will be assigned to the Ministry of Transport (MOT) under the supervision of the National Project Co-ordinator (NPC), the Deputy Minister for Roads, and the overall supervision from the Chief of Water, Natural Resources and Small Islands Branch, United Nations NGO Committee on Social Development (NGOSOCDEV). The expert will co-operate with the other United Nations personnel and officials of the MOT.

In particular the expert will contribute to the achievement of the objectives of the project, namely:
(i) National Transport Strategy (NTS) development and implementation; and
(ii) Strengthening Public Administration (assist in the process of strengthening the administrative capacities) of the Ministry of Transport; (MOT).

In this context the expert will perform the following functions:

Publicity Promotion Specialist (Energy Conscious Campus progam) - UIC Office of Sustainability

Who: The University of Illinois at Chicago, Office of Sustainability is seeking to fill a Publicity-Promotion Specialist position (37.5 hours/week).

What: Under administrative direction, the Publicity-Promotion Specialist develops and oversees the Energy Conscious Campus program, publicizing and promoting this social marketing initiative to create behavior change in the campus community to reduce energy consumption. Program Officer - The Richard H. Driehaus Foundation (Chicago)

Who: Through its grantmaking and participation in Chicago’s civic and cultural life, The Richard H. Driehaus Foundation (the foundation) seeks to improve Chicago’s built environment, support cultural stewardship in the arts, strengthen democracy through investigative journalism, and advance economic opportunity for the working poor. Associate – Metropolitan Planning Council

Who: Metropolitan Planning Council (MPC) – water resources and effective government programs 

What: MPC is hiring a full-time Associate to support current and future projects that deepen the organization’s effective government and water management agendas. This Associate is responsible for advancing MPC’s work to drive policy change at the local level across two main programs: water resources and effective government. Initially in the water program, the selected candidate will help implement local use of the recently-released Drinking Water 1-2-3 guide through educational trainings and other outreach activities, and will help lead research and pilots on cost-saving strategies and governance models for water utility service and water rate affordability solutions. In the effective government program, the selected candidate will be among the first staff hired to launch a newly designed program to build local government capacity, and will help local governments pursue increased collaboration, service sharing, and consolidation. Manager, Innovation & Public Policy - Neighborhood Housing Services of Chicago

Who: Neighborhood Housing Services of Chicago is a nationally recognized nonprofit housing, counseling, lending, and community development organization which has loaned and leveraged investment of more than $1.1 billion in Chicago’s neighborhoods since its founding in 1975. What: The Manager is responsible for positioning NHS as a community development leader in creating innovative and community responsive policies and programs, and building the political will for the funding and implementation of those programs. The individual will work closely with NHS management and neighborhood staff to research and identify emerging trends, issues and needs. The Manager is responsible for convening internal staff, external partners, and government officials around developing, implementing and funding new programs and strategies. Housing Rehabilitation Manager – City of Milwaukee

Who: City of Milwaukee, WI. Department of City Development

What: The Housing Rehabilitation Manager will be responsible for the development, coordination, management and implementation of DCD’s housing and neighborhood loan and grant programs. Essential duties include:
• Coordinates and manages staff administering housing and neighborhood development loan and grant programs ensuring efficiency, program compliance and the highest level of customer service.
• Ensures and monitors compliance with program goals, project objectives, and local/federal regulations and requirements and contract provisions, including reviewing cost estimated rehabilitation scopes of work.

Allard Fellowship – Metropolitan Planning Council (Chicago) (Deadline 2/19)

Who: The Metropolitan Planning Council is seeking applicants for a 6-month paid, part-time Allard Fellowship to support their water supply and effective governance efforts.

What: The Allard Fellowship, named for a beloved former MPC President, the late Jean Allard and generously seeded by Sonnenschein, Nath & Rosenthal (now SNR Denton), is designed to attract a talented emerging professional not currently in a position to volunteer at MPC. This paid fellowship is targeted to candidates who reflect the economic and racial diversity of the Chicago region. Program Director - Energy Action Network (Montpelier, VT)

Who: The Energy Action Network (EAN) is a multi-stakeholder, collective impact network of leaders across a diversity of sectors - business, government, non-profit, utility, higher education, and finance – seeking to transform Vermont’s energy system to achieve the state goal of meeting 90% of total energy needs through efficiency and renewables by 2050.

What: EAN’s Program Director fills a central leadership role in the Network as we work together to transform Vermont’s energy system to one based on efficiency and renewables. The Program Director works closely with the Executive Director (ED), other staff, and Network members to provide strategic leadership, analytical underpinning, and backbone support to the Network. EAN’s work facilitates large-scale change by fostering collaboration among diverse groups in a rapidly evolving energy landscape. As such, the role of Program Director requires the ability to work with and across multiple interests and members to foster learning, collaboration, and innovation that advances our collective mission. It requires continually tracking progress toward goals, coordinating the efforts of organizational leaders with busy schedules, and an understanding of the energy needs, policies, and technologies that are driving change in Vermont and elsewhere.
