Associate Transit Planner (Boise)

Who: Valley Regional Transit (VRT) is the regional public transportation authority for Ada and Canyon counties in southwest Idaho. Its main responsibilities are to coordinate transit services in the two-county area and develop and implement a regional public transportation system.VRT owns the public bus system that provides service in Boise/Garden City, and contracts with a private firm to manage its operations. In addition, VRT contracts for transit services in Nampa/Caldwell and between Ada and Canyon Counties.

What: The Associate Planner is responsible for reviewing and analyzing performance data for fixed -route and other mobility public transportation services and making service recommendations that will further long-term public transportation goals. The position will also research trends, build business relationships and make recommendations for how to realize “mobility as a service” in the Treasure Valley and assist in projects associated with future transportation initiatives. Specific responsibilities include:


  •  Assists in the creation and maintenance of public transportation plans, studies, and analysis for regional and local transportation needs. 
  • Assists in the analysis of regional public transportation performance measures, standards, trends and reporting. 
  • Works with the other modes of transportation and services to assist in their integration with Valley Regional Transit’s services. 
  • Works with communities to understand needs and works to integrate into current transportation systems. 
  • Participates in Marketing Plans and Initiatives through programs and projects. 
  • Provides planning data to stakeholders. 
  • Coordinates with other departments on planning activities and projects. 
  • Assists in the development and maintenance of marketing projects and information. 
  • Assists in updating and refining planning policies. 
  • Assists in the maintenance of s fixed route scheduling data for public transportation technology.
  • Assists in the development of grant applications and other funding requisitions 
  • Participates in public meetings and workshops 
  • Attends off–site meetings and events outside of normal business hours 
  • Assists in the design, implementation and evaluation of passenger or public surveys 
  • Conduct field assessments as directed 
  • Researches, evaluates and recommends to the Principal Planner programs and courses of action for transit planning; data collection and analysis etc. 
  • Reviews and provides input to Principal Planner on Development Review, similar applications and land use documents. 
  • Reviews and responds to service requests from stakeholders and the public. 

Qualifications:

  • Bachelor’s degree in transportation planning or equivalent related work experience. 
  • 1-5 years of transit or transportation planning. 
  • Ability to coordinate and negotiate effectively with officials and key stakeholders. 
  • Knowledge of federal transit rules and regulations. 
  • Knowledge of basic transit operation terms and concepts 
  • Proficient in the use of the Microsoft Office suite of products 
  • Proficient in mapping software and analysis using GIS/ERSI products 
  • Strong general computer skills 
  • Ability to communicate effectively in a variety of public forums. 
  • Ability to lead project teams through a variety of complex projects. 
  • Ability to maintain and manage budgets. 
  • Ability to manage multiple projects simultaneously. 
  • Ability to effectively prioritize work and work independently. 
  • Strong verbal and written communication skills.
