Financial Justice Research Director, Americans for Financial Reform Education Fund, Washington, D.C.

AFR has been called “the leading voice for Wall Street accountability” in Washington. Help us  continue and grow this important work. Americans for Financial Reform Education Fund (AFREF) is  seeking a Financial Director Research Director to oversee and manage the research agenda, design,  and produce research materials, supervise research staff, and coordinate with communications,  campaign, and policy colleagues to fulfill AFR’s mission. 

AFREF played a leading role in winning passage of the Dodd Frank Financial Reform law and the  creation of the Consumer Financial Protection Bureau; and we are driving the fight for broader  transformations of the financial system to advance economic, racial, and social justice. AFREF’s staff  develops policy and strategies in collaboration with a coalition of more than 200 consumer, civil  rights, labor, community based, and other organizations, along with academics and other experts. 

The Financial Justice Research Director will draw on their own research, policy and advocacy  expertise and on the expertise of AFREF policy, communications, and campaigns staff, and that of  our coalition members to design and implement research projects and products advancing our policy  agenda addressing racial and economic inequality. They will manage our research team of three  additional staff members to write and produce both materials for direct distribution or publication  and tools for partners. Products include reports, op-eds, blog posts, fact sheets and more. The job  offers an opportunity to do creative work and to have a significant impact. 

The Financial Justice Research Director will: 

● Design and implement research projects across the range of AFR’s policy portfolio from  inception to publication 

● Translate complicated policy material into clear language and compelling stories for broader  audiences 

● Provide research guidance and support for federal and state legislative and regulatory issues  and campaigns 

● Manage research projects and supervise research staff  

● Produce finished advocacy materials including reports, policy briefs, factsheets, advocacy  letters, etc.  

● Present our research to the public, to regulators, and other policy makers

● Communicate with the media 

The ideal candidate will have: 

A commitment to racial and economic justice 

Extensive policy research experience and demonstrated excellence as a researcher and writer 

Demonstrated project and staff management experience delivering research materials from 

design to publication in coordination with colleagues and allies 

Ability to manage multiple and simultaneous projects 

Capacity to provide leadership in aligning research and written material to advance  campaign needs of national and grassroots advocates 

Data management, design, analysis, and presentation capabilities 

Strong written and verbal communication skills for a variety of formats, audiences, and  voices, and the ability to capture nuances of approach and tone 

Experience working with diverse communities 

Knowledge or eagerness to learn about financial regulation and/or consumer financial  protection and/or housing 

Experience with grassroots, regulatory, and legislative advocacy 

Familiarity with the range of new media tools

Ability to work independently and to collaborate effectively with colleagues and coalitions 

Compensation

Annual salary range: $105,000 to $125,000 commensurate with experience. Generous benefits,  including medical, dental, vision, and 401K.

Policy Analyst/Senior Policy Analyst, Americans for Financial Reform Education Fund, Washington, D.C.

 Policy Analyst or Sr. Policy Analyst, housing, corporate power, and climate justice 

Join us in the fight to change the rules governing the economy, and make finance work for us, not against us. Americans for Financial Reform Education Fund (AFREF) is seeking a Policy Analyst or Sr. Policy Analyst to work at the intersection of housing, corporate power, and climate justice. 

The Policy Analyst / Senior Policy Analyst will focus on the role of Wall Street firms and Wall Street practices in the affordable housing crisis, and support grassroots organizations work to confront and change them. They will staff AFREF’s coalition housing task force where goals include expanding homeownership, closing the racial homeownership gap, and preventing foreclosures. And they will work with our climate finance team to develop and promote housing policies that improve climate resilience and contribute to climate mitigation in ways that protect communities and consumers. Advancing racial equity will be an important focus of the project. They will shine a spotlight on abusive practices and the structures that drive them; find opportunities at the national level to highlight problems and lift up solutions; and identify Federal levers for change including regulatory and administrative action. 

The Policy Analyst / Senior Policy Analyst will work with AFREF colleagues and partner organizations to research and write materials exploring and explaining issues for a variety of audiences; analyze, respond to, and formulate regulatory and legislative policy proposals; and work with AFREF leadership, staff, and partners to develop and implement a policy agenda for change with housing and climate justice groups as key stakeholders.

Developing and articulating AFREF policy priorities by writing policy memos, regulatory comment letters, reports, and other materials for a range of audiences. 

Providing policy analysis and research support for grassroots partners 

Analyzing and responding to policy proposals, legislation, and proposed rules. 

Providing leadership and coordination for AFR’s coalitions on these issues, and facilitating collaboration among coalition partners to amplify key perspectives and messages of grassroots housing, environmental justice and climate organizations. 

Collaborating with partners to develop and implement advocacy strategies to advance our policy goals. 

Explaining policy issues to non-specialists and making connections to broader economic, racial, and social justice work. 

Representing AFR at meetings with regulators, legislators, and other policy makers, and with allies and coalition partners.

Identifying and developing relationships with partners who can contribute to our understanding and collaborate in advancing our policy goals. 

Communicating AFREF’s perspectives and policy positions to the press in collaboration with our communications staff. 

Ideal candidates will have:

Requirements:
The ideal candidate is driven to produce high-impact research that influences real estate investment and development. The incumbent must be able to meet deadlines while working independently on projects that range from formulaic annual publications to larger-scale visionary analyses. The candidate must be comfortable interviewing leading voices in the real estate and investment industries yet happy to spend hours engaged in focused writing, analysis, or operational tasks.
  • Master’s degree in real estate, urban planning, business/public administration, or related degree.

The Pathways Internship Program targets students accepted for enrollment or currently enrolled in a qualifying educational program in an accredited institution, on a full or halftime basis with paid opportunities to work in agencies and explore Federal careers while still in school. Internship appointments under the:
  • Internship Experience Program (IEP) are nontemporary and can last the duration of the student’s academic program.

Overview:

Project Overview:
Pew’s new Data as a Strategic Asset project is assessing administrative data use across the 50 states, taking an in-depth look at whether and how effectively states are leveraging data for decision making. Because the field is so new, there is no comprehensive source of information about what states are trying; whether they face common challenges; and the effectiveness of different approaches. This 18-month research project will provide policy makers with a better understanding of how states across the country are using data to inform policy and budget decisions and make operations more efficient.

Position Overview:
The Senior Associate will help conceptualize, design and implement a 50-state assessment on the ways states are using data to inform policy and budgeting and to improve organizational effectiveness. The Senior Associate will provide strategic support to all aspects of the project’s research, with a particular focus on designing the research methodology and leading the team’s data collection and analysis efforts. The Senior Associate will co-author research papers, critically review project materials, work collaboratively with experts in the field, and present research findings in appropriate venues.

The Senior Associate will be based in Pew's Washington, DC office and will report to the Research Manager. It is expected that this position is for a term period through March 31, 2017, with the possibility of renewal pending the success of the program, funding sources and board decisions on continued support.

Responsibilities:
  • Under direction of the initiative’s senior staff, design and implement a 50-state assessment on states’ use of administrative data to inform policymaking, budgeting and operational effectiveness.
  • Lead the team’s data collection and organization efforts, and analyze legislation, rules, policies, and other documents related to states’ use of administrative data.
  • Conduct and document in-depth interviews with state officials.
  • Translate qualitative datasets into quantitative insight.
  • Synthesize research to identify trends, best practices, opportunities, challenges, and compelling examples.
  • Review and fact-check materials produced by contractors and other staff; help coordinate internal and external quality control processes.
  • Coauthor research reports and issue briefs for the project.
  • Maintain knowledge of policy issues relevant to Big Data.
  • Assist in the management of the project's contracts.
  • Conduct data-driven research and outreach to identify lines of inquiry. Help make strategic judgements about when to pursue further research and when to move on to a different exploration.
  • Build and maintain productive working relationships with internal colleagues and external stakeholders – including state officials, state policy organizations, researchers, and leading organizations engaged in business intelligence and data analytics.
  • Represent the project at conferences, meetings, and other events, including preparing materials for distribution and making presentations, as needed, to internal and external audiences.
Requirements:
  • Bachelor’s degree required; related graduate degree desirable.
  • A minimum of five years of relevant professional experience in policy research and analysis.
  • Excellent applied research and analytical skills, including an ability to synthesize information, identify themes, and summarize large amounts of information effectively and clearly.
  • Experience working with qualitative data.
  • Experience working with database software and spreadsheets.
  • Ability to write quickly, clearly and succinctly as well as to revise and edit based on input from a range of reviewers.
  • Strong interpersonal skills. Able to develop and manage productive and collaborative relationships with external and internal stakeholders; and approach issues with a nonpartisan, objective mindset.
  • Ability to work independently with limited supervision. Flexible and able to routinely juggle multiple competing priorities and work in teams to meet project goals.
  • Attention to detail, including exacting standards to maintain accuracy in all work products.
  • Experience participating in or leading multi-disciplinary teams and analyzing policies and practices from several disciplines.
  • Knowledge of current trends and issues in data analytics and/or evidence-based policymaking is preferred.
