Who: Transportation Equity Program, Seattle Department of Transportation
What: The Seattle Department of Transportation is hiring a Strategic Advisor 1 for a full-time, 2-yr term-limited assignment to support the overall implementation of the Transportation Equity Program. The overarching goal of the Program is to create, deliver, and scale income-eligible mobility options within disproportionately cost-burdened communities living and accessing the City of Seattle. This position will develop and implement qualitative and quantitative data analysis and collection methodologies to inform and scale income-eligible programs, policies, and services in communities. Additionally, this position will develop and track Program performance indicators, pitch and implement income-eligible pilots, support the expansion of several existing programs (i.e. Ambassador Program, Income-eligible Car Share, ORCA LIFT Low-income Access to Transit, Youth ORCA, Car Tab Rebate), and work directly with the Transportation Equity Program Manager to create and deliver innovative, culturally relevant, and context-sensitive programming with diverse community partners and stakeholders. The position will require excellent communications skills, the ability to assess and analyze data, programs, and policies, maintain existing and forge new relationships with community stakeholders, human service providers, mobility service providers, advocacy organizations, community-based organizations, and will represent the Department on a variety of internal and external coalitions and committees.
Qualifications: The ideal candidate will be highly organized, creative, have excellent interpersonal skills, a demonstrated interest and experience working in and with diverse and historically underserved communities, the ability to work independently and as part of a high-performing team, comfort managing multiple projects for an evolving Program in a fast-paced environment.
Education and Experience
• Bachelor's degree in Sociology, Psychology, Cultural Anthropology, Human Services, Communication, Geography, Cartography, Community and Transportation Planning, or related field (or a combination of education and/or training and/or experience which provides equivalent background sufficient to perform the position duties)
• Professional experience in community outreach, public engagement and/or community organizing involving interactions with diverse populations and/or where English is a second language
• Strong knowledge of transportation programs and projects is also important, but not required.
• Three years applied experience.
• Leadership skills to identify and initiate new projects, and advance the program.
• Ability to form strategic partnerships both internally and externally.
• Experience working with vulnerable populations and/or with social service, transportation and community advocacy organizations.
• Ability to independently set workload priorities and manage multiples initiatives/program elements simultaneously; work with demanding and competing deadlines.
• Project management skills, ability to manage intra- and inter-agency project teams.
• Good judgment and demonstrated ability to handle sensitive issues with diplomacy and poise, and the ability to gain management confidence.
• Comfort and skill working in ambiguous situations.
• Customer and outcome focused. • Excellent written and oral communication skills.
• Ability to use word processing, spreadsheet, presentation, database and analysis software to prepare reports, track data and information, and develop briefing materials.
• Ability to effectively work in a multi-cultural workplace with a diverse array of customers and agencies.
• Valid Washington State driver’s license or evidence of equivalent mobility.
Desired Qualifications
• Experience managing transportation demand management projects or programs.
• At least three years experience briefing and making recommendations to senior management, elected officials and representatives of other public agencies; communication skills (written and oral) that are effective and persuasive with a wide diversity of people; ability to serve as spokesperson for SDOT’s position; superior writing skills.
• Experience serving as agency representative on multi-agency committees and leading staff teams.
• Graduate degree in relevant subject area.
