What: This position is accountable for reviewing, processing, and producing fiscal documents for public transit and rail operation assistance, capital improvement grant programs, and technical studies grants for the Office of Intermodal Project Implementation (OIPI). This position reports to the Financial Services Manager. There are no subordinates reporting to this position. This position operates in an environment where s/he is responsible for planning and controlling the financial management of all public transportation grant programs and demonstrating a technical level of review and constant attention to detail. In certain instances, grants may fund projects of large sophisticated transit systems. In other instances, the recipients are less prepared to attend to the administrative complexities of the program. The incumbent must provide a thorough review to ensure that the OIPI maintains sound fiscal control of various state and federal grant programs. S/He recommends appropriate action for OIPI fiscal matters for both grants and the operating budget ranging from initial commitment of funds through audit reconciliation. A typical problem confronting the incumbent is to control the fiscal activity for a variety of grant programs and incorporate requirements of fiscal compliance which often require special attention for the review and processing of documents. Other typical problems include maintaining a sound and efficient fiscal management program and recommending an effective allocation of resources for the OIPI’s operating budget. The greatest challenges are to develop an overall understanding of federal and state rules and guidelines for the financial programs of the OIPI to ensure they are consistently applied when reviewing contracts and invoices, to propose sound recommendations and refinements, and to produce and process accurate fiscal reports and documents in a timely manner. The volume of reports and documents generated by the incumbent makes timeliness an ongoing challenge in this position. Accomplishing these challenges requires the incumbent to constantly establish and reevaluate priorities for managing the workload. The incumbent is personally accountable for reviewing and processing the financial invoices and contracts for public transit and rail grant programs. He/she is responsible for preparing all required fiscal documents, monitoring the expenditure of funds, and coordinating the accounting and reporting associated with these programs. These fiscal responsibilities require completing and processing large quantities of paperwork with a strong emphasis on timeliness and attention to detail. This position maintains operational expenditure spreadsheets that assist the Financial Services Manager with developing and managing the annual operating

Responsibilities:

The ability of the incumbent to maintain relevant historical data and provide realistic projections helps to maximize available resources. The incumbent manages the OIPI’s accounts receivables and ensures proper procedures are followed. The incumbent implements sound business practices that are essential for data tracking and problem resolution regarding the department’s Fiscal Operations and Administration (FOA) mainframe accounting system as well as the Office of the Comptroller’s statewide accounting management system. S/He prepares monthly and quarterly status reports of fiscal transactions and maintains budget documents. The incumbent also assists with the development and annual maintenance of written processes and procedures for fiscal activities and maintains proper shared files for all fiscal documents. This position is constrained by departmental rules and regulations. The incumbent has latitude to accomplish tasks but refers matters of a unique and/or sensitive nature to the Financial Services Manager for consultation. This position maintains constant contact with OIPI staff in order to coordinate fiscal activities. In addition, the incumbent maintains contact with the Office of Finance and Administration and the Office of Planning and Programming. Externally the incumbent maintains contact with the Department of Central Management Services, Federal Transit Administration, and various vendors and organizations with which the department does business. This position requires occasional in-state travel which may include overnight stays. The effectiveness of this position may be measured by the ability of the incumbent to organize, prioritize, and communicate the administrative requirements of the OIPI’s grant programs and operating budget in order to maintain a sound financial management program in accordance with state and federal guidelines and generally accepted accounting practices. 

Qualifications:

• Education/Experience:

• Completion of a bachelor's degree majoring in business administration, public administration, business management, or accounting, OR

• Completion of two years of college plus two years of experience processing invoices, reviewing and organizing fiscal documents, developing and maintaining fiscal reports, or a combination thereof, OR

• Six years of experience processing invoices, reviewing and organizing fiscal documents, developing and maintaining fiscal reports, or a combination thereof

• Occasional in-state travel which may include overnight stays

Program Associate For Transportation - Northwestern Municipal Conference

Who: Northwestern Municipal Conference

What: The Northwest Municipal Conference (NWMC), a council of government representing forty-three municipalities and one township in the north and northwest suburbs, is seeking a motivated, responsible, energetic individual for the position of Program Associate for Transportation.

Description of Responsibilities

The Program Associate for Transportation coordinates transportation planning and programming activities on behalf of NWMC members, assists with project management on regional studies, provides assistance to members in preparing transportation grant applications for federal and state programs and acts as a liaison for members to various federal, state, county and regional transportation agencies. The responsibilities include, but are not limited to, the following activities:
  • Represent the needs of NWMC members to the Chicago Metropolitan Agency for Planning (CMAP), the Illinois Department of Transportation (IDOT) and other transportation and planning agencies.
  • Manage the Surface Transportation Program (STP) for the Northwest Council of Mayors, including oversight of project funding and implementation. 
  • Monitor transportation programs including the Congestion Mitigation & Air Quality Program (CMAQ), the Transportation Enhancement Program (ITEP), Transportation Alternatives Program (TAP), Local Technical Assistance Program and the Community Planning Program to ensure municipal access and understanding. 
  • Assist with managing various NWMC led planning initiatives, such as the NWMC Bicycle Plan, including plan development and implementation. 
  • Disseminate information to NWMC membership via NWMC Transportation Newsletter, weekly briefings and other written and verbal means. 
  • Prepare agendas and minutes for various committees and task forces. 
  • Perform other duties as assigned by Executive Director and Deputy Director.
Qualifications

A bachelor’s degree in urban planning, public administration or a related field from an accredited college or university is required. Master’s degree preferred.

A successful candidate for the position will also demonstrate the following knowledge, skills and abilities:
  • Strong ability to express oneself clearly and concisely both verbally and in writing. 
  • Solid organizational skills, including the ability to work independently. 
  • Proven ability to follow complex oral and written instructions. 
  • Excellent interpersonal skills, especially with elected and appointed local government officials and transportation professionals. 
  • Working knowledge of federal and state transportation, environment, and economic development programs and agencies is a plus but not required.

Program Analyst - IDOT (Chicago) (Closes 8/20)

Who: Illinois Department of Transportation, Office of Intermodal Project Implementation, Chicago

What: This position is responsible for ongoing assistance to the State Safety Oversight Section by synthesizing information, conducting research, and developing safety performance indicators in rail transit safety activities, as well as performing inspections, audits, assessments, and studies as necessary.
The incumbent supports all aspects of the State Safety Oversight (SSO) Section. The incumbent conducts complex technical and analytical research, special audits and investigations, as well as technical studies and recommends alternatives on a broad range of issues involving safety oversight for rail fixed guideway public transportation systems. The incumbent will make recommendations using the development of performance measures to improve rail transit safety, consistent with the principles of Safety Management Systems. This position prepares written and oral reports and briefings for department management on a wide range of highly complex issues related to rail transit safety oversight. The position will also ensure compliance with federal requirements for financial management and reporting.

The West Central Municipal Conference (WCMC), a regional non-profit association of west Cook
County and Eastern DuPage County Communities, seeks a Planning Coordinator. Position implements the transportation policy directives and coordinates planning activities of the WCMC.
Serves as Planning Liaison to the Central Council of Mayors for planning and programming the
local component of the federal Surface Transportation Program (STP). Assist with project
management on regional transportation studies. Provides assistance to members in preparing
transportation grant applications for federal and state programs. Liaison for members to various
federal, state, county and regional agencies. Performs other duties as assigned by the Executive
Director.

Nature of Responsibilities
The Planning Coordinator performs, but is not limited to, the following types of duties:

1. Liaison with other agencies – The Planning Coordinator works closely with officials from the Regional Planning Board, the Illinois Department of Transportation agencies to represent the needs of WCMC members and to gain a better understanding of the various programs of these agencies.

2. Coordinate programs and projects – The Planning Coordinator manages the Council of Mayors STP to ensure the timely implementation of the projects contained therein. The Planning Coordinator assists with managing special intergovernmental transportation projects such as the Cook DuPage Corridor Study. In addition, the Planning Coordinator monitors and disseminates information regarding other transportation finding programs such as the Regional Technical Assistance Program, Congestion Mitigation & Air Quality, Enhancement, and Unified Work Program.

3. Staff liaison to WCMC committees – The Planning Coordinator works directly with elected officials and municipal staff to determine and implement the WCMC transportation and planning directives. The Planning Coordinator staffs Conference committees by preparing meeting packets and meeting minutes and carrying out action items as directed by the committee.

Knowledge, Skills and Abilities
Bachelor’s degree in urban planning, public administration or a related field is required; a Master’s degree is preferred. Requires knowledge of municipal government; practices and methods applicable to a transportation setting; ability to manage multiple projects and work independently; and excellent communication, organizational and research skills. Mature judgement is required in balancing work required to staff the regional transportation council under the direction of the council chair and related activities for the West Central Municipal Conference under the direction of its Executive Director.
