Transit Capital Project Manager - NE Illinois at the Illinois Department of Transportation (IDOT) Chicago

Job Description: 

The Transit Capital Project Manager - NE Illinois at the Illinois Department of Transportation (IDOT) is responsible for the review and management of state public transportation capital improvement and operating grants in the Chicago metropolitan area of Northeastern Illinois (NE IL). This position provides assistance with grant related issues, procurement oversight, technical assistance, and meeting state program compliance requirements. In addition, this position is responsible for assisting the Section Chief in managing the day-to-day grant activities associated with the state capital improvement program and Regional Transportation Authority (RTA) operating funds.


This Transit Capital Project Manager - NE Illinois is accountable for the efficient and timely management of state funded capital improvement grants and state operating assistance grants. These grants are complex and involve equipment purchases, land acquisition, engineering, and construction of major improvements to the transit systems in NE IL including the Regional Transportation Authority (RTA) and its service boards, Chicago Transit Authority (CTA), RTA Suburban Bus Division (PACE), and the RTA Commuter Rail Division (Metra), as well as the City of Chicago. This position monitors the grant recipients’ management of capital improvement funds. S/He conducts the principal review of requests for contract concurrence to determine whether departmental procedures are followed and determines whether the proposed action is consistent with the grant application and grant contract documents. S/He maintains the data and filing system necessary for the analysis of a wide variety of issues. Other responsibilities include onsite inspection of project facilities, equipment use, and construction activities.

Valley Regional Transit seeks an experienced, innovative Principal Planner with a proven track record  managing complex projects. Reporting to the Chief Development Officer (CDO), the Principal Planner  supervises planning staff, is responsible for delivering priority projects identified in the VRT’s  Transportation Development Plan (TDP) and helps identify and scope out future projects. The  principal planner also ensures VRT’s planning activities are coordinated with planning activities of  local jurisdictions, state and regional transportation agencies, and other public transportation  providers.  

The ideal candidate is:  

  • An excellent leader and project manager with specific experience in transportation planning and development.

Responsibilities:  

  • Identify and prepare initial scope and costs estimates for service projects through use of  regional and local plans  

  • Identify and coordinate development and or timing of capital projects associated with service  projects by collaborating with the Capital Projects Manager  

  • Oversee detailed transit planning and consultant contracts and represent VRT in various  capacities  

  • Manage the delivery of transit service projects, including fixed route and specialized services,  working across departments and agencies to keep projects on time, within scope and within  budget  

  • Develop the skills of the planning team  

  • Monitors and ensures compliance with local, state, and federal laws including Title VI  

  • Supports specialized planning functions such technical support for grant applications,  environmental studies, data analysis  

  • Advises the CDO on all planning-related matters  

  • Assigns work to professional staff, ensuring adequate training and resources to effectively  accomplish assignments  

  • Prepares reports, presents, and advises various councils, boards, and commissions in  planning-related issues  

  • Prepares reports on department activities, recommending improvements and modifications  

  • Handles sensitive personnel matters 

  • Participates in budget preparation and administration; monitors, and controls expenditures

Minimum Qualifications:  

  • Bachelor’s or master’s degree in a related field (i.e. community or transportation planning);  or equivalent experience  

  • Minimum 5 years of experience managing complex projects preferably in transportation  planning  

  • Minimum of 3 years’ experience supervising high level staff  

  • Thorough knowledge of urban and transportation planning and development and  government policies and procedures  

  • Thorough knowledge of urban planning and development, transportation, and environmental  planning  

  • Knowledge of local government policies, practices, and procedures  

  • Knowledge and experience in research methods and statistical principles related to urban  growth and transportation planning  

  • Knowledge of methods and techniques of effective technical report preparation and  presentation  

  • Working knowledge of pertinent federal, state, and local laws, codes and regulations  including recent changes

Coordinator Special Services Planning, CTA

Position Title: Coordinator, Special Services Planning

Position Summary: CTA implements special service on the bus and rail systems when regularly scheduled service levels are inadequate for expected ridership or there is a scheduled service interruption. Special services are primarily grouped into three categories: providing service for large events, providing service for area high schools and colleges, providing bus shuttles during rail construction events. For each of these categories, the Coordinator of Special Services Planning maintains a database of event schedules, analyzes past ridership and projects future ridership, creates service plans, works with the Scheduling department on producing schedules, coordinates with the Operations department on implementing service, and analyzes service post-event. Examples of service changes could include extra trips on a given bus route, modified routings to serve an event, changes to vehicle types, extra bus service provided at school dismissal times, and bus shuttles to supplement a rail construction project, among others. The person in this position works on many special events at once, coordinating among several internal and external stakeholders, and must reach consensus among all parties in a timely manner to provide a service plan that best serves ridership demand within CTA’s operating and budgetary constraints.

Primary Responsibilities: 

  • Reviews special service ridership trends to determine potential need for supplemental transit service. Historical ridership and transit operations data will be used to evaluate demand.
  • Prepares recommendations for service, for large events, bus shuttles, and school related service, including potential cost, revenue, manpower, and equipment implications.

    • Determines supplemental funding needs as appropriate for contractual services.
    • Reviews material with management staff, including discussions with Budget department to ensure compliance with budgetary constraints.
  • Designs draft schedules and routing information as needed. Prepares written reports, briefings, presentations, and responses to inquiries regarding facilities, equipment, and service.
  • Develops and maintains special service database that provides historical fleet and manpower requirements for recurring events. Provides support for one-time events including guidance on estimated supplemental needs.
  • Coordinates with CTA Departments and external agencies to obtain data and implement special services.
  • Conducts fieldwork and research to gather information on various CTA facilities, operations, and service. Develops teams to assist in collection of data as needed.
  • Performs related duties as assigned.
Challenges: 
  • Must track the schedules of special events and schools within the CTA service area, which change regularly. 
  • Must keep all internal stakeholders abreast of all special event service in a timely manner.  Coordinating among many internal and external stakeholders.
  • Must strike a balance between providing adequate service while using CTA resources efficiently (vehicle availability, workforce availability, etc.).
  • Fast-paced work environment while working on many service plans at once.
Education/Experience Requirements:
  • Requires a bachelor’s degree in Transportation Planning, Urban Planning, Engineering, Statistics, Economics, Business Administration, Data Analytics or other disciplines with a strong quantitative component, or a significant amount of experience in the transportation field.
Physical Requirements:
  • Requires sitting for extended periods of time, standing, visual acumen, manual dexterity and fingering for working with computer keyboards.

  • Working knowledge of CTA rail and bus operations and service area is preferred.

Senior Planner, Freight - Chicago Metropolitan Agency for Planning

What: The Senior Planner will be responsible for management, oversight, and implementation of CMAP’s forthcoming Truck Routing and Community Studies, a project to investigate truck mobility and investment needs in three of the region’s industrial and logistics clusters. DESCRIPTION:
The Planning and Development Department is seeking to fill a new Mobility planning position with a Planner III or IV (Urban Design). The position level and salary will depend upon experience.

Planner III/IV (Mobility) will be responsible for managing the advancement of the Inner Circle Greenway Framework Plan and planning of additional greenways; managing a citywide campaign for bike-pedestrian safety; and partnering with public, private and citizen partners in an inclusive effort to advance pedestrian and bike infrastructure projects.


EXAMPLES OF DUTIES:
The Planner III (Mobility) performs a variety of planning and design functions including but not limited to:
  • Performs advanced professional work related to a variety of planning assignments;
  • Manages complex planning studies and development applications, and reviews consultant proposals;
  • Reviews and processes complex comprehensive plan amendments, rezoning recommendations, annexations, site plans, and plats;
  • Develops project budgets, administers bidding processes, and verifies contract expenditures and compliance;
  • Conducts research and prepares statistical reports on land use, physical, social, and economic issues;
  • Provides professional planning assistance to member communities on varied land use projects;
  • Develops transportation plans, studies, and analyses on a regional basis;
  • Works in regional program areas relating to natural / water resources planning, community development, hazard mitigation, and others;
  • Performs field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans;
  • Schedules and conducts meetings with advisory boards and elected officials;

  • Reviews sites, plans, and ongoing construction to ensure compliance with proposals or certain local, State, and Federal regulations;
  • Proactively shapes and manages the City's urban design roles and responsibilities as established by the Master Plan, City policy, and departmental mission, policy, and practice;
  • Provides lead urban design direction to citizens, contractors, departments, management, etc.;
  • Responds to the most complex complaints and inquiries in a professional and proactive manner;
  • Oversees educational information and programs;
  • Coordinates and reviews the work of lower-level planners; and
  • Manages plans for sustainability projects or programs to improve energy efficiency, minimize pollution or waste, or conserve natural resources; utilizes LEED and other best practices for sustainability plans and programs.

MINIMUM QUALIFICATIONS:
Education
  • Planner III (Mobility) -- Bachelor's degree from an accredited college or university, with major course work in urban planning, architecture, public policy, or a closely related field.
  • Planner IV (Mobility) -- Master's degree from an accredited college or university with major course of work in urban design, city planning, environmental planning, architecture, landscape architecture, historic preservation, or other related field of study.
Experience
  • Planner III, three (3) years of professional experience in urban design, urban planning, transportation/ mobility/streetscape planning and implementation.
  • Planner IV, four (4) years of professional experience in urban design, urban planning, transportation/ mobility/streetscape planning and implementation.
  • Strong project management experience.
  • Technical knowledge of transit, bicycle and pedestrian systems.
  • Knowledge of bike/pedestrian safety, preferred.
  • Experience with city government or transportation departments, preferred.
  • Must demonstrate proficiency with integrated word processing and spreadsheet functions.
License/Certificates
Possession of a certification sponsored by the American Institute of Certified Planners (AICP) may be required.

Equivalency
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
