What: The Seattle Department of Transportation is hiring a Strategic Advisor 1 for a full-time, 2-yr term-limited assignment to support the overall implementation of the Transportation Equity Program. The overarching goal of the Program is to create, deliver, and scale income-eligible mobility options within disproportionately cost-burdened communities living and accessing the City of Seattle. This position will develop and implement qualitative and quantitative data analysis and collection methodologies to inform and scale income-eligible programs, policies, and services in communities. Additionally, this position will develop and track Program performance indicators, pitch and implement income-eligible pilots, support the expansion of several existing programs (i.e. Ambassador Program, Income-eligible Car Share, ORCA LIFT Low-income Access to Transit, Youth ORCA, Car Tab Rebate), and work directly with the Transportation Equity Program Manager to create and deliver innovative, culturally relevant, and context-sensitive programming with diverse community partners and stakeholders. The position will require excellent communications skills, the ability to assess and analyze data, programs, and policies, maintain existing and forge new relationships with community stakeholders, human service providers, mobility service providers, advocacy organizations, community-based organizations, and will represent the Department on a variety of internal and external coalitions and committees.

The Capital Area Regional Planning Commission in Madison, Wisconsin, is seeking a Environmental Resources Planning Division Director. The Environmental Resources Planning Division Director oversees the technical pollution abatement planning and resource protection work of the Capital Area Regional Planning Commission (CARPC), and oversees and directs the water quality planning responsibilities of CARPC.
This position also:
  1. provides problem assessment, program planning, policy analysis, and policy recommendation to address resource management, pollution abatement, and infrastructure problems that are documented through the resource assessment and inventory work of the Division; 
  2. provides testimony in annexation hearings for the Metropolitan Sewerage District, and in other hearings related to state environmental rule-making as well as rule-making work groups with various state and regional agencies with resource conservation authority; and

A multi-disciplinary combination of urban and environmental planning and environmental engineering, or training in closely related fields is necessary. Minimum education and experience for this position includes a Masters degree with six years of related experience, at least four of which include advanced planning experience with supervision and program management responsibility. A Professional Engineering certification is also needed, because this position has the ultimate responsibility of review, revision, and approval of engineering plans and documents prepared by developers’ consultants, wastewater system design engineers, water supply system design engineers, and stormwater management system engineers. Sullivan County Division of Planning & Environmental Management is seeking an ECONOMIC DEVELOPMENT PLANNER. This is a mid-level professional planning position responsible for a diverse range of planning and economic development program functions.  These assignments may include, but are not limited to, program planning, small business development, reporting and program evaluation, financial management, assisting in the development of economic and community revitalization plans and participating in the identification and application of State and Federal grants.  Work assignments may increase in level of complexity and responsibility as the incumbents' professional competence increases.
Candidate must possess a  Master's Degree or higher in planning, economic development, community development,  business studies, environmental studies, geography, public administration or a closely related field and four (4) years’ experience in community and economic development planning;  or a Bachelor's Degree or higher in planning; economic development, community development,  business studies, environmental studies, geography, public administration or a closely related field and six (6) years of experience as described above.
Note: Post Bachelor’s work in planning or a closely related field can be substituted on a basis of thirty (30) credits being equivalent to one (1) year of required experience.

The City of Oakland is currently recruiting a Health & Human Services Program Planner (Selective Certification - Homelessness/Rapid Re-Housing) for the Human Services Department. The incumbent will utilize appropriate planning, analysis, development and implementation skills to strategically support Oakland's homeless system of care and interventions using a Housing-First philosophy and oversee division budgeting. Responsibilities include coordinating funding resources in collaboration with local systems of care (Public Health, Behavioral Health Care, Housing Development, Social Services, HUD, State HCD, etc.); the redesign of a transitional housing model of programming to a permanent supportive housing and rapid re-housing model of programming; identifying new resources to support the expansion of permanent supportive housing for homeless and at risk populations in Oakland; and maintaining and further developing strong and collaborative relationships with Alameda County mainstream service agencies and county-wide EveryOne Home effort to end homelessness.
Minimum requirements include a Bachelor's degree from an accredited college or university in City and Regional Planning, Public Administration, Public Health, Social Welfare or closely related field with an emphasis on planning and policy development (a Master's degree is highly desirable) or appropriate experience may be substituted for graduate work on a year-for-year basis. This position requires experience in program planning, systems analysis, budget analysis and development, and strategic planning. Must have knowledge of policy direction and rules/regulations of local, state, and federal funding sources for homeless and special needs populations and Housing First and Rapid Re-Housing Methodology, along with good research, data analysis, evaluation, interpersonal, and grant preparation/administration skills. Additionally, knowledge of local, state and federal funding sources for homeless and special needs populations is highly desirable, while experience in program management, research, budget analysis, and staff supervision is desirable.
