Job Description

  • Contributes to the continued enhancement of information technology by participating on technical and management committees (i.e. Programs & Risk Committee); continuously seeks opportunities for coordination and collaboration with other departments, agencies and cities; positively influences organizational effectiveness and change through participation, collaboration and leadership with intra-governmental and external agencies; provides leadership in collaborative efforts in the region and state that benefit the department's programs and specific projects.

Job Requirements
Minimum Qualifications:
  • Bachelor’s Degree in Computer Science, Geography, Urban Planning, Information Technology, Public Administration or related field. 
  • Four (4) years in Information Technology Automated Information Mapping System (AIMS), particularly knowledge and experience using ESRI product line, including but not limited to ArcGIS Desktop, ArcGIS Server and SDE.
  • Two (2) years supervisory experience in Information Technology. 
  • One (1) year experience in municipal or county government preferred.

DESCRIPTION:

Under the direction of the Assistant City Manager, the Management Intern performs developmental-level professional work for the City Manager’s Office and participates in and leads a variety of projects contributing to the continued success of various organization-wide initiatives. KEY RESPONSIBILITIES:

 Perform developmental-level professional administrative work, research, and analysis in support of the City Manager’s office, the Mayor, and Council as directed.

 Interact regularly with personnel from other departments to ensure effective interdepartmental communication and maximize operational effectiveness.

 Respond to citizen inquiries/requests and resolve all issues within assigned scope of responsibility in a timely manner, referring more complex issues to the Assistant City Manager for resolution.

 Facilitate program for Olathe third graders to learn about local government.

 Act as staff advisor to the Olathe Teen Council.

 Attend and participate in various organizational meetings of the  City Council and Council sub-committees as directed.

 May facilitate employee committee or ad hoc groups.

The City of Topeka (KS) is seeking qualified candidates for a Planner I.
This is an entry level multi-modal transportation planner position with the City of Topeka (population 127,473) Planning Department/MPO primarily responsible for bike/pedestrian/transit and complete street planning activities. The Planning Department serves as staff for the Topeka MPO. The position will also share duties with the Topeka Metropolitan Transit Authority (TMTA) as an MPO partner. 
This position will assist in implementing the Topeka Bikeways Plan, Topeka Pedestrian Master Plan, transit route study, and MPO initiatives. The Bikeways Plan has been adopted and is fully-funded for construction of 122 miles of bikeways. The Pedestrian Plan is in progress and also has approved implementation funding in the City’s CIP. TMTA just initiated the first bike-share program in the state. Duties for bike and pedestrian projects are under general direction of the City’s Transportation Planning Manager while transit planning duties fall under the general direction of TMTA’s General Manager.
We are looking for an energetic and well-rounded planner with an interest in leading the community through our exciting multi-modal transportation initiatives. Greatest consideration will be given to those demonstrating skills for public engagement/relations, organizing, GIS mapping, and effective time management. Minimum qualifications: Master’s Degree in planning or closely related field, OR a Bachelor’s Degree in planning or closely related field with four years of municipal planning experience.

The City of Hutchinson is seeking an Associate Planner.
Under the supervision of the Senior Planner and the Director of Planning and Development, the Associate Planner is responsible for the full range of planning functions within the City, including zoning, subdivision, historic preservation, floodplain, code enforcement, comprehensive planning, community development and housing support, grant support and planning functions. Writing reports, providing citizen assistance and gathering information for the Senior Planner, Department Director and City Council are expected.  This employee should possess excellent communication, organizational and public relations skills. 
Duties:
  • Meets with citizens and developers and helps guide them through the development application process, anticipating potential issues and offering alternatives.
  • Interprets and enforces the zoning regulations and issues zoning permits, including but not limited to fence permits and sign permits; 
  • Prepares reports for and provides staff support to the Planning Commission, Board of Zoning Appeals, Subdivision Committee, Community Improvement Commission and Landmarks Commission; 
  • Conducts research projects; 
  • Notifies property owners of proposed developments and prepares public hearing notices for publication in the local newspaper; 
  • Reviews site plans and subdivision plats for compliance with regulations; 
  • Prepares GIS maps for reports and prosecutions; 
  • Reviews and authorizes building permits and certificates of occupancy on behalf of the Planning and Development Department; 
  • Analyzes the City’s Flood Insurance Rate Maps and historical district/landmark maps and makes determinations based thereon; 
  • Conducts zoning investigations and prepares zoning violation notices; 
  • Makes oral presentations to the Planning Commission, Community Improvement Commission, Subdivision Committee, Board of Zoning Appeals and Landmarks Commission; 
  • Performs historic review using the Secretary of the Interior’s Standards for Rehabilitation for designated properties; and 
  • Assists with development and implementation of the Comprehensive Plan.
Experience:  
A minimum of one year of similar or related experience is preferred.  The employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months of employment.
Education:
A bachelor’s degree in Urban Planning, Geography or a related field is required, with a master’s degree in one of these fields desirable.

Qualifications for this position include: a bachelor’s or master’s degree and two or more years of increasingly responsible experience in fields of and/or closely related to neighborhood/community development, city planning, public policy/administration, public health, or parks and recreation. The nationally recognized Department of Landscape Architecture and Regional & Community Planning (LARCP) at Kansas State University is seeking candidates for a position in the Regional & Community Planning program. The position is open; among similarly qualified candidates preference will be given to those with expertise in one or more areas compatible with university and college foci that are addressed by planning at a regional scale, including transportation, food systems, water, energy, climate change, and social justice. This is a nine-month tenure-track appointment with annual review. The Department The Department is located in the College of Architecture, Planning, and Design at Kansas State University, a land grant institution.
