The Institute’s primary audience is governors, legislators, and other elected and state-level policymakers.

The Hunt Institute seeks a policy analyst or senior policy analyst (PA) to join the Policy & Program Team (title and designation will be determined based on selected candidate’s relevant experience ). The PA maintains an expert understanding of education policy issues and readily translates them into publications and curriculum for high-level state policymakers. S/he conducts research and analysis on relevant policy issues and writes policy briefs, primers, and case studies for dissemination to the Institute’s policymaker audiences. S/he plans and executes agendas for policymaker convenings. The PA collaborates with both the Director and Associate Director of Policy & Program to build relationships with key constituents in the Institute’s networks (such as North Carolina).

The PA reports to the Director of Policy & Program (DPP).

Principal Functions

Education Policy Analysis, Tracking, and Networking
The PA serves as the subject matter expert on assigned education policy areas in internal strategic planning sessions, partner meetings, meetings with policymakers, and during the development of publications and events. S/he prepares and communicates timely analyses in meetings, presentations, and in written documents. S/he contributes to and attends conferences and meetings, including meetings of various national professional associations, advocacy organizations, and policy research organizations.

Curriculum Development and Project Management
The PA serves as the lead project manager for policymaker convenings, such as the Holshouser Legislators Retreat ; project management includes designing and executing agendas, identifying and preparing speakers, developing materials, and managing the project timeline. The PA will work in coordination with the Associate Director of the Hunt-Kean Leadership Fellows (or her designee) on event logistics. As needed, the PA supports the development of curriculum for the Hunt-Kean Leadership Fellows around areas of content expertise.

Publications and Content

The PA authors policy briefs, primers, case studies, state-specific policy summaries, signature publications, such as re: VISION and coNCepts, and other innovative content. S/he synthesizes information from a variety of sources into concise, nonpartisan documents that reflect the current political and education policy context. The PA also contributes to the institute’s blog, The Intersection, as appropriate.

Evaluation and Strategic Planning
The PA participates in long-term planning for the institute’s work with policymakers. S/he supports ongoing program improvement by developing methods to capture participant feedback and makes recommendations for potential follow-up activities for policymakers.

Qualifications
The position requires a bachelor’s degree in public policy, education, public administration, or related field; master’s degree in public policy preferred. Candidates should possess at least 3 years of relevant experience; candidates with at least 7 years of directly relevant experience may be considered for senior policy analyst position.

POSITION DESCRIPTION | We are seeking Analyst or Senior Analyst candidates for a January, 2016 start to join a small project execution team that will be based in Raleigh, NC. Our team will support HR&A’s New York, Washington, DC, Los Angeles, and Dallas offices in serving clients throughout North America, with a focus on serving the Southeastern US market.
Analyst: Analysts are the foundation of HR&A’s team-oriented, collaborative structure. Tasks may include real estate market analysis; case study research; strategic planning; preparation of real estate pro formas for a range of uses and public-private structures; economic and financial analysis; and public policy analysis. Analysts also help prepare marketing materials, proposals, and client deliverables in the form of written reports, memos, PowerPoint presentations, and Excel models.
Senior Analyst: Day-to-day tasks will require completing complex real estate and economic assignments including pro forma analysis for a range of uses, market feasibility research, fiscal and economic impact studies, public-private partnership strategies, and public policy design. The Senior Analyst will review and present client deliverables, including memos, reports and PowerPoint presentations; and will support the firm’s business development efforts. EXPERIENCE REQUIRED | Successful candidates for both positions will possess strong skills in both quantitative and qualitative analysis. The Planner must be highly involved in overseeing consultant activities and public involvement requirements in support of transit projects. CRL was created in 2002 to protect homeownership and family wealth by working to eliminate predatory lending and other abusive financial practices. Our work has helped lead to major changes in lending practices, saving families over $2 billion annually. CRL has more than 40 employees and offices in Durham, NC; Oakland, CA; and Washington, DC.
CRL is an affiliate of Self-Help, a community development lender founded in 1980 that has provided over $6 billion in financing to help more than 75,000 low-wealth borrowers buy homes, build businesses, and strengthen community resources.
Position Description:
The Research Team at the Center for Responsible Lending (CRL) combats abusive financial practices by conducting timely, innovative, rigorous and accessible analysis that provides the foundation for CRL's advocacy. Throughout the organization's 13 year history, CRL Research has distinguished itself as a trusted authority on predatory mortgage lending and payday lending and, more recently, on a broad range of consumer finance issues that includes student debt, excessive overdraft fees and abusive debt collection. CRL seeks two new team members to conceive, execute, and publish research and quantitative policy analysis related to predatory lending and consumer protection.
Essential Responsibilities:
  • Design, manage and execute quantitative and qualitative research projects on a variety of consumer finance issues relevant to CRL's mission - from inception to publication and dissemination. Senior Researchers expected to perform task with more independence and less guidance than Researchers.
  • Perform and interpret quantitative and statistical analyses of publically available data (e.g. Survey of Consumer Finances, HMDA) and proprietary consumer finance data (e.g. credit bureau data, loan level performance data).
  • Develop and maintain comprehensive, up-to-date knowledge and understanding of market trends for relevant financial products and financial institutions by analyzing such sources as bank call reports, SEC filings and industry analyst reports.
  • Critically review articles in academic journals and reports by think tanks.
  • Provide quantitative analysis expertise to internal staff.
  • Present research findings to both external and internal audiences.
  • Work closely with CRLs policy, communications, and outreach staff to ensure CRL research is relevant to policymakers and the general public.
Minimum Qualifications:
  • Graduate degree in economics, statistics, urban planning, public policy or related field.
  • Researcher candidates should have two (2) years of quantitative or qualitative research, program evaluation, or quantitative policy analysis experience. Candidates for Senior Researcher position expected to have four (4) years of experience.
  • Strong statistical analysis skills, including experience using regression and other multivariate analysis tools.
  • Professional experience and academic training in the use of SAS, SPSS or other statistical analysis software, as well experience with both Microsoft Excel and PowerPoint.
  • Affinity for collaborating with colleagues on the research team and other CRL teams (e.g. policy, communications, outreach).

Desired Qualifications:
  • Familiarity with issues of consumer finance (such as mortgage lending, payday lending, student lending, debt collection, or other issues impacting low-wealth, financially-vulnerable households).
  • Experience analyzing market trends for by analyzing such sources as bank call reports, SEC filings and industry analyst reports.
  • Prior experience analyzing individual, household, transaction, or level data to quantify impact of consumer finance products on consumers.
Physical Requirements:
Frequently requires use of manual dexterity and repetitive motions, primarily with the wrists, hands,
and/or fingers. Must be able to occasionally lift and exert force of up to 10 pounds.

Responsibilities:
Stantec’s Urban Places Group continues to grow in Charlotte, NC.  We are looking for a highly-motivated, multi-disciplinary planning professional with expertise in urban design and community planning who is passionate about creating walkable, urban places. Top candidates will have excellent graphic communications skills, superior writing capabilities, be highly organized, have a strong public presence, and a clear understanding of the relationship between urban analytics, design, and economics. The candidate should be able to manage multiple projects in a dynamic, fast-moving environment.

Qualifications:
  • A Bachelor’s Degree in Planning, Architecture, Landscape Architecture or Urban Design is required. A Master’s degree in one of those fields is expected.
  • At least 5 years of relevant experience in the Planning and Design Industry
  • Extensive experience with public engagement including week-long public design charrettes
  • Proven leadership skills as a part of a team.
  • Strong, sophisticated writing skills and excellent public presence in front of small groups and large audiences alike.
  • Proven experience in building rapport and trust with key clients, business leaders, and team members
  • Ability to travel as required
  • Full competency with Adobe Creative Suite, ArcGIS, and Microsoft Office. CAD and/or CommunityViz proficiency is a plus.
  • Candidates work experience should demonstrate appropriate level of responsibility, work group leadership skills, understanding of the long term view in building client relationships, superior customer service and communication skills both written and graphic.
  • Desire and the ability to contribute on multiple levels within the design process are critical. Demonstrated responsibility, maturity and commitment to a team driven environment are key advantages.
