GENERAL PURPOSE:
Under general direction, provides transportation-related information and analysis to participate in the planning and updating of Sound Transit’s Long-Range Plan and Regional High Capacity Transit System Plan. Participates in system planning to support Sound Transit’s agency goals. Participates in regional outreach and Transit Orientated Development (TOD) efforts to raise the awareness of TOD in the region; supports corridor HCT studies through leadership of TOD planning and corridor land use planning efforts.
ESSENTIAL FUNCTIONS:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Develops, coordinates and reviews the transportation analysis methods, data and materials used for environmental analysis and design of high-capacity transit projects.
• Manages data collection and reporting projects; develops reports in support of federal grant requirements.
• Provides transportation-related research and reporting services for other Sound Transit departments and staff.
• Helps lead and coordinates the work activities of staff, consultants and consultants participating in planning studies and projects with significant scope and complexity.
• Serves as team leader, co-lead, or participant on capital infrastructure projects and corridor HCT studies regarding TOD with work performed by Agency staff and consultants, as well as representing Sound Transit in local planning studies, to help implement the Agency’s TOD policy.
• Provides support to the division/department on matters as directed; serves as staff on a variety of committees; prepares and presents staff reports and other necessary correspondence; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures compliance with Agency policies and procedures, rules and regulations.
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors Degree transportation planning, civil engineering, urban planning, or closely related field and three years of experience in conducting technical and research oriented planning and analysis work, preferably in a transit/transportation environment; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
None.
Required Knowledge of:
• Operational characteristics, services, and activities of the Office of Planning and Development as it relates to area of assignment.
• Transit operations concepts, practices, procedures and policy issues.
• Transportation planning concepts, practices, procedures and policy issues.
• Land use and development patterns
• Geographic Information Systems (GIS) software (ArcGIS).
• Operational characteristics, services, and activities of a transit oriented and joint development real estate project transactions, real estate acquisition, relocation, property management and disposition.
• Transportation analysis methods and measures.
• Project management techniques and principles.
• Research and data collection methodologies.
• Pertinent federal, state, and local laws, codes, and regulations.
• Principles of business letter, technical, and narrative writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
• Developing and writing visual presentation materials such as illustrations, charts, and graphics.
Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Direction and oversight of consulting staff
• Using published environmental documents, other relevant Sound Transit documents, such as long-range plans and transit operations plans, Federal Transportation Administration guidance documents, and partner Agency published documents, such as environmental documents or technical data references.
• Using mathematics and statistics methods in forecasting and modeling a variety of financial and technical information.
• Preparing and analyzing data and comprehensive reports.
• Technical writing.
• Translating technical information for lay audiences.
• Responding to inquiries and in effective oral and written communication.
• Applying project management techniques and principles.
• Working cooperatively with other departments, Agency officials, and outside agencies.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
