Transportation Equity Manager position

CNT is seeking an innovative and committed leader to serve as manager of CNT’s transportation program, with a specific focus on transportation equity. The organization has a history of leadership in the transportation field and is recognized as a national innovator and effective advocate in the field of environmental justice and transportation equity. CNT has significant analytical strength, as shown in several recent products: the pioneering H+T Index, which demonstrates the hidden transportation costs in housing location decisions; the Right-Size Parking Calculator, which helps communities more realistically plan for parking needs; AllTransit, which compares transit access across the nation; equitable Transit Oriented Development (eTOD), which allows analysis of housing affordability near transit; and Cargo Oriented Development (COD), which demonstrates the use of freight transportation assets to leverage sustainable, industrial redevelopment. CNT also launched one of the nation’s first car-sharing companies, I-Go. CNT has leveraged these tools to assess transportation equity in cities around the nation through the Equity and Smart Mobility report and actively engage in pressing policy conversations in the Chicago Region, including the recently enacted congestion fees on transportation network companies and a soon-to-be released report evaluating the city’s e-scooter pilot.

With the hire of this position, CNT intends to strengthen its work in the transportation field. Equity and environmental justice will remain a priority, and CNT will use its analytical strength, policy understanding, and experience in advocacy, community engagement, and development to ensure that transportation investments support equitable outcomes. In particular, CNT will dive deeper into the impact of disruptive transportation technologies on our cities, suburbs, and society in general; the organization will continue to advocate for diverse mobility options, with the most direct focus on public transit as well as freight and logistics. CNT also will continue to take a broad and multidisciplinary view of the transportation system, with attention to its impacts on energy use, climate sustainability and resilience, housing accessibility and cost, economic development, and similar considerations.

Several example of ongoing and upcoming projects that are within the portfolio of the transportation equity manager include:
  • In partnership with TransitCenter, evaluate and establish national best practices for use of equity-focused performance measures in public transit operations, policy decisions, and capital expenditures.
  • In partnership with numerous advocates and community-based organizations, scope and launch a transportation equity network in the Chicago region, and use this as a vehicle for significant future analytical and policy work.
  • Maintain close connections with the City of Chicago, among other cities, on evaluation and policymaking around regulation and pricing of transportation network company services, micro mobility services like scooters, and other innovations.
  • Other projects with similar scopes and outcomes.

CNT is based in Chicago and does significant work in the Chicago metropolitan area and surrounding states, but also works on a national basis. The transportation equity manager’s interests and ambitions should reflect CNT’s national profile.

CNT expects that the transportation equity manager will contribute to all the above activities in the following ways:
  • Thought leadership. The transportation equity manager will be responsible for positioning CNT at the forefront of transportation policy discussions, particularly in terms of equity.
  • Program development and management. The transportation equity manager will organize CNT’s various transportation initiatives into a coherent program, and will explore, initiate, and manage discrete projects within the larger program. Responsibilities include developing multi-year goals and managing projects and programs. 
  • Research and analysis. The transportation equity manager will engage with CNT’s urban analytics department on the production of innovative, original analysis. Strong analytical abilities are a plus, as well as the ability to work with analysts on joint projects. The transportation equity manager will promote the use of CNT’s analytical tools related to transportation and will help guide the design of these tools so that they are as useful to practitioners as possible.
  • Demonstration program management. CNT’s research and analysis are not theoretical but applied to real world cases. The transportation equity manager should be capable of contributing to direct implementation of CNT’s ideas.
  • Advocacy and communications. The transportation equity manager will represent CNT externally in a variety of settings – sometimes supporting existing policies and proposals, but sometimes offering criticisms and challenging the status quo. 
  • Fundraising and program support. In collaboration with other senior staff, the transportation equity manager will support fundraising efforts for the transportation program. With support from others at CNT, the transportation equity manager will cultivate new funding opportunities, expand existing funding relationships, seek funding from both philanthropic sources and competitive RFPs, and build productive partnerships with other organizations and companies.

  • Knowledge of emerging issues in transportation and understanding of their potential to affect our cities and broader society.
  • Multi-disciplinary interest, and ability to coordinate with CNT’s ongoing activities in other topics, including water, climate, energy, and sustainable economic development.

This position requires education in urban planning, transportation planning, public policy, or related field and at least 3-8 years of professional experience.

This position reports directly to CNT’s CEO, and will also work closely with the Vice President of Government Affairs.

Position Description

The Planner will be responsible for the following tasks:
• Collect, organize, analyze, and input data used by SSMMA Housing staff and South Suburban Land
Bank and Development Authority (SSLBDA) staff to identify, evaluate, and make inferences on
trends used to assist with decision-making using ArcGIS and Microsoft Excel.
• Conduct research and prepare resultsfor use by SSMMA staff on planning initiatives, site development opportunities, and local ordinances.
• Update and maintain records pertaining to properties donated, purchased, or considered by the
SSLBDA.
• Provide planning technical assistance to SSMMA staff, member municipalities and regional partners.
• Work to promote Transit Oriented Development (TOD) in the SSMMA region in conjunction with
Enterprise Community Partners.
• Assist SSMMA member municipalities with TOD and housing plans.
• Collaborate with municipalities and partner organizations on regional planning initiatives.
• Assist with updating the SSMMA housing website.
• Participate in SSMMA-related events.

Required Skills

The Planner should have a working knowledge of ArcGIS software including ESRI ArcGIS 10.3 and ArcGIS Online. Familiarity with ESRI Business Analyst Online, ESRI Network Analyst, and ESRI Spatial Analyst is desirable.

A bachelor’s or Master’s degree in progress in urban and regional planning or related field of study is
required. Relevant professional experience may be substituted for education.

Summary of Duties

Minimum Acceptable Qualifications
  • Must have a Bachelor's degree Urban, Regional, Transportation Planning, Business Administration, Geography, Economics, Statistics, Applied Mathematics or related discipline. Master degree preferred.
  • Must have four (4) years experience of hands-on experience with statistical analyses, other quantitative analyses, geographic analysis, data management or travel demand forecasting. Some experience should include significant project/task management. 
  • Experience with Geographic Information Systems (GIS) required.

Qualifications: Candidates must have a Bachelor’s degree plus 10 year of relevant experience, or a Master’s degree plus 6 years relevant experience, in transportation planning, city/regional planning, engineering, public policy, or a related field. Ideal candidates would have experience with regional transportation planning, corridor studies, combined land use and transportation planning, transit oriented development, parking planning, public meetings, Metropolitan Planning Organizations, and working with state or local government.
Compensation is consistent with experience. Starting salary ranges from $60,000 to $70,000 depending on experience. MAPC employees receive an excellent state employee benefits package, including group health insurance.

The Senior Planner/Department Head position provides opportunities to lead the award-winning planning and urban design departments and be a hands-on planner and manager for a wide range of exciting projects including TODs, planning and design for mass transit and transportation projects, specific plans, master plans, EIRs, campus projects, revitalization plans, streetscape projects, pedestrian plans and community plans for both public and private sectors.
Experience and expertise in project management, as well as management of a small staff, proposal writing/business development, land use/urban planning/design in California, excellent writing and communication skills, strong physical design and policy planning, and carrying a project from conceptual design through construction documents are required.
A Master's degree in Planning or related field and at least 15 years of experience in planning/urban design are required, with at least 5 years at a private consulting firm. California experience in Specific Plans and AICP are required. Experience in transportation planning and an undergraduate degree in Architecture or Landscape Architecture are desirable.

The Collaborative is seeking a proven senior planner/transportation planner to join a team of 35-person community development professionals supporting the rapidly growing, 10-year old City of Sandy Springs, GA. Located in metro north Atlanta, the city of 100,000 is a unique experiment in municipal government. On-site contractors perform a large share of the City’s services. The Collaborative, a Boston-based planning, design and communications firm manages the Departments of Community Development, Economic Development and Communications. 
With nearly $1B of commercial development occurring in the city, and over $250M of municipal funds being invested in the creation of a new city center, the position presents an exciting opportunity to lead a key City department in helping the City grow in a sustainable way.

Responsibilities
  • Provides technical guidance in support of short-term and long-range planning activities, plan review, zoning, and building development
  • Serves as a key team member of the planning team, bringing a special focus on project access and circulation, transportation impact analysis, and mitigation strategies
  • Conducts site plan review for permitting
  • Reviews patterns and trends in all modes of transportation in developing recommendations for controlling and regulating community development and services
  • Helps establish policies and programs for redevelopment, neighborhood improvement, and plan review with focus on improving mobility through all modes of transportation, complete streets policies, and transit oriented development. 
  • Establishes measures to ensure timely and effective implementation
  • Works with DPW engineers and applicants to effectively promote community transportation and mobility goals 
  • Serves as a technical advisor to City Boards and Commissions, City Council, Assistant City Manager, City Departments, and civic groups on transportation matters related to zoning, plan review, and related matters; interprets ordinances and regulations as they apply to respective areas
  • Provides technical assistance to engineers, developers, architects, a variety of agencies, and the general public interested in acquiring information related to, transportation
Qualifications
  • Minimum of three years’ experience serving as Senior Planner/Senior Transportation Planner or Transportation/Traffic Operations Engineer. Past position(s) should demonstrate extensive experience in urban and transportation planning, traffic operations and design, transit planning, community development, place-making, economic development, and growth management
  • Knowledge of current trends in active transportation, complete streets, trip generation, parking requirements, and use of bonus measures to encourage desirable development outcomes 
  • Ability to work effectively with a variety of conflicting or competing interests through consensus building, discussion and persuasion
  • Knowledge of land use and development principles and practices, engineering, plan review, and building inspection
  • Ability to research methods and sources of transportation information related to urban growth and development
  • Ability to effectively apply development techniques and practices to the establishment of strategies, programs, goals and objectives
  • Ability to present and communicate clearly and concisely, both orally and in writing 
  • Ability to establish and maintain cooperative working relationships with those contacted in the course of work

POSITION OBJECTIVE
Enhance passenger experience and value capture opportunities through the oversight of MNR's station area planning functions such as: Transit-Oriented Development (TOD), station environment planning (including the development of passenger amenities and complementary on-property retail developments), modal integration (including pedestrian, bike, bus, ferry and automobile access), and liaison between planning and development interests in local communities and key stakeholders throughout the Railroad and the MTA
RESPONSIBILITIES
  • Lead the station area planning program for Metro-North. Assess station/local needs with municipalities; survey land uses, assess assets, review zoning, understand station access/connectivity challenges and opportunities, and overall station-area design approach and opportunities. Work closely with partner entities (such as other MTA and municipal planning agencies) to ensure connectivity, leverage assets and capture value where possible.
  • Cultivate third party partnerships for program and infrastructure development at MNR stations. Assess and advance viable TOD opportunities in coordination with MTA TOD group. Create transportation/live/work/play station-based destinations (e.g. station plazas, shared use facilities, community-based market places, etc.). Capitalize on both MNR and surrounding assets and properties.
  • Oversee MNR's system-wide real property portfolio in coordination with MTA Real Estate which handles property transactions. Assist in strategic management of MNR property needs in close coordination with MTA real estate. Liaison between MNR and MTARE to review developing real estate matters affecting MNR. Present MNR Real Estate matters internally at the MNR executive level and to the MNR Committee of the MTA Board, as required (in coordination with w/Corp./Media Affairs Dept).
  • Champion expansion and enhancement of system-wide station net-leasing program including identification of new opportunities while managing current portfolio. Help assess passenger needs and identify retail opportunities. With MTARE, develop system wide strategies to enhance value of program and station property offerings through enhanced marketing, licensing/ leasing to maximize revenue and offer broader amenities to MNR customers.
  • Other duties as may be required to support Department, Division and Railroad objectives
REQUIRED QUALIFICATIONS
  • Self-motivated and capable of successfully managing multiple priority projects in a timely manner to meet deadlines.
  • Expertise in land-use and/or public space planning and principles.
  • Ability to interpret real estate documents (including contracts and leases.)
  • Expertise in project scoping and programming.
  • Knowledge of station area/community involvement and engagement process.
  • Knowledge of real estate development and property management.
  • Exceptional technical, managerial and people skills to skillfully navigate organizational and regulatory requirements to deliver high quality end-products.
  • Business savvy and entrepreneurial ability to translate strategies into implementation plans.
  • Ability to present information clearly and accurately both written and orally.
  • Working knowledge of MS Office.

REQUIRED EDUCATION/EXPERIENCE
  • Bachelor's Degree in Planning, Real Estate, Public Administration, Business Administration or related field.
