Responsibilities
The Senior Transportation Planner is accountable for providing senior transportation planning expertise and leadership to projects of medium/higher scope in support of a designated program related to transportation policy, forecasting, infrastructure / service development or engineering in an integrated, multi-modal environment.
  • Contributes senior transportation planning expertise to development of program/project strategies, plans and tactics.
  • Provides senior technical guidance, sharing the benefit of an advanced level of expertise with other planning professionals, while also providing leadership to designated projects.
  • Develops advanced transportation planning, methods, techniques and models in support of designated project deliverables, ensuring compliance with Department standards, policies and procedures.
  • Contributes as a member of a program team, providing a senior level of transportation planning expertise, identifying and recommending action on planning and project risks and opportunities, based on analysis of transport data, trends, and issues.  Alerts Program Manager to critical issues.
  • Collaborates with leaders and professionals across the organization, with a view to optimizing planning services and project outcomes.
  • Develops and manages relationships with stakeholders to understand needs, keep them informed and resolve moderate issues.  Provides senior technical support and advice to municipal/provincial working teams and advisory committees.
  • Oversees contractors and consultants, providing work direction and monitoring contract compliance.
  • Provides technical guidance to other planning professionals, including involvement in development and performance management.
  • Performs related duties in keeping with the purpose and accountabilities of the job.
Qualifications
The competencies for the position would typically be acquired through a Master’s degree in planning, engineering or a related discipline, and 3 - 5 years’ experience providing an advanced level of expertise and leading projects in an agency specializing in planning or transportation; or an equivalent combination of education and experience.

Technical Requirements
  • Advanced knowledge of the principles, theories, concepts and practices of transportation planning
  • Sound knowledge of plans, products, roles and responsibilities of government agencies, NGOs and associations
  • Sound knowledge of Translink’s decision-making context including its strategic context and organizational and governance structure
  • Leadership skills to provide a senior level of technical guidance and expertise to other transportation planning professionals and to lead projects
  • Analytical skills to identify and assess the impacts of transportation planning and project-related risks and opportunities in an integrated, multi-disciplinary environment; includes skills to analyze transport data, trends and issues
  • Communication skills to write and deliver well-prepared reports and presentations
  • Interpersonal skills to build trust by consulting with others and applying a team approach as needed to achieve solutions.  Includes negotiation skills as they pertain to contracts and conflict resolution at an intermediate level of risk and complexity.
  • Decision-making skills to make recommendations/resolve transportation planning and project-related issues, and to make recommendations on priorities.
Recruitment Process:  An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.  A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Organizational Role: TransLink’s planning responsibilities encompass a full range of areas including policy, corridor/major investment analysis, project development and design, research and forecasting, and regional multimodal plan development. This position is part of the Strategy & and Plan Development (SPD) team, within TransLink’s Department of Strategic Planning and Policy. SPD is responsible for the development of TransLink’s long-range strategy (most recently adopted as the Regional Transportation Strategy Strategic Framework in 2013) and TransLink’s 10-Year Investment Plan. The 10-Year Investment Plan is planned for updating in 2015, to be informed by the Investment Vision adopted in June 2014 by the Metro Vancouver Mayor’s Council on Regional Transportation. To develop these plans, SP&D works closely with other TransLink departments and operating companies, as well as partner agencies and other external stakeholders.

The S&PD work program includes activities in the following areas: funding and financial analysis in a public sector transportation context; stakeholder engagement and process (including with municipal and other partner governments); consultation and communications; regional planning outcomes assessment and presentation; major investment planning; and other areas relevant to the development of medium-term and long-term plans and strategies.
