Transportation Resource Associates, Inc. In-House Consultant Support to Florida DOT Fall 2014

Transportation Resource Associates, Inc. provides operations, management, and technical consulting services to the public transportation industry throughout North America. TRA specializes in transit and railway operations, transit safety and security, maintenance, and related areas. TRA provides a wide range of consulting services, from individual short- and long-term projects and program management, to in-house staffing of full-time specialists at client locations to support client needs.

In-House Transit Programs Consultant Position Description
The In-House Transit Programs Consultant is a unique position within TRA in that it will be fully allocated to transit safety programs assignments for the Florida Department of Transportation. The In-House Consultant is based in Tallahassee, and works directly under the direction of the FDOT Transit Safety Programs Manager at FDOT offices, with limited management from TRA personnel.

All of the Activities and Tasks identified below are generalized work activities anticipated for the In-House Transit Programs Consultant. Specific task activities would be accomplished in accordance with the directions of the Transit Safety Programs Manager.

SSO Program Certification Work Plan (CWP) Data Collection and Review

The consultant will assist the Transit Safety Programs Manager with the implementation of the FDOT State Safety Oversight Certification Work Plan (CWP). This CWP covers Florida’s oversight program for the Hillsborough Area Regional Transit TECO Line Streetcar System, the Jacksonville Transportation Authority Automated Skyway Express, The Miami-Dade Transit Metrorail and Metromover, and the Ft. Lauderdale WAVE Transit Systems. The consultant will assist with the collection, reviewing, and analyzing of relevant Federal and State Rules, regulations, issues, facts, and data to help develop policy recommendations, procedures, and safety requirements that will assist with formal Florida Administrative Code Rule development as FDOT transitions from the existing SSO Program under 49 CFR Part 659 to the new SSO Program authorized in the Moving ahead for Progress in the 21st Century Act under 49 U.S.C. 5329(e). The approved CWP is available for reference.

The consultant will work with the Transit Safety Program Manager to establish and maintain a detailed implementation schedule for all items of the CWP. The consultant will regularly monitor the CWP and update the progress of each item of the CWP on a monthly basis or earlier if needed.

The consultant will develop monthly and as needed summary reports on the status of the CWP process and 
any new federal or state SSO guidelines. The consultant will also develop a comprehensive bi-annual and an annual report detailing the CWP status, process, accomplishments and challenges.

The consultant will assist with developing necessary training to be delivered electronically and/or in person to FDOT Central Office, District Office, and Fixed Guideway Transportation staff on any new policy and/or rule development changes as a result of decisions made during the CWP process. Training may be delivered in-person or through electronic media (webinar) as required.

In-House Consultant Qualifications

A bachelors degree is required. An advanced degree and/or associated work experience is a plus. TRA has found that candidates with experience in transportation, engineering, planning, or similar disciplines, are most successful, however applicants with similar or parallel backgrounds will be

considered.

The in-house consultant staff member should possess a general working knowledge of or ability to learn the following competencies:
  •   Communications and Customer service
  •   Public Transportation
  •   Applicable federal and state laws, rules, and regulations that must include the Federal Transit
    Administrations circulars, orders and regulations that include Title 49 Code of Federal
    Regulations.
  •   Specific federal and state regulations and laws must include: 49 CFR Part 659, the Moving
    ahead for Progress in the 21st Century Act under 49 U.S.C. 5329(e) State Safety Oversight Program. If not already, the consultant must become familiar with and have a working knowledge of the requirements in 341.061(1) Florida Statute, and the Safety and Security Oversight Program Fixed Guideway Transportation Systems Manual 725-030-014 (incorporated by reference as Rule 14-15.017, Florida Administrative Code).
  •   Proficient in analyzing relevant transit safety issues, facts and available information to develop logical solutions.
  •   Researching, analyzing and interpreting policies and state and federal laws and regulations. Must be able to research inconsistencies of facts and data; drawing correct inferences from information and making recommendations that support reasonable decisions.
  •   Characteristics of the Safety Management Systems Approach (SMS).
  •   Transit rail investigative practices and procedures.
  •   Hazard Management practices and procedures.
  •   Rail fixed guideway transportation system operations and infrastructure.
  •   Transit planning methods, techniques and strategies.
  •   Planning, coordinating and handling multiple tasks to meet short and long term deadlines.
  •   Analyzing and organizing technical data.
  •   Preparing and writing professional detailed reports.
  •   Communicating complex ideas and information clearly, concisely, and effectively.
  •   Familiarity and experience with the FDOTs work program process is desirable, but not required.


    In-House Consultant candidates must be consistently detail-oriented, organized, and flexible. Candidates must have excellent communications skills, including both writing and verbal, a strong ability for critical thinking, and an excellent capacity to analyze, understand, and incorporate technical information. Candidates must also be able to think creatively about data and presenting it as useful and engaging information. Because of the high level of interaction with diverse technical staff, successful Candidates must be outgoing, engaging, and social, and must actively look for ways they can help FDOT. Candidates must be proficient in use of Microsoft Windows, as well as MS Office programs, especially Word, Excel, and PowerPoint. Database experience is a plus.

    This In-House Consultant will work in FDOTs offices in Tallahassee, but travel will be required throughout the state of Florida, as dictated by project needs. Position is salaried, and is based on a minimum 40-hour work week. Schedule and total hours may vary depending on current assignments.
