This position is responsible forconducting research, planning, scheduling, and adjustment of routes for LTD’s fixed-route transit system and making presentations and representing LTD in a variety of forums.

The essential functions of this position include:
- Coordinating and evaluating workload of transit planners and distributing work according to abilities; coordinating, planning, and leading weekly staff meetings; and providing liaison with other departments.
- Communicates effectively with other departments including operators in resolving service issues and conflicts.
- Managing the Bid process; overseeing staff involved and creating schedules, timetables and route maps for Graphics, the public and bus operators.
- Overseeing the bus stop and shelter programs.
- Managing an annual comprehensive evaluation of service and any other service redesigns.
- Monitoring performance of transit planners and providing input to performance evaluations prepared by department manager.
- Initiating, evaluating and coordinating software program upgrades for customized scheduling and data retrieval systems.
- Initiating/responding to requests that require technical expertise in Hastus software and the interface to Midas and TransitMaster.
- Managing specific route assignments.
- Evaluating system-wide service issues and making appropriate adjustments to address concerns.
- Coordinating review of land use developments from cities and counties.
- Representing the District in meetings with citizens, neighborhood groups, and public officials to receive and provide input into service planning.
- Overseeing transit planners working on the design and management of service for special events.
- Taking the lead on developing alternate routes and facilities related to Eugene, Springfield, LCC and UO Station service detours.
- Designing, coordinating, and evaluating various studies and preparing reports.
- Coordinating with consultants and interns, and managing temporary staff.
- Assisting mid and long-range transit plans, capital improvement programs, and fleet planning.
- Representing the department on technology-related projects.
- Assisting the department manager in the selection and training of planning staff.
- Assisting the department manager in the development of the departmental budget.
- Making presentations to the Board of Directors, public boards and councils, and other community groups.

Qualified candidates must have:
- Knowledge of the transit field and physical ability sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above essential job functions of this job description.
- Knowledge of transit planning principles, survey design, implementation, analysis, and awareness of trends in transit and recent transit research; transit facility design principles; computer applications for transit operations; principles and practices of supervision; public relations concepts; marketing concepts; public planning and involvement processes; occupational hazards and safety precautions and regulations; and District policies and procedures.
- Ability to utilize GIS software such as ArcView and ArcMap.
- Ability to exercise independent judgment in the analysis and solution of complex route and schedule problems, using logical reasoning and prudent judgment.
- Ability to effectively lead and coordinate team projects; select, assign, train, and supervise, transit planners; develop and produce written reports; deliver effective oral presentations to a variety of audiences; set agendas and chair meetings; work on several projects at the same time, with periodic interruptions; remain flexible in work assignments and respond rapidly to changing priorities; recognize opportunities to complete work more efficiently and economically; develop creative solutions within a predefined set of constraints; understand and analyze data, recognize the need for additional data, synthesize data from many sources, and conduct statistical studies and other numerical analyses; use a personal computer in a LAN environment, including word processing, spreadsheet programs, scheduling, and data bases; conduct professional surveys, with consideration to questionnaire design, sampling methodology, data analysis, and report writing; take a broad perspective on planning issues, considering impacts on the entire organization and community; understand specifications and drawings for construction projects; deal with conflict and seek appropriate avenues of resolution; interpret and implement applicable federal and state mandates; work as an effective team member and establish and maintain effective working relationships with those contacted in the course of work; meet position attendance requirements; work safely; perform job functions in a timely and accurate manner; communicate effectively with other employees and the general public, using courtesy, tact, and good judgment; and act as a positive representative of the District.
Qualified candidates should have:
- A bachelor’s degree in planning or related subject from a recognized college or university. A master’s degree is preferred.
- A minimum of five years of progressively responsible experience in transit service planning and scheduling.
- A minimum of five years of experience in run cutting techniques including proficiency in computerized run cutting methods.
- A minimum of five years of experience in transportation planning techniques.
- A minimum of seven years of experience in manual and computerized schedule making techniques.
- Experience with Hastus or Trapeze or scheduling software, two years preferred.

Underfill Requirements:
This position may be underfilled by a less-qualified candidate at the Transit Planner level ($57,327-$76,436) or at the Planner Associate level ($50,073-$66,763), which requires a bachelor’s degree in planning or related field from a recognized college or university; minimum 2 years of experience in planning, specific transit planning experience preferred; and experience with scheduling software preferred.

Compensation for this position will be commensurate with qualifications and includes an attractive, comprehensive benefits package. The annual salary range for this position is $61,341 to $81,788.
