GENERAL PURPOSE:
Under general direction of the Sustainability Manager, performs a variety of professional level duties to support the implementation of the Agency’s sustainability program; conducts sustainability policy and data analysis and reporting; coordinates the ongoing administration of the Agency’s ISO 14001 certified Environmental and Sustainability Management System; serves as a technical and policy liaison for Agency-wide initiatives pertaining to environmental and sustainability policies and practices; develops and plans staff reports, and recommendations to set and implement sustainability goals and objectives; coordinates the work of consultants and staff across the agency. 
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors Degree in environmental studies, environmental science, urban planning, land use, biology, public administration or closely related field and three years of experience in environmental, urban or natural resource planning, permitting or public administration; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
None.

Required Knowledge of:
• Contract management skills.
• Research, data collection, data analysis and reporting methods.
• Environmental and land use laws and regulations and practices related to compliance.
• Environmental management and sustainability policy.
• Operations, services and activities of an environmental planning program.
• State and federal environmental laws, regulations, and industry practices, policies and procedures as they relate to environmental issues.
• Federal, state, and local transportation planning and project development requirements.
• Preparation of NEPA/SEPA documents including Addendums, Documented Categorical Exclusions, Environmental Assessment, EISs, and others as appropriate.
• Principles of business letter writing and basic report preparation and strong writing skills, including English usage, spelling, grammar, and punctuation.
• Principles, procedures, and maintenance of record keeping – electronic and paper copies.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases. Proficient in MS Office applications (Word, PowerPoint, Excel, Outlook)

Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Preparing, analyzing, and managing requests for proposals (RFPs), consulting contracts, and associated scopes, schedules, and budgets.
• Preparing and analyzing complex data and comprehensive reports.
• Developing, interpreting and administering multiple, overlapping plans and policies.
• Anticipating impacts of alternative courses of action and inaction.
• Responding to inquiries and in effective oral and written communication.
• Applying advanced project management techniques and principles.
• Working cooperatively with other departments, Agency officials, and outside agencies

PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
