We’re seeking a Vancouver-based Project manager / Planning Analyst (PMA) with experience in quantitative research methods, urban planning, project management and tourism development to join our team. The PMA is key to maintaining the relationship between Resonance and its clients while also managing the workflow of the planning process for our strategic planning projects. The Director, City Planning reports to the Executive Director, City Planning & Development and leads a broad portfolio comprising four Branches: Long Range Planning; Regional Planning; Neighbourhood Planning; and Infrastructure Planning, while managing an operating budget close to $7 million and a team of about 40 professionals.
As the Director, you will lead the implementation of the City of Regina’s new Official Community Plan with a focus on the Interim Phasing and Financing Plan component; and identify the current / future needs and growth requirements of the City.  You will direct the development of and implementation of comprehensive land use plans, tax incentive policies and programs to encourage housing and land use planning and development.  You will develop and maintain strong working relationships with Council, external stakeholders and business partners as well as the general public to facilitate effective involvement within respect to City building and regional planning.  You will also work closely with Council and senior staff to establish the regional planning agenda for the City and build strategic relationships with the City’s regional partner municipalities.  In addition, you will effectively engage the public to facilitate effective public input and involvement in policy development, program evaluation, and performance assessment.

Provides senior technical expertise to enterprise projects and committees and other analytical and planning professionals, while also providing leadership to designated projects. Presents and defends technical findings to internal and external audiences, including TransLink Executives, Commissioner, auditors and a variety of partner agencies and stakeholders. 
Establishes and maintains working relationships with management and counterparts in business units across the enterprise, as well as external stakeholders, in order to provide expertise and advice and to understand and communicate research and analytical requirements.
Collaborates with external stakeholders, industry peers, and government officials, and participates actively in an expert role on industry advisory and technical committees.
Qualifications
Education and Experience:
The competencies for this job are typically acquired through a Master’s Degree in economics, engineering, business or related discipline with strong emphasis on quantitative research, forecasting and other transportation analytics methods and application, plus five years experience in a related position.  A Master's Degree in Planning will also be considered.
Other Requirements:
This position requires advanced knowledge and expertise in transit ridership, trends, and forecasting as well as big data analytics.  The candidate should also have:
Advanced knowledge of the concepts, principles, standards, practices and methods of quantitative transportation research and analytics. 
Advanced knowledge of analytical methods to evaluate the costs and benefits of transportation policies, strategy and projects including expertise in alternative analysis, multiple account evaluation and benefit-cost analysis.
Advanced knowledge of forecasting theory and transportation model development and application such as regression, time-series econometric, and 4-step demand models, including the use of computerized packages which could include but is not limited to EMME, TransCAD, STATA, SPSS, FoxPro, Excel, Access and similar software.
Advanced knowledge of the transportation industry as it pertains to best practices in transportation research, analytics, modeling, forecasting, and other quantitative analysis.
Solid problem solving and decision making skills to select and establish appropriate processes and standards for the functional area.
Advanced analytical and interpretation skills to derive meaning and develop recommendations based on analytical findings.
Solid project management skills, including attention to detail and good understanding of quality control methods.
Solid written and verbal communication skills as well as interpersonal skills to manage internal and external relationships, deliver presentations, and lead report writing activities.

TransLink’s Research and Analytics department is part of the Planning and Policy Division. The department undertakes transportation system research, advanced analytics, monitoring, surveying, forecasting as well as trend and usage reporting to support strategic, regional transportation policies, strategies and plans. 
An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.  A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

JOB SUMMARY:

DUTIES:

QUALIFICATIONS:
• Considerable experience related to the duties listed above, normally acquired through a degree in Urban and Regional Planning or closely related field and 2 – 3 years planning and urban design experience, preferably in a municipal development planning environment. Candidates with an equivalent combination of education and experience may be considered.
• Must possess a valid Class “G” driver’s licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
• Demonstrated knowledge and skills in Urban Design practices and in the application and interpretation of the Planning Act, Provincial Policy Statement (PPS), Provincial Growth Plan and other relevant legislations, policies and guidelines
• Membership or eligibility for membership in the Ontario Professional Planner’s Institute (OPPI) and the Canadian Institute of Planning(CIP)
• Experience in computer aided drafting and modeling (i.e. AutoCAD, SketchUp), and AMANDA is an asset
• Good working knowledge of computer based planning applications and MS Office.
• Proven ability with quickly communicating graphic ideas and hand-sketching.

The City of Kamloops is looking for an enthusiastic, team-oriented Planner to fill a one year contract position.  The successful candidate will perform highly skilled professional planning work of a complex nature under the limited supervision of the Community Planning Supervisor.  Work will be primarily associated with the comprehensive review and update of the City's Official Community Plan.  Work involves applying specialized knowledge for the design, preparation, and completion of long-range and short range planning projects, including development applications/permits, subdivision applications, sector plans, themed plans, and neighbourhood plans. Work may also involve working as part of a planning team on community plan amendments, zoning reviews, community-engagement initiatives, or comprehensive neighbourhood redevelopment planning studies. The job involves inside and occasional outside work in the inspection of development sites, the supervision of several technical and clerical staff on a project or assignment basis, and frequent high volumes of work and tight deadlines. The incumbent is responsible for protecting the confidentiality of many planning matters and for exercising courtesy, tact, persuasion and diplomacy in dealings with City staff, developers, the public and officials from other companies and agencies.
