MPO Senior Planner - Transportation (Santa Fe)

Who: The City of Santa Fe – Land Use Department

What: MPO Planner to develop and manage projects related to regional transportation, demographic trends, and MPO contracts. Essential functions include:
 • Performs and manages major professional and technical transportation planning projects utilizing advanced techniques in gathering, analyzing and presenting of data; develops project budgets; administers bidding process; verifies contract(s) expenditures and compliance.
• Compiles statistical data related to demographics and land use needed in developing transportation plans.
• Develops programs and regulations to implement planning objectives and coordinates implementation of programs and regulations.
• Schedules and conducts meetings with advisory boards and elected officials on transportation planning matters.
• Provides technical assistance to city and county staff, other governmental agencies and the public.
• Carries out long-range transportation planning research/studies and assists in making policy recommendations.
• Monitors transportation planning programs and MPO contracts.
• Assists in ensuring compliance with transportation planning policies of the NMDOT and USDOT.
• Assists in preparation, monitoring and implementation of the 20-year MPO Metropolitan Transportation Plan (MTP), the Transportation Improvement Program (TIP) and the Unified Planning Work Program (UPWP).
• Workload may involve multiple projects ongoing simultaneously.
• Serves as staff to MPO Technical Coordinating Committee and the MPO Transportation Policy Board.
• Assists in preparation of traffic projections and the traffic count program.
• Assists in preparation of MPO section budget.

Primary Purpose:
Takes the lead on a variety of planning projects which include formulating and implementing of strategies, ordinances, agreements, legislation, programs and policies. Planning Develops and delivers statistical and other land use data for records, projects and public information. Supervises lower level Planners, assists and acts as a technical advisor to the Planning Manager, and may conduct associated duties as directed by Planning Manager. This is a senior level planning position. This position is expected to be able to work independently. Assists in the development, interpretation, presentation and coordination of County planning policies and methods; assists in the preparation and maintenance of data, records and reports; reviews highly specialized technical data and records and draws conclusions upon which administrative decisions may be based; maintains and updates current land use data for Santa Fe County and other user agencies; interprets, maintains and updates the County Growth Management Plan and implementing Ordinances; directs the compilation, analysis and projection of future land uses and development design relationships; assists with the generation of population estimates, projections for the urbanized areas and interpretations of census data; at the direction of the Planning Division Director, advises appropriate committees, authorities and boards on matters involving ordinance amendments; makes professional presentations on land use issues; deals with the public in an advisory capacity on all planning matters; represents the County government at public meetings and conferences; assists in the solution of community planning problems; executes the requirements for various special projects including graphic; audio visual, statistical data or special design; gives presentations to interested groups. Transportation Responsible for all transportation planning activities within Santa Fe County; acts as liaison between Santa Fe County and designated planning organizations including the Regional Transit District, Metropolitan Planning Organization, and Regional Planning Organization; works on review and implementation of traffic and transportation elements of SGMP, community plans, County transportation plans, projects and Ordinances; responsible for the review of transportation and traffic elements of development projects including master plans, development plans, and subdivision plans/plats; coordinates on transportation and trail projects; develops design standards and profiles for roads, trails and bikeways. Develops Transportation Plan and coordinates with other County departments, governmental entities and nonprofit organizations in relation to transit and transportation planning. Participates in community planning processes to address transportation and transit issues and projects. Identifies transit and transportation projects for State and Federal funding, as appropriate. Identifies approved levels of service in accordance with approved Levels of Service in Sustainable Growth Management Plan, Land Development Code and Highway Capacity Manual.
Knowledge and Skills:
  • Knowledge of principles, practices, scope and techniques of land use planning; statistical and research methods and sources of data relating to growth management; subdivision land use, zoning and legal descriptions; Skill in planning, organizing and reviewing work of consultants and steering committees; designing, analyzing, writing and editing research studies, final reports and plans; effective communication; using photographic equipment; using computers to analyze data; and working with community and neighborhood organizations. 
  • Knowledge of computerized data compilation, conversion techniques, graphic design, presentation and production techniques; geographic information systems (ArcInfo, ArcGIS, Arc IMS); transportation modeling and data base design and creation as appropriate. 
  • Transportation Senior Planner requires working knowledge of principles, practices, purposes, scope and techniques of various phases of land use and transportation planning and of civil or architectural engineering
Minimum Qualifications:
Bachelor’s degree in Urban/Regional Planning, Public Policy, Geography, or related field, plus any combination of planning for local government or an academic institution totaling five (5) years, of which two (2) years must be in specialty area where applicable GIS/Transportation/Economic development and a supervisory and/or lead worker capacity; or a Master’s degree in a closely related field plus three (3) years of experience in planning for local government or an academic institution, of which one (1) year must be in a specialty area where applicable GIS/Transportation/Economic development and a supervisory and/or lead worker capacity.
