Director of Strategic Initiatives - Children's Place Association

Who: Children's Place Association

What: Children’s Place Association was founded in 1989 in response to the emerging HIV/AIDS epidemic which was ravaging communities on the west side. In 1991 the organization opened a respite home in the community for children whose ill parents were unable to care for them, and soon after in response to families’ requests, added a range of services to strengthen them in their efforts to remain together including supportive family housing, in home respite care, day care/ early education, mental health, case management and summer camp.

We are ready to work with our community partners to help transform an urban community blighted by decades of disinvestment into a community where children and their families thrive. By understanding child well-being broadly—not merely services for children but the intentional block by block reclaiming of a community as a place where children can thrive—we can begin to make a better community for all its residents.

By developing child-focused services that are shaped and provided by community partners, and by addressing a legacy of disinvestment in the built environment and business community through other local partners, Child Thrive will narrow the gap on child health and developmental equity.

If you would like to join us, we are currently searching for a Director of Strategic Initiatives. The Director of Strategic Initiatives for Child Thrive has primary responsibility for leading and implementing Child Thrive, a key strategic initiative of the Children’s Place Association in its mission to make West Humboldt Park a great place to be a child. The Director is both a community organizer in program design and a manager in implementing Child Thrive initiatives through community and other nonprofit partners.

Leading an initiative that is intended to evolve and mature in response to changing community needs and ongoing learning, the Director must be strategic, inclusive, pragmatic, and accountable. The Director cultivates relationships with community partners and Children’s Place stakeholders and ensures that Child Thrive is shaped by the community and reflective of community concerns. The Director ensures that the implementation of Child Thrive reflects best management and professional practices consistent with Children’s Place policies and procedures. The Director mobilizes resources including volunteers, nonprofit partners, and funders, leveraging existing Children’s Place stakeholders, and attracting new ones to grow and lead Child Thrive.

  • Background in community organizing, urban development, urban education etc.
  • Master’s degree in Community Organization or a related field.
  • Minimum 5-10 years progressive experience including developing and implementing children focused support services.
  • Must have a demonstrated understanding of the issues involved in providing services for children through progressively responsible experience in direct service or administration, or in a field related to the services being provided.
  • Must have proven management skills which provide the framework for effective use of the agency’s human and financial resources and coordination of the agency’s services with those provided by other community resources.
  • Dynamic, energetic, and analytical approach to work required.
  • Must have a demonstrated ability to develop and implement strategic plans and initiatives.
  • Excellent social skills and ability to relate to persons from many diverse backgrounds required, as well as excellent written and verbal communication skills.
  • Must have excellent budgeting skills and a proven ability to understand and analyze financial statements.
  • Must be highly organized, flexible, and able to manage multiple projects and employees.

Research Analyst - International Brotherhood of Teamsters

Who: International Brotherhood of Teamsters, Strategic Research and Campaigns Department. The Teamsters Strategic Research and Campaigns Department conducts research on a broad range of industries and companies and develops research products and analyses to inform the union’s growth, organizing, and strategic campaign goals. Strategic research is a crucial component of both the campaigns implemented by the department, and the organizing goals of the union.

What: We are looking for research analysts to conduct industry and corporate research to inform strategy in organizing and contract campaigns. Research analysts develop expertise in industries of interest and apply the department’s research and campaigns model to understanding major corporations and Teamster employers. Research includes financial performance, business strategy, collective bargaining history, and competitive environment, as well as significant data collection and analysis projects.

Equity Manager - Portland Water Bureau (closes 1/28)

Who: The City of Portland, OR Water Bureau. For more than a century the Portland Water Bureau has delivered clean, cold water throughout the Portland region. For most of us, delicious and safe tap water is a given, and some may never consider the intricate system of infrastructure and people that deliver this resource daily. In addition to the people and pipes that deliver water, the bureau is dedicated to furthering the Citywide Racial Equity Goals and Strategies by implementing and evolving the Bureau's Racial Equity Plan.

What: This position will be a resource for the bureau's program and project managers to create a workplace where equity becomes part of everyday decisions and is embedded in bureau operations. The Equity Manager will lead the bureau in proactively implementing equitable policies, practices, and actions, as well as help influence attitudes within the bureau that will produce equitable authority, access, opportunities, treatment impacts, and outcomes for bureau workforce and customers.

PURPOSE

The Crime & Intelligence Manager provides analytical support to ongoing investigations and assist in the production of analytic products for presentation in law enforcement and community-based forums.   

ESSENTIAL FUNCTIONS

  • Applies appropriate analytical methods and techniques to identify and analyze raw information for the purpose of substantiating criminal patterns and/or trends and predictive analysis. 
  • Uses computerized analytic tools to create charts, maps, timelines, and link diagrams for the purpose of demonstrating analytical findings, including target relationships, time sequence of events, and criminal hierarchies.  
  • Conducts tactical, strategic and intelligence lead policing assessment of major crime. 
  • Manages the crime analysis section personnel.  
  • Assists in the development and training of Crime Analysts.  
  • Correlates, integrates, and evaluates varying types of information from investigative activities for the purpose of generating investigative leads, and prepares reports to document investigative activities and summarize findings.    
  • Leads and/or assists with special projects and investigative efforts of the Milwaukee Police Department.  
  • Assists law enforcement officers at crime scenes and during the execution of search warrants in the identification and collection of notes, files, records, and other items to be analyzed and/or used for intelligence purposes, and the development of intelligence lead case management.  
  • Develops curriculum and provides training to department members in intelligence lead policing strategies.   
  • Provides training to other Federal, State, and local law enforcement intelligence personnel. 
  • Works in partnership with associated Federal, State and local agencies, analysts, and investigators to facilitate information sharing in accordance with national Crime Intelligence Sharing plan.

MINIMUM REQUIREMENTS

1. Bachelor’s Degree in Criminal Justice, Information Management Systems, Computer Science, or closely related field from an accredited college or university.  
2. Four years of strategic analysis and criminal intelligence analytical experience.   
3. A minimum of three years of work experience with relational database development, management, and data mining.             
NOTE:  Equivalent combinations of education and experience may also be considered. A candidate may underfill at a lower level until the minimum qualifications are met.   
4. Valid driver’s license at time of appointment and throughout employment. 

DESIRABLE QUALIFICATIONS

  • Certified Law Enforcement Instructor  
  • Certified Structured Query Language Administrator  
  • Law enforcement experience  
  • Instructor and presentation experience in the field of criminal intelligence 

KNOWLEDGES, SKILLS, ABILITIES & OTHER CHARACTERISTICS

  • Knowledge of intelligence techniques, operations, and analytical projects involving interrelated subject areas.  
  • Knowledge of computer systems in order to conduct research and analyze data.
  • Knowledge of management principles and practices. 
  • Ability to communicate orally to effectively present findings to command level officers and other local, State and Federal law enforcement officials.  
  • Ability to communicate in writing to effectively prepare findings and create reports for command level officers and other local, State and Federal law enforcement officials.  
  • Ability to manage and supervise others. 
  • Ability to present research findings in a concise and well-organized manner.   
  • Ability to effectively represent the Police Department when interacting with counterparts throughout the Intelligence and law enforcement communities. 

CURRENT SALARY

The current starting salary (1FX) is $62,338 for residents of the City of Milwaukee, appointment above the minimum is possible up to $77,297 with approval. The annual starting salary is $60,809 for non-Milwaukee residents, with appointment above the minimum possible up to $75,401. 

SELECTION PROCESS

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Milwaukee Police Department reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.   
INITIAL FILING DATE - The examination will be held as soon as practical after November 3, 2015. Receipt of applications may be discontinued at any time after this date without prior notice.  However, recruitment may continue until the needs of the City have been met. Qualified applicants will be notified of the date, time, and place of the examination. Unless otherwise required by law, the City of Milwaukee will not provide alternative test administration. The applicant is responsible for attending all phases of the job selection process at the time and place designated by the City of Milwaukee. 
NOTE: The City’s residency requirement set forth in City Charter 5-02 is under litigation. Even though the City is legally able to enforce the current residency requirements based on a recent Wisconsin Court of Appeals decision, the City has agreed to continue to suspend enforcement of the ordinance during the time it may take to know whether the Wisconsin Supreme Court will review the case.  Once the Supreme Court refuses review or affirms the Court of Appeals decision, the City intends to fully enforce the ordinance. Consequently, employees who disregard the requirements of the ordinance do so at their own risk.
