What: This position will be a resource for the bureau's program and project managers to create a workplace where equity becomes part of everyday decisions and is embedded in bureau operations. The Equity Manager will lead the bureau in proactively implementing equitable policies, practices, and actions, as well as help influence attitudes within the bureau that will produce equitable authority, access, opportunities, treatment impacts, and outcomes for bureau workforce and customers.
The successful candidate will independently perform work in support of bureau mission, goals and objectives, by providing expert technical guidance and implementation leadership to bureau management on equity and inclusion issues within bureau programs that impact the workforce and public in the following ways:
- Working directly with the Director, Deputy Director, Senior Managers and the Commissioner's office to create a shared understanding of the needs and opportunities to increase equity in the Water Bureau.
- Leading and participating in bureau strategic analyses to embed equity into all Water Bureau operations, both to embolden a diverse workforce where all are welcome within the bureau and to examine how our programs and services are reaching our community externally; executing Racial Equity Plan implementation; convening and facilitating committees and task forces; preparing periodic reports and presentations on progress; drafting associated policy and other documents and materials required for implementation; coordinating and overseeing analytic and administrative support for these efforts.
- Developing and managing budget for Racial Equity Program; developing financial plan projections and documents.
- Developing and managing budget for Title II accessibility improvements.
- Conducting research, analyzing data, and preparing policy and procedure documents to address identified needs and issues.
- Developing, presenting, and disseminating a wide variety of equity materials, including reports, procedures, manuals, handbooks, newsletters, communications memoranda, briefing packets, proposed Code or ordinance changes and other materials; identifying issues, obtaining input and feedback, conducting research and analysis; preparing recommendations, option papers, and a variety of other supporting materials.
- Ability and experience working with a multicultural workforce (race, gender, disability, and intersectionality).
- Ability and experience establishing and maintaining effective working relationships with bureau staff, representatives of other public agencies, the public or others encountered in the course of work.
- Knowledge and experience applying the principles, practices and methods of change management.
- Ability and experience communicating clearly, logically and persuasively, both verbally and in writing to a diverse audience.
Education/Training: Bachelor's degree from an accredited college or university in management, finance, business administration, public administration, or a related field;
AND Experience: Eight (8) years of professional and responsible experience performing analytical or related work in a public agency, or equivalent experience.
Benefits: $80,205 - $140,338/year and comprehensive benefits
