Primary Responsibilities

Associates work across a range of policy areas and client services. Primary responsibilities include:

  • Researching and drafting presentations, reports, and memos related to client projects
  • Assisting in the development and execution of client activities and events
  • Contributing to preparation for client meetings and presentations
  • Providing administrative, operational, and logistical support on client teams, including scheduling, maintaining internal and external task lists, and note taking
  • Supporting cross-functional firm needs  

Qualifications of the Ideal Candidate:

Approximately 1-3 years of research, legislative, communications, consulting, or policy-related experience is preferred. Applicants must possess strong writing and research skills, attention to detail, and the ability to effectively manage multiple tasks in a fast-paced environment. 

The expected salary range for this position is $60,000-$65,000 and is commensurate with experience. In addition to base annual compensation, Freedman Consulting offers a comprehensive benefits package including healthcare coverage, a 401k profit sharing plan, paid vacation, personal and sick leave, and other valuable benefits. The firm also offers a discretionary annual bonus based on individual and firm performance.

Specialist, State & Local Policy - U.S. Green Building Council (USGBC)

The State & Local Policy Specialist will serve as a critical member of USGBC’s Advocacy & Policy team, engaged in core   policy functions and executing critical green building advocacy and policy projects. The Specialist will participate in department-wide activities and selected research projects. These responsibilities involve engagement with internal and external stakeholders, project execution, state and local policy research and analysis, writing of a range of advocacy materials and managing information on state and local policies.

Research Analyst - Kentucky Center for Economic Policy

Overview   

The Kentucky Center for Economic Policy (KyPolicy) seeks to hire a Research Analyst to address Worker Justice issues. The research analyst will conduct analysis of worker justice issues and collaborate with unions and community partners to build power and advance economic justice in Kentucky.  

The position will carry out research to support organizing and advocacy efforts aimed at empowering workers and improving job quality. The analyst will conduct data analysis and author reports, briefs and other products that clearly and compellingly describe issues and conditions. They will also support organizing and issue campaigns through communications, coalition building and outreach. A special initial focus will be on new opportunities created through the implementation of federal industrial policy, including the Bipartisan Infrastructure Law, Inflation Reduction Act, and CHIPS and Science Act.

Director of Data & Research Partnerships - Early Childhood Research Alliance of Chicago (EC-REACH)

The Institute for Policy Research at Northwestern University is seeking a Director of  Data & Research Partnerships to join us as a founding team member of the Early Childhood Research Alliance for Chicago (EC-REACH). The mission of EC-REACH is to unite diverse partners across sectors, agencies, and institutions to co-construct and conduct action-oriented research that promotes equitable solutions for early childhood policy and practice in Chicago. EC-REACH will develop and support a community of research-practice partnerships (RPPs) among Chicago researchers, policy makers, practitioners, community members, and families. All are committed to working together on large scale, system-level problem solving.

As a key senior team member reporting directly to the Executive Director, the Director will support EC-REACH's mission by ensuring that all research conducted and supported by EC-REACH is rigorous, responsive, equitable, collaborative, inclusive, meaningful, accessible, and useful for informing decision-making regarding early childhood systems, policies, and programs.

Specifically, the Director will shape and lead EC-REACH’s strategy for data partnerships and infrastructure, including forging stable, long-term, and mutually-beneficial partnerships with researchers, policymakers, and practitioners; building and overseeing a data management system and structure across multiple datasets; using data to answer partners’ pressing questions via rapid-response and longer-term research projects; and facilitating data access among internal and external researchers who seek to engage in a Chicago early childhood research-practice partnership.

Research and Policy Association - The Public Interest Network (Denver, CO)

Who: The Public Interest Network is a network of more than a dozen nonprofit groups working to save the planet, advocate for the public interest, and protect consumers. We grew out of the PIRG movement (Public Interest Research Group), which started in 1972. Over the years, we have added hundreds of staff, multiple state offices, and launched new organizations like U.S. PIRG, Environment America, Green Corps, the National Environmental Law Center, and the Bold Alliance.

What: The Public Interest Network is hiring Research Associates to help launch a multi-year research project in support of our advocacy and campaign work and to help shape the future directions of the environmental and public interest movements.

Research Associates will advance The Public Interest Network’s mission, which is to get people thinking about how the world is changing rapidly, and how society could be radically different; to concentrate on new problems arising from our changing world; and to advocate and campaign for policy solutions to those problems.

We are looking for 2-4 Research Associates to complete research projects into a variety of topics, culminating in reports, datasets, white papers, and other content that would be suitable for presentation at academic conferences or publication in outlets such as The Atlantic or Vox.

Representative responsibilities of a Research Associate would include:

  • Producing surveys of the academic literature on assigned research topics on a deadline. 
  • Associates will need to be able to summarize the key arguments in the literature and make the case for and against different perspectives. 
  • Primary source research in fields as varied as philosophy, religion, art, music, and pop culture. 
  • Gathering data from a variety of sources to be used in reports and white papers. 
  • Regularly surveying publications and articles on topics related to the new paradigm shift. 
  • Maintaining an archive of this content. 
  • Updating and locating new material for Public Interest Network staff training and development on the new societal paradigm shift.

Associate Policy Analyst - The Chicago Metropolitan Agency for Planning

Who: The Chicago Metropolitan Agency for Planning (CMAP) is our region’s official comprehensive planning organization. The agency and its partners are implementing ON TO 2050, a new long-range comprehensive regional plan, to help the seven counties and 284 communities of northeastern Illinois address transportation, housing, economic development, open space, environmental, and other quality-of-life issues.

What: CMAP is hiring an Associate Policy Analyst who will support its economic development and regional planning efforts. The policy analyst will advance inclusive growth, resilience, and prioritized investment in the region through policy research and writing, public speaking, and stakeholder engagement. The position will also support transportation programming and local technical assistance projects.
The position will focus on developing actionable strategies for regional economic and workforce development, as well as encouraging their implementation with partners. Tasks will include managing research, collecting and analyzing data, and effectively communicating recommendations orally and in writing. This position will also monitor and provide direction regarding federal, state, and local public policy on issues highlighted in ON TO 2050. The ideal candidate for this position will demonstrate a broad understanding of the interactions between infrastructure, land use, and public policy, with a concentration on the region’s economic, industrial, demographic, and labor force trends.

Research Analyst - International Brotherhood of Teamsters

Who: International Brotherhood of Teamsters, Strategic Research and Campaigns Department. The Teamsters Strategic Research and Campaigns Department conducts research on a broad range of industries and companies and develops research products and analyses to inform the union’s growth, organizing, and strategic campaign goals. Strategic research is a crucial component of both the campaigns implemented by the department, and the organizing goals of the union.

What: We are looking for research analysts to conduct industry and corporate research to inform strategy in organizing and contract campaigns. Research analysts develop expertise in industries of interest and apply the department’s research and campaigns model to understanding major corporations and Teamster employers. Research includes financial performance, business strategy, collective bargaining history, and competitive environment, as well as significant data collection and analysis projects.

Policy Fellow - Institute for Justice (U of Chicago)

Who: The Institute for Justice Clinic on Entrepreneurship at the University of Chicago Law School seeks a bright and dedicated person to join our team as a Policy Fellow. Part of the Institute for Justice, the national law firm for liberty, the IJ Clinic provides free legal assistance for low-income entrepreneurs in Chicago and advocates for legal reforms so that entrepreneurs in Chicago have the freedom to pursue their dreams. For example, the IJ Clinic has successfully advocated to legalize food carts, to simplify the permit process for business signs, and to lighten the regulatory burdens for children’s play centers, computer centers, and home-based businesses.

What: The IJ Clinic seeks to expand its capacity for policy advocacy by adding a fellow to our team who is dedicated exclusively to supporting the IJ Clinic’s policy work. The Policy Fellow will work closely with the IJ Clinic’s two supervising attorneys and community relations coordinator to support and guide the IJ Clinic’s policy endeavors at both the city and state level.

This is an exciting opportunity to help guide the future of the IJ Clinic’s advocacy efforts through policy research and to provide our projects with the ammunition we need to change the laws that create unnecessary barriers for entrepreneurs. Public Policy Manager - Civic Committee of The Commercial Club of Chicago

Who: The Civic Committee of the Commercial Club of Chicago is the Chicago region's leading business organization comprised of the senior executives of the area's major employers and is dedicated to improving Chicagoland as a place to live, work, and conduct business. The Civic Committee works hand-in-hand with public officials and other civic organizations for the social and economic well-being of the Chicago region and undertakes a wide array of large projects, which are viewed as game- changing efforts.

What: The Public Policy Manager will work with the leadership of the Civic Committee and the Public Policy team to address the organization's public policy initiatives, including public finance, jobs, climate issues such as tax structure and pensions, education, transportation, technology, veteran's employment and other public policy topics. The Public Policy Manager may be asked to specialize and act as the lead on specific policy initiatives. In addition, the Public Policy Manager will work with management in the development of topics and the identification of speakers for the Commercial Club's speaker series, contribute posts for the Civic Committee/Commercial Club's website and social media presence, as well as prepare presentations and other documents for distribution/presentation to the public. Project Manager - Voices for Illinois Children (Chicago)

Who: Voices for Illinois Children, an independent advocacy organization that champions strong public policies and investments for all children in our state, is seeking a KIDS COUNT Project Manager. Voices is a member of the KIDS COUNT Network established by the Annie E. Casey Foundation. Our KIDS COUNT work involves collecting, analyzing and communicating data on the health, education, and economic well-being of children in Illinois and nationally to help shape public policy debates to improve the lives of children and their families.

What: The KIDS COUNT Project Manager is responsible for the day-to-day and long-term development, planning and production of the Illinois Kids Count data book, as well as other policy reports, and providing Illinois updates to the KIDS COUNT Data Center. This individual must be a highly proficient analyst experienced in the use of data and research, have a background in public policy and social research, and have strong written and verbal communications skills.
Based in Chicago, the manager will report to the Vice-President of Policy and Operations. In addition to the primary responsibilities listed below, the manager will also provide assistance to other Voices staff conducting work on state budget, tax, and policy matters impacting children and their families. Assistant to the City Manager (Champaign, IL)

Who: City of Champaign, City Manager’s Office

What: The City of Champaign seeks qualified candidates on a local government management career trajectory for the position of Assistant to the City Manager in the City Manager's Office. It is expected the successful candidate may pursue other career advancement opportunities after 3-5 years in this position.
The position is an ideal opportunity for an aspiring City Manager to gain exposure to and get a start in public administration and operations at the local government level. The position provides professional support to the City Manager and City departments, manages assigned programs, coordinates projects, and provides customer service to the public. Responsible for conducting research, making policy and ordinance recommendations, analyzing processes to identify efficiencies and support innovation, grant research and administration, making public presentations, assisting with public communication, including preparing press releases and handling media inquiries, and responding to citizen complaints, as well as serving as the City Manager's representative as requested. Policy Analyst – NYC Office of the Mayor (2 positions)

Who: NYC Office of the Mayor, Office of the Deputy Mayor for Health and Human Services. The Office of the Deputy Mayor for Health and Human Services advances New York City’s efforts to coordinate system transformation across the City’s public healthcare system, expand access to social services for all, and ensure that agencies that oversee the City’s most vulnerable populations, including children in foster care and families living in homeless shelters, are run compassionately, equitably and effectively.

What: Two Policy Analyst positions available, working in the NYC Mayor’s Office at City Hall within the Office of the Deputy Mayor for Health and Human Services. Job responsibilities include:

  • Conduct quantitative and qualitative research and provide recommendations to team members on policy proposals and initiatives focused on homelessness, child welfare, public benefits, domestic violence, intergenerational poverty and social determinants of health. 
  • Assist in overseeing and monitoring projects and policy initiatives to ensure that goals and timelines are met, coordinating with all appropriate City agencies and HHS team members. 
  • Serve as a liaison between human services agencies and the Office of the Deputy Mayor, to monitor projects and assist in handling day-to- day needs;

Policy Analyst – American Medical Association (Chicago)

What: Join the AMA team as the Policy Analyst in Physician Engagement. As part of the team, you will will contribute to the development and effectiveness of assigned Sections and Member Programs in coordination with the Director by implementing projects assigned to the unit, with an emphasis on policy and governance. Associate – Metropolitan Planning Council

Who: Metropolitan Planning Council (MPC) – water resources and effective government programs 

What: MPC is hiring a full-time Associate to support current and future projects that deepen the organization’s effective government and water management agendas. This Associate is responsible for advancing MPC’s work to drive policy change at the local level across two main programs: water resources and effective government. Initially in the water program, the selected candidate will help implement local use of the recently-released Drinking Water 1-2-3 guide through educational trainings and other outreach activities, and will help lead research and pilots on cost-saving strategies and governance models for water utility service and water rate affordability solutions. In the effective government program, the selected candidate will be among the first staff hired to launch a newly designed program to build local government capacity, and will help local governments pursue increased collaboration, service sharing, and consolidation. Specific duties include:

Program Coordinator - Center for Strategic & International Studies (D.C.)

Who: Center for Strategic & International Studies (CSIS), a non-profit, bipartisan public policy organization established in 1962 to provide strategic insights and practical policy solutions to decision makers concerned with global security and prosperity.

What: A new program at CSIS, the Humanitarian Agenda, seeks to leverage the humanitarian community, help shape U.S. government strategic planning and policies, and increase understanding of both the vast challenges and new innovations in humanitarian efforts. Through public and private events, a congressional task force, and policy briefs, the program will examine opportunities for improving the delivery of humanitarian assistance and coordination between relevant actors. As a new, center-wide initiative, the program aims to integrate the full strength of CSIS experts into one central program.

CSIS’s Humanitarian Agenda is seeking an energetic and organized Program Coordinator to start in late May/June 2018. The successful candidate will be both a self-starter and a team player, possess exceptional communication skills, and be able to multi-task in a fast-paced environment. The position reports directly to the Director of the Humanitarian Agenda.

Responsibilities cover the spectrum of project management from leading logistics for events to interacting with senior officials. Tasks include fostering relationships with key partners, preparing background materials, and planning a day-long conference. The Program Coordinator will also conduct research on current events in humanitarian assistance, with an emphasis on humanitarian access, humanitarian diplomacy, and U.S. policy and leadership. Specific responsibilities include:

Legal Assistant – Environmental Law & Policy Center (Chicago)

Who: The Environmental Law and Policy Center (ELPC), the Midwest’s leading environmental legal advocacy and eco-business innovation organization. ELPC’s multidisciplinary staff of 40+ talented public interest attorneys, environmental business specialists, policy advocates and communications specialists brings a strong and effective combination of skills to solve environmental problems and improve the quality of life in our communities.

What: Full time legal assistant to the ELPC public interest attorneys. This position offers an excellent opportunity to gain professional experience with a premier environmental advocacy organization. Responsibilities include providing administrative, research, and technical assistance to approximately 5 attorneys in a fast-paced office. Specific duties include: document editing and manipulation, policy research, electronic and paper filing of documents in federal courts, state courts, and administrative agencies, maintenance of attorneys’ registration, coordination of travel arrangements, and providing general administrative support. As the nation's leading impartial voice on transportation policy, Eno is deeply engaged with transportation leaders across the industry at the federal, state, and local levels. Eno has the unique role of being able to explore and move forward pragmatic and politically feasible solutions to some of the United States' greatest transportation policy challenges.

Eno's recent research and activities have included exploring sustainable ways to fund the U.S. surface transportation program, convening aviation stakeholders from across the board to discuss the significant issues in transportation policy, and analyzing major transportation events and legislation in Eno Transportation Weekly. Eno is also home premier leadership training resources for the U.S. transportation industry.

POLICY ANALYST – POSITION OVERVIEW
The Eno Center for Transportation is seeking a Policy Analyst in to join Eno's multi-modal policy research team. The Policy Analyst will report to the Vice President of Finance and Policy, and will provide support to research activities across a spectrum of projects.
Specific activities include:

80% – Conducts short- and long-term policy research
Works on a team to develop new research concepts, questions, and products for national, state, and local-level policy projects
Identifies empirical trends and policy implications on specific topics as assigned, to be incorporated into working papers and published materials
Writes, summarizes and edits research findings and analyses into narrative and/or graphic form to be incorporated into discussion papers, op-eds, surveys, testimony, and other publications or media inquiries
Reviews and edits work written by team members and external contributors
Assists with the writing of proposals for future projects

10% – Conducts and assists with presentations and communications activities
Contributes to Eno Transportation Weekly and other Eno publications
Presents research and policy findings to audiences, in public meetings or via the media
Actively participates in planning meetings and listening sessions with partners and clients to develop report themes
Collects, compiles, and summarizes trends and policy developments to be incorporated into special presentations, as required

10% – Interacts with external audiences, constituency groups, and other partners
Helps build and maintain network of policy and research partners
Remains up-to-date on latest policy developments at the federal, state, and local levels in all areas of transportation

QUALIFICATIONS:
Education/Experience Requirements:
Bachelor's degree in urban, regional, or transportation planning, economics, engineering, public policy, political science, logistics, or other relevant fields required.
At least two years post graduate professional work experience in policy-oriented environment or Master's degree in related field required
Demonstrated research experience and ability to do independent work strongly preferred.

Knowledge/Skills Requirements:
  • Clear interest and enthusiasm in transportation, along with demonstrated proficiency and knowledge of relevant public policy issues required.
  • Commitment to quality work, clear and accessible writing, strong organization, high initiative, solid interpersonal and communications skills, eye for detail, creativity and design, mature judgment required.
  • Ability to work in a collaborative environment on multiple projects with tight deadlines required.
  • Must be a team player that can collaborate well with others on joint writing assignments.

ABOUT THE TREASURER’S OFFICE:
The City Treasurer is Chicago’s primary financial steward and as such serves the City’s residents, businesses, and employees in three functions: as an investor, banker, and advocate. As an independently elected citywide official, the City Treasurer is directly accountable to all 2.7 million Chicagoans. As Chicago’s investor, the City Treasurer’s Office is responsible for the management of the City’s approx. $7 billion investment portfolio and charged with appropriately balancing risk, returns, and liquidity needs for funding the City’s day-to- day operations. The City Treasurer also serves on five pension boards with nearly $25 billion under management. As Chicago’s banker, the City Treasurer’s Office receives all money belonging to the City and is responsible for maintaining records and accounts while also providing reports on the state of the City’s finances.The City Treasurer also serves as ex-officio Treasurer of the Board of Education. RESPONSIBILITIES AND DUTIES
  • Research policy initiatives and provide written reports and analysis. Includes analysis of existing and pending statutes and ordinances, as well as proposed legislation.
  • Strong verbal and written communication skills required.
  • Staff meetings and events with stakeholders on briefing relative to key policy initiatives.
  • Manages all scheduling needs including handling internal and external requests from staff, working partners, press, etc. for the Chief Operating Officer and Deputy Chief Operating Officer.
  • Coordinates all logistics in terms of timing, location, transportation needs.
  • Works to resolve any and all conflicts and timing constraints with strategic priorities of the office.
  • Attends weekly scheduling meetings to provide feedback on progress made regarding initiatives and upcoming events that must be flagged for preparation.
  • Assists the scheduling team for the City Treasurer, as needed, to provide backup and additional resources.
  • Staff on senior staff meetings, responsible for reports, notes and tracking of follow up items.
  • Coordinates the creation and implementation of internship program for the COO’s office.
  • Proficiency in Outlook, Word and Excel preferred.

EDUCATION, EXPERIENCE, AND QUALIFICATIONS:
The ideal candidate will have strong organizational skills and policy experience. An advanced degree is also preferred.

RESIDENCY REQUIREMENT:

All employees of the City Treasurer’s Office must be a resident of the City of Chicago, therefore all candidates must already live within the City Limits or be willing to relocate.

Program Assistant for Special Projects, The Illinois Public Health Institute (IPHI) - Chicago, IL

Position Available – Program Assistant for Special Projects

The Illinois Public Health Institute (IPHI) is seeking an energetic and well-organized team member to join our team to support ongoing and special projects primarily in the Center for Community Capacity Development. Current initiatives include the Health Impact Collaborative of Cook County, a partnership of 20+ hospitals, 6 health departments and community stakeholders in Chicago and Cook County, and an HIA in Englewood. The assistant will also help with a variety of special projects being implemented by IPHI’s policy and community capacity teams, and the CEO. Special projects may include qualitative policy research projects, stakeholder-engaged assessment, planning and policy projects, health impact assessment, training events, resource development and communications initiatives.
This position reports to the Director of the Center for Community Capacity Development, Some activities will be cross-organizational, implemented in partnership with the CEO. Full-time, 37.5 hours per week.

Duties and responsibilities include:
  • Assist in data collection and analysis (e.g. secondary datasets, interviews, focus groups, and surveys) and prepare visual and narrative summaries of qualitative and quantitative data for reports.
  • Provide research assistance on evidence-based best practices and policies, using both scholarly literature and information from national and state policy and practice organizations; assist with research and development of curricula, tools and other resources.
  • Research, draft and compile training content and materials, including powerpoint slides, agendas, worksheets, background and other materials.
  • Coordinate and support the work of advisory committees, councils, task forces, teams and research partnerships, including scheduling meetings, communicating with participants and producing pre- and post-meeting materials.
  • Participate in community/stakeholder meetings; assist with facilitation of group discussions with partners and stakeholders.
  • Coordinate with partners to plan and execute in-person and online meetings and events by organizing and managing logistics, coordinating presenters and facilitators, developing and producing event materials, and conducting meeting follow-up.
  • Support implementation of IPHI’s new strategic plan.
  • Support IPHI’s communications and outreach through development and distribution of program communications and marketing, through e-marketing, social media, web content and media relations.
  • Assist with drafting and editing grant proposals, research reports, white papers, background documents, fact sheets, newsletters, other organizing and communications materials and funder reports.
  • Support and maintain records and information on project-related stakeholders, participants, and other constituents through IPHI’s constituent relationship management system; maintain other project-specific records.
  • Administrative and clerical support including copying, ordering supplies, data entry, and other needs.
  • Other duties and tasks as may be needed and identified during the projects.
Qualifications:
  • The ideal candidate will have a master’s degree in public health or public administration or related field with a minimum of one year of work experience in health programming, community organizing, assessment or training. Equivalent professional experience in a related field is acceptable.
  • The successful candidate will be able to manage multiple tasks and projects simultaneously, be comfortable in a fast-paced environment, and be able to adapt to change and growth.
  • Candidates should have experience working with diverse populations and in a variety of community settings.
  • Candidates should have the ability to work independently and as part of project teams.
  • Excellent organizational and interpersonal skills are required; the successful candidate will be thorough and detail-oriented and will have strong and versatile writing skills.
  • Excellent computer skills, including proficiency with Microsoft Word, Excel, PowerPoint, email, and social media is required. Experience with customer relationship management (CRM) software, web page development, and/or GIS mapping is desirable.
