Program Director - Energy Action Network (Montpelier, VT)

Who: The Energy Action Network (EAN) is a multi-stakeholder, collective impact network of leaders across a diversity of sectors - business, government, non-profit, utility, higher education, and finance – seeking to transform Vermont’s energy system to achieve the state goal of meeting 90% of total energy needs through efficiency and renewables by 2050.

What: EAN’s Program Director fills a central leadership role in the Network as we work together to transform Vermont’s energy system to one based on efficiency and renewables. The Program Director works closely with the Executive Director (ED), other staff, and Network members to provide strategic leadership, analytical underpinning, and backbone support to the Network. EAN’s work facilitates large-scale change by fostering collaboration among diverse groups in a rapidly evolving energy landscape. As such, the role of Program Director requires the ability to work with and across multiple interests and members to foster learning, collaboration, and innovation that advances our collective mission. It requires continually tracking progress toward goals, coordinating the efforts of organizational leaders with busy schedules, and an understanding of the energy needs, policies, and technologies that are driving change in Vermont and elsewhere. Specifically, the Program Director will have lead responsibility for program development and implementation including ongoing energy tracking and analysis and development and management of the Vermont Community Energy Dashboard. This position reports directly to the Town Manager and is a member of the Town's management team. The Community Development Director provides oversight of the municipality’s efforts related to the advancement of the Bennington community including media programming and use, marketing, and community public relations. The Director implements community-based initiatives and policies that contribute to the overall advancement of the following areas: thriving schools, healthy homes, safe neighborhoods, and vibrant streets and economic vitality.

Qualified applicants must possess, at a minimum, a bachelor’s degree in a related field, a minimum three (3) years of experience in the field of community development, economic development, municipal planning, and/or public relations and a working knowledge of municipal government or government operations. He/she must be highly-motivated with excellent writing and speaking skills, be team oriented and be fluent in PowerPoint, Excel, and website/social media development and use.

The Lamoille County Planning Commission (LCPC) seeks an experienced Executive Director.
LCPC provides planning and community development services to 15 municipalities and 24,475 Vermonters in Lamoille County Vermont.
The Executive Director reports to the LCPC Board of Directors, is responsible for leadership, management of the Commission’s staff, planning and community development. Its annual budget is $870,000. The Commission is located in the heart of recreational Vermont, home to two diverse ski areas, two colleges, and an international artist retreat. Lamoille County is a picturesque, rural region and one of the few areas in Vermont experiencing economic growth.
The successful candidate will have a Master’s Degree in Planning, Public Administration or a closely related field, and at least 6 years of progressively responsible professional experience, including financial management, land use planning, transportation planning, economic development and human resources management. A working knowledge of Vermont state government and land use issues is preferred.
Candidates must have the ability to maintain effective working relationships with local municipalities and various governmental agencies; possess excellent communication and presentation skills; manage professional and administrative staff; have excellent financial management skills; and lead a wide variety of planning projects.

The Town of Milton, Vermont seeks to fill the position of Planning Director.This is a highly responsible professional position working in the development and implementation of various planning, zoning and economic development initiatives. Under the direction of the Town Manager, this Department Head position serves as the senior in-house resource for planning issues and directs the functions of the Planning and Zoning Department, its budget and its staff.
Other responsibilities of this position include:
  • Providing technical assistance to various Boards and Commissions, the public, municipal staff and consulting engineers regarding applicable rules, regulations and statutes pertaining to planning, zoning and development, and works with developers to resolve outstanding issues associated with various applications.
  • Serving on various committees to protect the Town’s best interests and provide expertise.
  • Reviewing local ordinances and regulations, and environmental impacts facing the Town.
  • Making projections of growth by analyzing trends, population, development and demographics.
  • Attending various night meetings in the performance of responsibilities.
Requirements:
  • A thorough knowledge of the current principles and practices associated with municipal land use planning. Ability to accurately interpret and apply codes, ordinances, and statutes, make public presentations and effectively communicate orally and in writing.
  • A Bachelor’s Degree in Planning, Urban Affairs, Natural Resource Planning, Landscape Architecture, Public Administration or a related field. A Master’s Degree in one of these fields is highly desirable.
  • Minimum of three (3) years of experience in the area of municipal planning or public affairs is required.
This is an exempt position with a salary range of $52,000 to $65,000 based on qualifications and experience. The Town of Milton offers a comprehensive benefits package.

The Orton Family Foundation helps people in small cities and towns recognize and honor their shared love of place in a way that guides local decisions to build economically resilient and socially vibrant communities. Position Summary
Reporting to the Director of Programs, the Senior Associate will help the Foundation to refine and implement its signature Community Heart & Soul program on behalf of small cities and towns and assist in the expanded use of the program through partnerships, presentations, and training workshops. The Foundation is an operating foundation; as such, this position will be extensively involved at the community level researching and implementing Foundation programs with local people.
The ideal candidate will have a minimum of eight years of demonstrated success as a project manager balancing every day workload with big picture thinking.  Experience with local government processes is required.  The candidate must be a tech-savvy and people-oriented professional who can set and achieve Mission and strategic goals.  Primarily a community-focused position, this individual must have strong commitment to accountability and communication with fellow Foundation staff members who develop and implement mission driven program and communication activities.  Must have a deep commitment to and passion for the life, culture, heritage and future of rural small towns and cities across the USA.
Responsibilities
Program Development and Implementation
  • Introduce and Implement the Community Heart & Soul model in the field with partner communities
  • Assist in refining Heart & Soul steps, tools, and materials by assessing current materials and innovating with new information from the field
  • Collaborate with partners to co-design and deliver Heart & Soul projects, ensuring work plans are followed and needs of partners are met
  • Train and present the Heart & Soul philosophy, principles and process to identified and interested partners, communities and practitioners
  • Research and adapt innovative technologies and methods for effective civic engagement, values-based planning, and community decision making designed for small towns and cities
  • Develop and advise on new program initiatives
  • Write content for resources and tools used to support model best practices
  • Manage grant applications and grant agreements with community partners
  • Maintain solid communication between the Foundation and its local Community partners

  • Strong computer skills, including MS Office products, Internet, and database applications
  • Valid driver’s license

Senior Transportation Planner/Engineer, RSG - Burlington, VT

RSG is seeking a senior transportation planner/engineer to join our growing Northeast U.S. Transportation Planning and Engineering Practice. This individual will work closely with RSG’s transportation planning and engineering staff in conducting and managing transportation corridor studies, scoping/feasibility studies, multimodal planning and design initiatives, traffic operations analyses, transportation master plans, microsimulation modeling, transportation facility design efforts, traffic signal design and implementation projects, and traffic impact studies.
This individual will play an important role in staff management, business development, and outreach to both private sector and public sector clients, including local, regional, state, federal and institutional clients.

Qualifications:

  • Professional Engineer (PE) license
  • BA or BS in planning, engineering, or related field of study
  • 10+ years’ experience working on transportation planning and/or transportation engineering projects
  • Strong verbal and written communication skills, including public presentation development and delivery
  • Demonstrated experience applying current transportation planning approaches (e.g., complete streets/road diets, context sensitive solutions, etc.) as well as an appreciation of the importance of multimodal solutions to land use and transportation issues
  • Demonstrated understanding and experience applying fundamental transportation engineering concepts (e.g. trip generation and distribution, capacity analyses, safety analyses, turn-lane and signal warrants, parking analyses) along with a demonstrated familiarity with core transportation engineering manuals (Highway Capacity Manual, Trip Generation, Parking Generation, AASHTO Green Book, etc.)
  • Experience using traffic modeling packages including Synchro/SimTraffic, Vissim, TransCAD, and TransModeler
  • Experience using CAD software packages including AutoCAD, MicroStation, InRoads
  • Demonstrated experience working on and managing complex and politically challenging projects
  • Strong analytic and computer skills, including GIS and statistics
  • Experience leading successful business development initiatives
  • Experience successfully supervising and mentoring professional staff
  • Professional Traffic Operations Engineer (PTOE) and/or American Institute of Certified Planners (AICP) certification
