Position Summary:

The Senior Coordinator, Budget Model, Tuition and Data Analytics in the Office of Budget and Financial Analysis (BFA) in conjunction with the Director, will manage analyses and activities related to financial aid and student assessments; serve as an expert on salary & fringe benefit analyses; coordinate the SURS Governor's Salary assessment for UIC, and serve as a primary point of contact in BFA for a group of Colleges and/or Administrative Units. Duties & Responsibilities:

Budgeting & Analysis

  • Develop budgets and expenditure projections for institutionally funded financial aid and waivers. Perform budget-to-actual analysis throughout the fiscal year. Communicate budgets to affected units. Provide informed evaluation of the impact of new financial aid programs and proposed changes to existing programs. Work with the Financial Aid Office to create detail codes for new programs. Prepare required year-end transactions.
  • Develop budgets and revenue projections for Library/IT and AFMFA Assessments. Perform budget-to-actual analysis throughout the fiscal year. Communicate budgets to affected units. Prepare and process allocations to units receiving these funds. Adjust budgets at the end of the fiscal year to reflect actual revenue and prepare required year-end transactions.
  • Serve as the BFA expert on salary & fringe benefits (budget & actuals). Conduct routine and ad-hoc analysis in support of annual salary planning, union negotiations, legislative changes, organizational changes, funding changes, or strategic initiatives. Monitor and evaluate salaries & benefit costs by source of funds. Perform cost impact analyses, trend analyses, or other analyses as necessary.
  • Coordinate the annual SURS Governor’s Salary assessment process for UIC. Review and distribute quarterly estimates from the System Office. Prepare and distribute the final analysis for the fiscal year. Work with UAFR to distribute the expense to affected units.
  • Act as a BFA point of contact for a portfolio of Colleges and / or Administrative Units. Evaluate Budget Meeting materials and partner with units on revisions. Evaluate course fees and pro formas for new initiatives. Document and process financial commitments made to Colleges and Administrative Units.
  • Provide recurring and ad hoc financial and analytical support to senior campus officers and University fiscal officers. Prepare, present, and interpret complex financial information for business and non-business audiences.

Reporting & Automation

  • Assist with the design, creation, automation, and maintenance of financial reports for internal staff, senior campus officers, and college staff. Ensure that dashboards and reports deliver accurate, valuable information and facilitate analysis and informed decision making. Develop methods for automating/scheduling routine reports. Reports may include but are not limited to:
    •  financial dashboards that are meaningful to non-business audiences and the public;
    • leadership dashboards and reports that provide senior campus officers with current status and trends on key financial indicators;
    • and detailed business reports that college staff can use for planning and operations.
  • Maintain and further develop departmental tools and databases used to track financial commitments and manage other office activities and provide support to all BFA staff in utilizing these tools and databases. Manage the testing and roll out of new features.
  • Identify ways to improve data analysis and reporting solutions with evolving and new technologies.
  • Perform other related duties as appropriate for a Senior Coordinator.

 

Qualifications:

Minimum Qualifications

  1. Bachelor’s degree preferably in Business Administration, Business Analytics, Data Science, Computer Science or a related field.
  1. Three years financial analysis, reporting, budgeting, business, financial, or accounting experience, preferably in a large and complex University or not-for-profit setting.   Expertise related to business and financial operations. 
  1. Experience with report creation, macro writing, and/or SQL query writing. Experience working with large datasets to provide useful analysis and insights to address business issues.
  1. Strong analytical skills with extensive experience using include Microsoft Office products (especially Excel and Access) for financial analysis and reporting.  Experience with quality control and attention to detail. 
  1. Demonstrated leadership skills.  Outstanding verbal and written communications skills and exceptional interpersonal and customer service skills.
  1. Experience working with executive leadership that includes preparing summaries of complex information or drafting communications or policy on behalf of management.

 

Preferred Qualification

  1. Master’s degree in Business Administration, Business Analytics, Data Science, Computer Science or a related field.
  1. Five years financial analysis, reporting, budgeting, business, financial, or accounting experience, preferably in a large and complex University or not-for-profit setting.
  1. Knowledge of the University of Illinois at Chicago, SCT Banner finance module, SAP Business Objects, EDDIE, and other related campus-based business / finance systems.
  1. Experience with Tableau or other business analytics platforms.
  1. Experience working in a complex regulatory environment.  Knowledge of federal and State regulations governing University business and financial activities.

Budget Analyst - Minnesota State Legislature

Who: The Budget Analyst I position will provide advanced level review and analysis of fiscal notes within the Legislative Budget Office (LBO), a newly created non-partisan joint legislative staff agency established to provide the House of Representatives and the Minnesota Senate with accurate and timely information on the fiscal effect of proposed legislation. Successful candidates must demonstrate the ability to: 1) develop expertise sufficient to provide fiscal oversight, financial analysis and presentation of fiscal notes for assigned budget area(s); 2) independently provide professional and objective analysis of fiscal notes prepared by state agencies and other entities; and, 3) meet with legislators, attend and monitor committee hearings and testify before legislative committees on fiscal notes.

What: The Legislative Budget Office is seeking candidates to fill up to four Budget Analyst I positions. Overview
The City of Madison’s Finance Department is seeking a qualified Budget Policy Analyst to assist in the development, presentation, and implementation of the City’s $300.3 million operating budget and the $360.5 million capital budget. General Position Description

The Analyst selected for this position will be assigned a dynamic portfolio of City agencies and will lead all phases of the budgeting process for these agencies, from budget formulation and evaluation through to budget implementation and monitoring. Our Organization

RESPONSIBILITIES AND DUTIES
  • Research policy initiatives and provide written reports and analysis. Includes analysis of existing and pending statutes and ordinances, as well as proposed legislation.

  • Staff meetings and events with stakeholders on briefing relative to key policy initiatives.
  • Manages all scheduling needs including handling internal and external requests from staff, working partners, press, etc. for the Chief Operating Officer and Deputy Chief Operating Officer.

Position Description: The Policy Advisor reports to both the State Treasurer and the Deputy State Treasurer. DESCRIPTION:
Move Notice: MTC will be relocating to a new facility in San Francisco. The move to the Bay Area Metro Center located at 375 Beale Street, will be during the March 4th weekend.

Interview Dates: The Interviews will take place on February 25 and 26 or February 29 and March 1, 2016. To be considered for the position(s), those candidates selected must be available to interview on a date offered.

Currently MTC is recruiting for two (2) positions. Under supervision of the Principal for Policy and Programming Implementation and Senior Planner/Analyst, these positions are responsible for managing funding programs, working with transit operators and other stakeholders to develop and implement the programs; conducting financial analyses of transportation revenues and expenses; and producing and presenting progress reports and recommendations about the region's transportation program as necessary.

One Planner/Analyst - will serve as the manager of the Transit Capital Priorities program, which allocates federal transit and regional funds to transit operators, primarily to replace and rehabilitate transit capital assets and maintain the Bay Area's transit system in a state of good repair.

One Planner/Analyst - will manage the Transportation Equity Funding Program which includes the Lifeline Transportation Program and focuses on implementing funding programs and addressing policies to improve the mobility of senior, low-income and disabled populations.

Both positions will work closely with the project sponsors, which may include public transit operators and other public and private non-profit agencies, and with other MTC staff to manage these programs from beginning to end: identifying available funding; reviewing and understanding legislation and guidance documents; developing regional/program policies; issuing calls for projects and reviewing applications; developing annual programs; managing contracts, grants, or funding agreements; and monitoring project progress and expenditure of funds. Both positions may also serve as program manager for other related funding programs, or as the project manager for special studies and projects as needed.

SKILLS AND ABILITIES:

The program coordinator will have the following skills to be successful in this position:
  • Communicate very effectively both orally and in writing.
  • Represent the agency before professional and policy groups.
  • Present results of analyses before MTC Committees and other public entities.
  • Work effectively with a diverse group of staff and stakeholders as part of a team, as well as pay attention to detail and ensure accuracy in database files and funding documents.
  • Conduct spreadsheet analyses.
  • Design and maintain reports of project funding information.
  • Accurately track and monitor project and program funding, and develop and maintain strong and positive working relationships with key staff at various agencies and related organizations.

MINIMUM QUALIFICATIONS:
Education: Completion of a Bachelor's degree from an accredited college or university, in public finance, public policy, public administration, business, civil engineering, city planning, or a related discipline. A Master's degree is preferred (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency attached to the application.).

Experience: Must have a minimum of two (2) or more years of current, progressive and verifiable professional experience in a field related to the position. Two years of graduate work in a discipline directly related to the position may be substituted for one-year of the required experience. Experience interacting with government agencies is a plus.

Preference will be given to candidates with additional professional work experience in one or both of the following areas:
  • Complex public sector budgeting, financial analysis, and/or transportation asset management
  • Interest in improving transportation and mobility of senior, low-income and disabled populations
Knowledge of: Principles and techniques of public transportation project funding; and knowledge of government transportation programs, projects and project development, and funding procedures. Proficiency in Excel spreadsheet software is required.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


Under the supervision and direction of a Senior Planner/Analyst and the Principal for Policy and Programming Implementation, the Planner/Analysts will serve as program managers for a variety of federal and state transportation programs.

Specific assignments and responsibilities include:
  • Administer and continuously improve all aspects of the funding programs, developing guidelines, conducting calls for projects, managing contracts, monitoring project progress, tracking fund allocations and expenditures, identifying and resolving issues.
  • Work with federal and state agencies to understand and serve as MTC liaison to the various transportation funding programs, such as the Federal Urbanized Area Formula, State of Good Repair, Bus & Bus Facilities, Surface Transportation Program, and Elderly and Disabled Transportation programs; and the California State Transit Assistance program. Identify connections and opportunities for synergies between the various programs.
  • Assist as needed with other transit grant programs, covering areas such as transit expansion and maintenance. Work with staff and transit operators to understand the region's needs for maintaining and upgrading the transit infrastructure, and help plan for achieving a state of good repair.
  • Develop MTC's Transit Capital Priorities and Lifeline Transportation Programs, including fund projections, project eligibility, and program guidelines. As part of a team, develop funding policies, monitor projects, ensure compliance with grant requirements, carry out program administration, and make recommendations to improve it.
  • Sustain MTC involvement with project sponsors and stay current with project developments.
  • Brief senior and executive staff on changes and issues that affect the programs.
  • Prepare and present materials for Commission consideration including program development/project selection, periodic progress reports, and other special topics as needed.
  • Follow agency standards for Commission materials, and work cooperatively with project sponsors and MTC staff to ensure that materials are timely, accurate, and professional.
  • Serve as an expert resource to the agency and partners on the programs.
  • Perform other activities as assigned to the Programming and Allocations Section.

This unique job opportunity has been created by the recent adoption by the
Governmental Accounting Standards Board (GASB) of a new state and local
government accounting standard. GASB Statement No.
77org/gasb> is now taking effect. The new
Coordinator will lead Good Jobs First's 50-state technical assistance
program to non-profit groups and policymakers seeking to activate the new
standard.

GJF's mission is to promote accountability in economic development
subsidies and smart growth for working families. In 2014-2015, we led a
national effort to issue comments on the draft GASB standard and then to
educate affected constituencies about its significance. The new
coordinator will work closely with the GJF staff to build upon GJF's
established GASB TA platform.

Applicants must have:

·        at least three years' experience in related work, such as tax and
budget analysis and/or advocacy, or economic development subsidy
accountability

·        familiarity with accounting practices and knowledge of tax policy
and/or public-revenue issues and constituencies


·        ability to analyze and write clearly about state statutes and/or
administrative codes pertaining to state and local government financial
reporting

·        proven skills in teamwork and the ability to assist diverse
constituents


·        a demonstrated commitment to social and economic justice

Other desirable qualification:

·        activist communications experience, including news media
outreach, social media, and web-integrated strategies

The City of Oakland is currently recruiting a Health & Human Services Program Planner (Selective Certification - Homelessness/Rapid Re-Housing) for the Human Services Department. The incumbent will utilize appropriate planning, analysis, development and implementation skills to strategically support Oakland's homeless system of care and interventions using a Housing-First philosophy and oversee division budgeting. Responsibilities include coordinating funding resources in collaboration with local systems of care (Public Health, Behavioral Health Care, Housing Development, Social Services, HUD, State HCD, etc.); the redesign of a transitional housing model of programming to a permanent supportive housing and rapid re-housing model of programming; identifying new resources to support the expansion of permanent supportive housing for homeless and at risk populations in Oakland; and maintaining and further developing strong and collaborative relationships with Alameda County mainstream service agencies and county-wide EveryOne Home effort to end homelessness.
Minimum requirements include a Bachelor's degree from an accredited college or university in City and Regional Planning, Public Administration, Public Health, Social Welfare or closely related field with an emphasis on planning and policy development (a Master's degree is highly desirable) or appropriate experience may be substituted for graduate work on a year-for-year basis. This position requires experience in program planning, systems analysis, budget analysis and development, and strategic planning. Must have knowledge of policy direction and rules/regulations of local, state, and federal funding sources for homeless and special needs populations and Housing First and Rapid Re-Housing Methodology, along with good research, data analysis, evaluation, interpersonal, and grant preparation/administration skills. Additionally, knowledge of local, state and federal funding sources for homeless and special needs populations is highly desirable, while experience in program management, research, budget analysis, and staff supervision is desirable.
