Policy Analyst, Institute for Responsive Government - Remote

The Challenge and Opportunity

The Institute for Responsive Government helps policymakers find solutions that make government more efficient, accessible, and responsive to the needs of real human beings. We start with the mechanics of democracy: our key focus areas include practical pro-voter policies like Automatic Voter Registration and voter-centric election administration, and resource solutions like predictable federal funding to loosen chronic policy problems. Then, we work to make democracy meet its promises. Government should provide customer service and material benefits at every touchpoint—from health benefits to taxes to the DMV. If we choose to come together with our neighbors to make up a democracy, that government must deliver well enough to make us choose participation. 

The Organization

Building on a decade of success working in partnership with state political leaders from both parties, lawmakers, NGOs, and academic leaders, the Institute for Responsive Government is a hub for policy and technical experts, organizers, and government officials working together to craft pragmatic, human-centered policies designed to make government more responsive to all of us. 

The Person

As a Policy Analyst  you will produce  summaries of legislation and provide research support for Responsive Gov’s policy team’s work. You are a detail-oriented, proactive, and strategic professional looking for a flexible job that helps strengthen our democracy.

Key Responsibilities include, but are not limited to:

State-level legislative tracking and analysis

  • Review relevant introduced legislation in state legislatures for tracking
  • Provide quick snapshot summaries as well as detailed summaries of a bill’s provisions that clearly convey to a general audience how the bill would change existing law
  • Conduct rapid analysis of complex policy issues, delivering clear and concise summaries

Research and content development

  • Research existing laws on issues relating to voter access, election administration, and  other Responsive Gov policy areas and present the information in an easily accessible format
  • Create 50 state surveys of existing law on topics as needed
  • Participate in the creation of reports and other research content

Cross-team collaboration and coalition building

  • Assist with questions from policy and campaigns teams on specific legislation and legislative trends
  • Participate as a member of the Policy Team in weekly meetings,  and occasionally with other departments (campaigns, communications, etc.)
  • Research and write about policies as assigned, in support of Responsive Gov’s policy and research priorities

Policy Analyst, CHA - Chicago, IL

POSITION SUMMARY

The Policy Analyst is responsible for preparing policies and procedures to ensure compliance with federal, state, and local regulations. The Policy Analyst is also responsible for developing, implementing, and conducting training on these policies to CHA Staff, Property Management, Resident Service Providers, and stakeholders. This position reports to the Manager of Policy and Data Analytics.


DUTIES AND RESPONSIBILITIES

Responsibilities include but are not limited to:

  • Maintain full understanding of the CHA’s policies, procedures, goals, as well as HUD and internally established measurement systems. Current policies include: Admissions and Continued Occupancy Policies and Procedures; Residential Lease Agreement; Grievance Procedure; Non-Residential Premises Use and Lease Policy, the Senior Designated Housing Plan, and Property Manager Procedural Manual.
  • Draft and train on Advisories to Property Managers regarding updates derived from HUD, state, or local legislation that directly impacts Property and Asset Management division functions.
  • Conduct authority-wide training on CHA’s policies and procedures for CHA Staff, Property Management, Resident Service Providers, and stakeholders.
  • Conduct best practice, statutory and regulatory research to determine the parameters to which the CHA must adhere.
  • Ensure departments and property management are monitored for policy and procedure compliance.
  • Analyze monitoring results and evaluate when and how the CHA revises current policies or procedures to meet CHA goals.
  • Assess compliance with reporting requirements; review and analyze reports produced by ITS staff and prepare summary reports for management.
  • Advise senior management of any pertinent regulatory changes and develop guidelines for compliance.
  • Meet with advocates to enhance CHA’s reputation as an organization that builds coalitions to implement public housing policies.
  • Execute special projects for the Property and Asset Management division.
  • Prepare reports and data for the HUD Moving to Work Annual Plans and Reports.
  • Prepare regular reports pertaining to Property and Asset Management division functions including but not limited to waitlist management, resident transfers, and leasing activities.
  • Prepare and manage the Property and Asset Management division’s performance with the HUD Vacancy Reduction Scorecard to meet annual leasing goals.
  • Draft policies, procedures, and implementation plans pertaining to the Public Housing, Rental Assistance Demonstration, Project Based Voucher, and Housing Choice Voucher programs.


QUALIFICATIONS

This position requires a Bachelor’s degree in public policy, public administration, urban planning, or a related field. A Master’s degree in Urban Planning, Business Administration, Public Policy, Public Administration or related field is preferred. Excellent verbal and written communication skills. Sound analytical skills and the ability to be a strategic thinker. Highly organized with a consistent attention to details. Experience in policy and procedure development and/or implementation. Demonstrated knowledge and practical understanding of HUD policies, federal regulations, affordable housing operation, and community development. Demonstrated knowledge of researching, interpreting, and working with regulations to achieve business goals. Demonstrated capacity to work on several complex projects simultaneously. Demonstrated knowledge of and commitment to the goals of public housing and a high comfort level with diverse populations and environments. Policy Analyst - Energy Policy Institute at the University of Chicago (EPIC) (Chicago, IL)

 Job Summary

The Communications Associate will play a central role in executing EPIC communications and student engagement. This work will include managing communications strategy and implementing education, student, and campus programming. The Communications Associate will report to the Senior Director of Communications and External Engagement and work closely with the Communications and Digital Marketing and Campus Engagement Managers. The Communications Associate will join a passionate team at an exciting moment of significant growth and development for EPIC.

Responsibilities

  • Develops and plays a central role in executing strategies to amplify the program’s education and student programming through all forms of media (print, social, video, etc.), in coordination with the Digital Media Manager and Multimedia Designer.
  • Writes news stories about new faculty, researchers, students and their classes and activities in order to spread awareness of the educational and student offerings as well as campus life.
  • Manages Chicago-based promotion for programming. This includes managing promotional efforts across various mediums, engaging key student groups and other organizations on and off campus, and capturing real-time content for digital applications.
  • Creates social media campaigns geared toward the promotion of campus life and educational programming.
  • Maintains the scholar, education and student portals and student event pages on the website, this includes identifying and adding news, events and opportunities on and off campus.
  • Compiles a weekly newsletter geared to students and a monthly newsletter highlighting campus life geared to an outside audience.
  • Monitors the online presence, websites and social media, of associated schools and centers, as well as the University of Chicago’s news pages, for climate-related updates that would be appropriate for cross-promotion.
  • Works with the Campus Engagement Manager in engaging new students and student groups in programming.
  • Plans, develops and disseminates information designed to keep the public informed of the organization’s programs, accomplishments, or point of view, with moderate levels of guidance and direction.

The Field Museum is searching for a Policy and Program Analyst to join our team at the Keller Action Center!

The Keller Science Action Center (KSAC) is an interdisciplinary center at the Field Museum that translates museum science into results for conservation and community wellbeing. KSAC’s Policy and Program Analyst draws on KSAC’s expertise and community partnerships to advance conservation decision-making at the local, state, and national levels and integrates those efforts into the Center’s Chicago Region program initiatives and grant projects. The position facilitates science-based policy advocacy, coordinates partnerships, and leads writing projects that work toward a Chicago Wilderness region in which all communities and neighborhoods are connected to thriving, healthy nature. The Analyst also participates in grant and brief writing to incorporate science advocacy and conservation decisions into initiatives and projects across the Chicago Region program.

The Policy and Program Analyst reports to the Senior Program Manager for KSAC’s Chicago Region program and works closely with the Chicago Region Program Director. They regularly collaborate with the Center’s Science Communicator and the Field Museum’s Government Relations office to ensure coordinated advocacy across the Museum and communicate effectively with key outside audiences, including government agencies and representatives, advocacy coalitions, community leaders, and environmental organizations. Duties & Responsibilities:

  • Co-lead planning and strategy for KSAC’s approach to science-based policy advocacy, and shepherd the process within the Museum
  • Collaborate with Museum partners and staff, including Government Relations and Science Communications, to prioritize and manage effective policy advocacy that promotes healthy and thriving nature and quality of life in the Chicago region
  • Identify and brief teams on emerging legislation and government programs that affect environmental quality and opportunities in the Chicago region
  • Leverage KSAC expertise and insights in policy and decision-making processes to support strategic conservation goals, particularly at the local, county, and state levels, at the national level when appropriate

The primary responsibility of a fiscal and policy analyst (FPA) is to be the LAO’s expert in the policy area to which they are assigned. These assignments fall into one of the following units in the office: Economy, Taxes, and Labor; Health, Developmental Services, and Technology; Environment and Transportation; Higher Education; K-12 Education; Human Services and Governance; Public Safety and Business Regulation; and State Budget Condition.

Toward this end, an analyst:

  • Spends considerable time in the field learning first-hand how programs work in practice.

  • Keeps up on the laws and available literature in the program area.

  • Knows and stays in contact with legislative, administrative, and intergovernmental staff, as well as industry groups and nonprofit organizations in the assigned policy area.

The analyst uses this expertise to:

  • Identify and analyze budget and policy issues and develop options and recommendations for the Legislature to address these issues. These analyses are contained in reports, legislative assignments, and initiative and ballot pamphlet write-ups.

  • Testify before legislative committees on fiscal and policy issues.

  • Serve as a fiscal and program resource to legislators whenever needed.

Because analysts are nonpartisan fiscal and policy staff, it is essential their work be objective, analytical, accurate, and thorough. In addition, for the analyst’s work to be useful to the Legislature, it must be solution-oriented and performed in a timely manner.

Minimum Qualifications

Applicants must possess a master's degree in public policy, public or business administration, economics, or a related field that includes a curriculum of economics, statistics, public finance, and policy analysis. In addition, analysts must (1) possess strong quantitative and analytical skills; (2) be able to communicate effectively through clear and concise writing and oral presentations; (3) work well with others in a fast-paced and production-oriented environment; (4) learn, show initiative, and be willing to take on increasing levels of responsibility; and (5) be proficient in Microsoft Excel and Word.

Compensation and Benefits

The entry-level salary for the fiscal and policy analyst position is approximately $77,500 per year. The office will consider salaries that are above this amount, depending on the candidate's qualifications and experience. Salaries for senior fiscal and policy analysts (analysts who have demonstrated the ability to perform all analytical tasks and produce all office products with a minimum amount of supervision) begin at approximately $112,000 per year. Salaries for principal fiscal and policy analysts range from $132,500 to $153,500 per year.

The LAO also provides a comprehensive package of health, vision, dental, and retirement benefits. In addition, the LAO provides vacation, sick leave, compensatory time off for overtime above a specified level, and about 13 holidays per year. Find additional information about benefits here.

Appointment Status

Permanent, full-time. Employees work from the office Tuesdays, Wednesdays, and Thursdays. Telecommuting is offered most Mondays and Fridays, workload permitting.
