Energy Efficiency Navigator: 

Description:

Community Power’s Energy Efficiency Navigator position is part of a pilot program led by the Twin Cities Energy Efficiency Cohort. The Navigator will aid residents of Minneapolis and St. Paul in reducing their energy costs and making their homes more comfortable and healthy through energy efficiency upgrades. Community Power is seeking two individuals who are passionate about energy justice, supporting people, and making a positive difference in their communities.

The Energy Efficiency Navigator role works directly with homeowners, renters, and/or property owners throughout the home energy efficiency upgrade process. This role will provide customers with education around ways to reduce home energy consumption, assist in making decisions about energy efficiency upgrades, and guide customers throughout the upgrade process. The role will also be involved in the ongoing development and design of the pilot program by providing feedback and input to program staff and stakeholders. The role will consist of 70% working in the field with customers and 30% working with program staff and stakeholders. The targeted start date for this position is Wednesday January 15, 2025.

Background:

The Energy Efficiency Navigator Pilot was developed by the Twin Cities Energy Efficiency Cohort to be the missing link between the various programs and incentives in place to assist in making energy efficiency upgrades and the residents with high energy burdens that those programs and incentives are intended to help. The pilot is scheduled to run through December of 2026 and the Energy Efficiency Navigator role will be a fixed-term contract full-time employee at Community Power.

Primary Responsibilities:

  • Build and maintain relationships with residents and property owners in targeted neighborhoods throughout the energy efficiency upgrade process 
  • Build and maintain relationships with other program staff 
  • Conduct in-home visits with homeowners, renters, and/or property owners according to established procedures
  • Manage calendar to complete meetings with customers as scheduled
  • Interact with customers to understand their home energy goals, needs, questions, and concerns
  • Provide education and guidance to customers on ways to reduce home energy costs and consumption
  • Identify and provide guidance on options available to customers to help pay for energy efficiency upgrades
  • Accurately collect and enter prescribed data into provided software to track customer progress and details
  • Provide reports and updates to program staff to assist in tracking progress and evaluation of pilot program 
  • Manage the home energy upgrade options for customers who decide to move forward with upgrades 
  • Understand the various local energy efficiency programs to complete applications and upgrades
  • Attend and complete prescribed onboarding trainings 
  • Attend and complete prescribed ongoing trainings
  • Assist in marketing and outreach activities
  • Work with program staff and stakeholders in the ongoing development and design of the pilot program

Job Requirements:

  • High School diploma/GED or equivalent
  • Display a genuine interest in home energy efficiency and an enthusiasm for building your knowledge around the topic
  • Demonstrate excellent customer service, communication, and interpersonal skills
  • Possess strong organizational and time management skills
  • Possess basic computer skills and display proficiency in data collection and entry
  • Be willing and able to work with customers inside their homes
  • Be willing and able to work and travel in all weather conditions 

Preferred Qualifications & Experience:

  • Bilingual skills are a plus, specifically Spanish, Hmong, ASL, Oromo, and/or Somali 
  • Connection to Minneapolis or St. Paul neighborhoods is a plus
  • Building Science knowledge is a plus
  • Familiarity with local energy efficiency programs and offerings

Physical/Other Requirements:

  • Access to reliable transportation
  • Ability to move in and out of people’s homes
  • Ability to lift up to 40 lbs of supplies several times a week
  • Ability to work at a computer 4-6 hours at a time

Compensation: $54,080 annual salary. Benefits include medical/dental insurance reimbursement based on mid-level MNSure Silver Plans, paid holidays and vacation, sick leave, access to a 401(k) including a 3% employer match after one year of employment, transportation stipend, cell phone stipend.

The Position: The Energy Resource Construction Navigator is a hands-on team leader responsible for evaluating the energy-related scope of work and costs for properties under consideration for CIC loans. The Navigator will also be responsible for oversight and tracking of project progress and impact data.
The energy and climate resource landscape in Illinois is incredibly complex. Although the small local building owners and tenants in low and moderate-income communities have the most to gain from these programs, they are often the hardest to reach. The Energy Resource Construction Navigator will provide customized technical assistance, coordination, and layering of financing and resources.
The Navigator will be housed within CIC’s lending and construction department and will be the central point of contact on energy-efficiency, climate-resiliency, financial and technical resources. The Navigator will also assist developers with construction plans for deferred maintenance items that are often barriers for building owners to pursue clean energy and other climate resiliency upgrades.

About the Position


The Illinois Environmental Council Education Fund (IECEF) is looking for a self-motivated and experienced individual for the role of Energy Program Manager. The manager will track the implementation of the Climate and Equitable Jobs Act programs.

This position may be located in Springfield or Chicago, IL. The position is full-time and may include evening and weekend work and occasional travel within Illinois.

Responsibilities

·         Track, analyze, and support the implementation of the Climate & Equitable Jobs Act.  In particular, track the implementation of the jobs and economic justice and just transition portions of CEJA.

·         Work with the Illinois Clean Jobs Coalition and in particular, members of the Jobs and Economic Justice implementation subcommittee to create a campaign plan for implementation, including advocacy points and opportunities for public comment.

·         Bring and develop expertise on technical energy and climate issues.

·         Provide materials to our communications team to conduct outreach to the public, media, and decision makers that discuss the accomplishments of the CEJA.

·         Develop educational materials such as factsheets on hot-button climate and energy issues for elected officials, partners, and the general public. 

·         Review policies from other states and cities to develop position and strategy analyses on how they could be adopted in Illinois.

·         Help increase the organization’s position as a thought- and action-leader on green job workforce development.

·         Build relationships with decision makers by connecting them to workforce programs and green job employees in their district.

·         Develop relationships with stakeholders and decision makers on climate and energy issues.

·         Convene and coordinate meetings, take notes, and otherwise provide administrative support to any coalitions or other convenings related.

Qualifications

·         Previous work experience required

·         Degree in public policy, public administration, environmental issues, or political science preferred

·         Expertise on climate issues

·         Experience working with Chicago City Council, the Illinois State Legislature, or any government agencies that deal with energy issues

·         Experience working in and with frontline and/or environmental justice organizations

About Our Pay and Benefits

The full-time permanent position is located in Chicago or Springfield, Illinois. Benefits include health insurance, dental insurance, a 401(k) plan, and vacation. Senior Policy Analyst - Future Energy Enterprises, LLC (Chicago, IL)

Who: Future Energy Enterprises is a majority woman-owned business with experience with all aspects of energy efficiency program design and administration for business, commercial, industrial, public sector and residential customers.

What: The Policy Analyst will handle an array of responsibilities to assist in the facilitation of statewide low-income energy efficiency advisory committees (Income Qualified Energy Efficiency Advisory Committees – one in Northern Illinois, covering the northern third of the state, and one serving central and southern Illinois) in Illinois including meeting planning; communications and outreach to participants; tracking follow-up and action items; and providing background research and analytic support, when needed. Some travel is required for the purpose of attending large group meetings and individual meetings with committee participants and community-based organizations. The Urban & Environmental Policy Department at Occidental College invites applications for a tenure track position at the assistant professor level.  The position will begin fall of 2016.
We invite candidates that support the commitment of the department to social, economic, and environmental justice in their teaching, research, and service. While the area of specialization is open, we are particularly interested in candidates whose work focuses on the intersection of the urban environment and political economy in the context of the development of a greener and more sustainable economy. We would like to interview candidates who focus their research and teaching on the green economy, natural resources, energy, climate, and food issues, and their relation to race and class. The appointment will support the department’s interdisciplinary curricular and research efforts that integrate urban and environmental studies and policy. Candidates from a wide variety of disciplines are encouraged to apply, including but not limited to economics, environmental studies, energy and resources, environmental science, geography, political ecology, political economy, and urban planning.  Priority will be given to candidates whose teaching and research are connected to policy and planning issues, and emphasize the links between environmental issues and racial, economic and social inequality and have demonstrated experience helping students evaluate and engage in community-based learning and research that advance efforts to create just and livable communities.  We are interested in how the work of our new colleague relates to college’s location in the Los Angeles area.
Our new colleague will be expected to teach five courses a year, including shared teaching of our intro-level course Environment and Society (UEP 101) and our two-semester senior comps course (UEP 410 and 411) in which students undertake a year-long applied research project, often with a community “client” or partner.  We are interested in candidates who will teach some of the following courses: Urbanization and the Environment, Resilient Cities, Food and the Environment, Food Justice, Climate Justice,  Energy and the Economy, Natural Resource Policy, and the Green Economy. We also want our new colleague to develop his/her own courses that will add to our existing curriculum and excite our students. There are opportunities for team-teaching with faculty within our department and in other Occidental departments.
The successful candidate will join a strong department (UEP) that currently has four full-time faculty members as well as affiliated faculty in other departments and practitioners who teach a variety of applied courses as adjunct faculty. UEP also houses a student-run garden and our students and faculty have led several campus-wide sustainability efforts. Our faculty and students also work with our action research center, the Urban and Environmental Policy Institute (UEPI).  UEPI has a staff of 12 researchers and advocates who conduct social justice research and administer programs that advance its social change mission, such as the Farm to School/Pre-School program and numerous planning, policy, and community-engaged initiatives.  It has become an institutional hub for many community engagement initiatives on campus, in Los Angeles, and nationally.
Our new colleague will help further the college’s goals related to community engagement. We pride ourselves on giving our students robust opportunities for experiential learning, community-based research, and internships. Our department has helped lead efforts on campus, along with the Center for Community Based Learning and the Office of Community Engagement, to link the college’s academic program with community involvement, including expanding community internships and community-oriented research projects for our students.

  • Preparing, coordinating, and facilitating project scoping meetings and workshops.
  • Coordinating with technical experts on such topics as transportation, air quality, land use, energy, climate change and greenhouse gases, noise, geology and seismicity, and water, biological, visual and cultural resources.
  • Reviewing CEQA documents prepared by consultants.
  • Reviewing work to ensure that all applicable policies, procedures, and regulations are followed.
  • Working closely with legal counsel.
  • Working closely with other agency staff to communicate findings and policy considerations from regional planning work and data indicators on transportation, land use, air quality and other environmental indicators.
  • Writing and editing major project deliverables and final reports, including presenting complex work publicly in front of challenging audiences.
Ideal Candidate:
Education: 
  • Completion of a Bachelor's degree from an accredited college or university, in an appropriate discipline, such as Planning, Engineering, Geography or Environmental Studies
  • Preference will be given to those applicants with a Master’s degree.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)
Experience: 
  • Minimum 5-10 years of experience of managing/leading major environmental documents.  A Master’s degree in an applicable field may be considered equivalent to two years of experience.
  • CEQA environmental experience is required; CEQA experience on programmatic environmental documents, particularly related to transportation projects/programs and land use/growth management plans is preferred.
  • Advanced understanding of federal, state and regional environmental planning practices, procedures, regulations, and statutes as they relate to transportation projects in California.
  • The candidate should have the ability to work independently and collaboratively in a team setting.
