About Springfield & the Position
As the Capital of Illinois, Springfield is the largest city in central Illinois and is best known for being the home of our 16th president Abraham Lincoln and the place where President Barack Obama spent his early career in politics. Springfield is truly rich with history while maintaining a progressive and strong business environment.  The City of Springfield is actively seeking a Director for its Office of Planning and Economic Development.  This position is within the city’s municipal government structure and works directly with the Mayor and oversees a staff of eight.

Springfield’s education economy is driven by numerous colleges and universities including the University of Illinois at Springfield (UIS); Robert Morris University; Benedictine University; and Lincoln Land Community College. Springfield’s medical and health care sectors are a core industry for central Illinois in addition to being the seat of Illinois state government. We draw people year-round for festivals and events including the Illinois State Fair; the annual Route 66 Mother Road Festival; and the Old Capital Art Fair. The community is conveniently located on Interstate highways 55 and 72, Springfield is in close proximity to St. Louis to the south; Chicago to the north and Indianapolis to the east. 

Responsibilities
Directing a team of eight, the successful candidate will be responsible for overseeing and managing various projects related to the City’s economic development efforts including:
·       Oversees a budget of approximately $12,000,000, and prioritize economic and housing development initiatives;
·       Leading the TIF Division Manager and Project Manager in creating short- and long-term strategies for the City’s eight Tax Increment Financing (TIF) areas;
·       Working with the City’s Convention and Visitors Bureau, along with other outside agencies like the Chamber of Commerce, to create new business initiatives that expand and build upon Springfield’s resources and economic drivers including the medical; educational and technology fields;
·       Provide guidance and insight to its department initiatives including Community Development Block Grants; Enterprise Zones; Tax Increment Finance Incentives; Historic Preservation and the Micro-loan Lending Program;
·       Ensuring the newly adopted comprehensive plan is abided by during any development initiatives;
·       Working with the staff, review the various completed community studies to move to the implementation phase;
·       In partnership with the Mayor, serve as the City’s liaison to business owners, educational community and leaders as an avenue to understand the needs and trends of the Springfield area for business growth and stability and workforce development.
·       Oversee the City of Springfield’s Economic Development Commission;
·       Continually assess significant trends, developing forecasts and create new initiatives and programs to meet the economic needs to the trends indentified;
·       Maintain an active presence in the City of Springfield through associated community groups and other entities as well as training and developing employees toward an environment of continuous quality improvement.

Minimum Qualifications
Four-year degree in business, public administration, urban planning or a related field and a minimum of direct experience associated with business development in one or more areas such as finance, commercial, manufacturing and industrial development, and/or experience in community planning and development in a municipal environment; or any equivalent combination of experience and additional education or training that provides the knowledge, skills, and abilities to perform this work. 

Compensation
Salary commensurate with qualifications and experience.  Benefits include ten (10) vacation days, twelve (12) sick days, two (2) personal days and twelve (12) paid holidays each year. The City offers multiple health, dental and vision plans as well as optional deferred compensation plans, and participation in the Illinois Municipal Retirement Fund (a defined benefit pension plan).  Residency within the corporate city limits is required.

Job Details

Compensation: Salary Range: $85,260 to $98,698 per year. The successful candidate will be eligible for employment benefits (such as paid time off, health insurance, retirement, and other benefits) as outlined in a written individual employment agreement and subject to the terms of applicable benefit plans.

General Description:
Plans, directs and administers all activities related to current and long range planning programs of the City for the development, administration and enforcement of Federal, State, Regional and Local land use regulations and policies. Performs professional level land use planning work on major land use development projects and the development of new land use regulations. Designs, implements, and leads planning, community development, and related projects and programs.

Qualifications: Broad knowledge of planning, community development and public/business administration. Knowledge of land use planning and laws. Intermediate proficiency with computer software, including Excel, Word, Access, Powerpoint and Outlook. 

Desired: Knowledge of the Oregon Land Use Planning System.

Knowledge of and ability to:
  • Direct the activities of department personnel, directly, conducting various supervisory activities, and effectively recommend hiring, disciplinary and termination actions.
  • Evaluate, develop and implement programs, policies and procedures to improve the effectiveness and efficiency of the department. Select consultants/contractors involved in carrying out departmental programs.
  • Direct and participate in the development and modification of the comprehensive City land use plan and community development programs; present written and verbal reports and recommendations on future development, land use, subdivision design and related community development projects.
  • Receive, review and process requests for annexation, conditional use permits, amendments to the Comprehensive Plan, etc. Conduct necessary studies and analyses, and prepare related reports. Develop recommendations and communicate information to the City Manager, Planning Commission, City Council and other advisory committees and the public as needed.
  • Direct inspection activities for residential, commercial and industrial buildings and structures to ensure that construction or alteration complies with legal requirements and in accordance with approved plans.
  • Respond to inquiries and resolve complaints regarding department activities in person, over the telephone and through written correspondence. Attend various community group, professional and civic organizational meetings to communicate City planning programs and policies.
  • Develop department budget. Monitor expenditures to approved budget.
  • Attend City Council, Planning Commission, Advisory Committees and various other meetings, providing input and receiving direction or other information. Prepare resolutions, ordinances and reports for action by Council, Planning Commission and other advisory committees as needed.
  • Prepare reports and related materials for review and recommendation by various standing committees of the City.
  • Effectively and clearly communicates to others verbally and in both electronic and physical written forms. 
  • Review business license and other applications and forward for final approval. Carry out special assignments as delegated from time to time by the City Manager
  • May perform routine accounting tasks as workload or staffing levels dictate. 
  • Maintain proficiency by attending conferences and meetings, reviewing reports, reading professional journals and meeting with others in the Community Development field.

Required Education and Experience: A bachelor's degree in public administration, urban planning or related field. Minimum five years of experience in a professional office dealing with land use planning and community development or any satisfactory combination of experience and training, which demonstrates the ability to perform the above duties.

Desired: Prior experience in the public sector.

The Town of Milton, Vermont seeks to fill the position of Planning Director.This is a highly responsible professional position working in the development and implementation of various planning, zoning and economic development initiatives. Under the direction of the Town Manager, this Department Head position serves as the senior in-house resource for planning issues and directs the functions of the Planning and Zoning Department, its budget and its staff.
Other responsibilities of this position include:
  • Providing technical assistance to various Boards and Commissions, the public, municipal staff and consulting engineers regarding applicable rules, regulations and statutes pertaining to planning, zoning and development, and works with developers to resolve outstanding issues associated with various applications.
  • Serving on various committees to protect the Town’s best interests and provide expertise.

  • Making projections of growth by analyzing trends, population, development and demographics.

Requirements:
  • A thorough knowledge of the current principles and practices associated with municipal land use planning. Ability to accurately interpret and apply codes, ordinances, and statutes, make public presentations and effectively communicate orally and in writing.
  • A Bachelor’s Degree in Planning, Urban Affairs, Natural Resource Planning, Landscape Architecture, Public Administration or a related field. A Master’s Degree in one of these fields is highly desirable.
  • Minimum of three (3) years of experience in the area of municipal planning or public affairs is required.
This is an exempt position with a salary range of $52,000 to $65,000 based on qualifications and experience. The Town of Milton offers a comprehensive benefits package.

Planning Director – Bath Charter Township (www.bathtownship.us) seeks a creative and innovative thinker.
Bath Township (population 11,598) is located in Clinton County, Michigan, minutes from Michigan State University. Bath was the 17th fastest growing community in the state of Michigan (2000-2010) and 5th overall in terms of population increase. This urban growth is balanced by much open space in the Township; preserving the rural character through responsible and focused development are goals of the Master Plan.
This position is responsible for overall management of the Planning Department to implement the planning vision for environmentally and fiscally responsible growth of the Township. The Planning Director serves as staff liaison to the Planning Commission and Downtown Development Authority. Additional responsibilities include implementation of the Master Plan, coordinating development review process, and planning and conducting context appropriate economic development efforts.
Bachelor’s degree in urban planning or related field required, Master’s degree preferred. Four years of experience, excellent interpersonal and communication skills, and sound judgment are required. American Institute of Certified Planners certification strongly preferred.
