Description
Basic Function
Manages and executes activities associated with joint development and transit oriented development projects, multi-modal project and plan implementation, capital management, and technical analysis for all assigned projects in the Joint Development unit of the Countywide Planning & Development Department.
Example Of Duties
  • Implements work related to the joint development of key Metro real estate assets, including work related to transit-oriented joint development projects at Metro rail and bus way stations
  • Conducts and plans work related to the development of special projects involving new business opportunities for Metro
  • Coordinates the work of staff involved with various major projects and/or programs in multiple geographic areas
  • Conducts complex joint development planning, implementation, funding, and analytical projects and programs
  • Coordinates and interfaces with consultants and other departments providing project support and input
  • Supports the planning and preparation of Requests for Proposals (RFPs) and Requests for Quotation (RFQs) related to joint development projects and new business opportunities
  • Supports, plans and manages community outreach efforts in relation to joint development projects and new business opportunities
  • Applies, develops, and evaluates analytical, quantitative, and statistical tools and their results
  • Represents Metro, provides consultation services, and makes presentations to local, regional, state, and other agency committees and boards related to joint development and new business opportunities
  • Reviews and evaluates contractor proposals; negotiates award amounts, operating standards, and work projects; ensures productive use of contractors; and participates and takes leadership position in regional forums
  • Assumes management responsibility on transportation and research studies and projects
  • Provides technical support and makes presentations to public and private groups on Metro projects and programs
  • Participates in regional and statewide transportation forums
  • Participates in developing program guidelines, strategies, and policies.
  • Negotiates and executes cooperative agreements and Memorandums of Understanding with various agencies and private developers
  • Provides technical and policy guidance on Metro plans, programs and projects
  • Develops and negotiates scopes of work, financial plans, schedules, contracts, and agreements
  • Evaluates proposed legislation for impacts on specific plans, programs and projects
  • Develops and monitors forecasts, impacts, and budgets for plans, programs, and projects
  • Evaluates the costs, benefits, and risks of alternative funding plans, programs, and projects
  • Prepares invoices of revenues and allocates to accounts
  • Analyzes and manages contractor budgets
  • Conducts analyses and makes recommendations supporting station site development
  • Promotes supporting development along transit lines and transportation corridors
  • Prepares comprehensive reports, correspondence and presentations
  • Supervises subordinate staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees

Requirements For Employment
  • Bachelor’s degree - Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, Real Estate or other related field
  • 5 years of progressively responsible experience in transportation planning, project management, urban design, transportation system design and research, and travel simulation and demand modeling, transportation finance, operations planning, or other related area
  • Master's degree in a related field is desirable
Knowledge:
  • Theories, principles, and practices of project and program management, business, real estate, real estate development, community development and transportation and land use planning and regulations, contract, and funding
  • Basic principles and funding mechanisms for community development
  • Applicable local, state, and federal laws, rules, and regulations governing transportation policies, real estate and development practices
  • Organization and processes of local, regional, state and federal government, including legislative and funding processes and policies
  • Financial, analytical, statistical, and mathematical methods and procedures
