Positions and Duties
The City is recruiting to fill four vacant Planner IV positions. Presently, the PBCE Department has one permanent, full time position in Data Analytics/GIS/Policy Development and two permanent, full time positions in Development Review/Current Planning. The PRNS Department has one permanent, full time position (pending budget approval).  Each of these positions will report to a Division Manager within the PBCE Department and the PRNS Department. 

Department of Planning, Building and Code Enforcement
The Planner IV positions in the PBCE Department supervises and leads a staff team as well as manages complex planning projects of considerable complexity and difficulty.  Specific duties include, but are not limited to: 
- Provides frontline supervision to a team of professional Planners, Planning Technicians, and/or interns. 
- Contributes to the evaluation and determination of recommendations on private or City initiated General Plan, Zoning, land use, subdivision, and other Planning applications based on applicable General Plan, Zoning Code, Council Policies, and other relevant guidance documents. 
- Meets with applicants and other interested parties to problem-solve on issues associated with Planning applications. 
- Reviews, edits, and writes reports to the Planning Commission, City Council, and other audiences. 
- Makes presentations before the City Council, Planning Commission, neighborhood groups, or other agencies. 
- Represents the City at meetings and/or conferences. 
- Collaborates and coordinates with other City departments, government agencies, and other entities on matters relating to San José's Planning programs. 
- Communicates clearly and demonstrates excellent customer service consistent with PBCE standards. 
- Contributes ideas and develops proposals for Council consideration to modify the Zoning Code, streamline processes, improve service delivery, conduct staff training, etc. 
- Uses performance data to guide the work of the team.
Department of Parks, Recreation and Neighborhood Services
The PRNS Department is experiencing growth in workload for advanced planning projects and strategic studies such as the Greenprint Update, a Citywide Community Gardens Study, a Trails Strategic Plan as well as review and approval of complex development applications which involve park planning such as Communications Hills.  Other responsibilities include, but are not limited to: (1) identification of appropriate parks and recreation spaces as part of residential development plan applications under the Park Dedication and Park Impact Ordinances (“PDO and PIO”); (2) refinement of the existing PDO and PIO ordinances; and (3) development of publicly accessible private open space guidelines for the urban villages.  The PRNS Planner IV position is intended to provide an overall lead for the park planning team with oversight for these activities with the help of existing staff and outside planning consultants for special projects.
