"Hopkinton to hire new planner" - Hopkinton, MA

By Jonathan Phelps
Daily News Staff

Posted Dec. 30, 2014 @ 6:30 am

HOPKINTON — The town is seeking to hire a principal planner.
The position will help the town's Land Use Department as the town hosts major development projects and growth, according to officials.
Elaine Lazarus, director of land use, planning and permitting, said officials have talked for several years about establishing a part-time slot.
"It was never funded," Lazarus said, who will continue her role as the town's top planner.
The position has now been bumped to full-time. Lazarus will hire the person.
She said the person will help with the workload of the department and work with specific boards, including the Design Review Board, Open Space Preservation and the town's two historic districts. Those groups don't have specific staff assigned to assist them now.
The town is undergoing both residential and commercial growth, especially with the Legacy Farms housing development off East Main Street and a proposed 40B housing project on Lumber Street.
There are also many commercial projects proposed for West Main Street near Interstate 495.
"Certainly the growth of the town makes it important to hire this position," Lazarus said.
The position was approved as part of the budget presented at Town Meeting in May.
"We put that in the budget last year," said Planning Board Chairman Ken Weismantel at the last Planning Board meeting. "This is a way to give Elaine some assistance."
Planning Board members may have a say in hiring.
Lazarus said she tries to go to as many Design Review Board meetings as possible but it will be beneficial to have staff assist with the meetings.
The hired person will prepare planning studies, assess proposals, determine compliance with zoning bylaws and work on long-range projects.
Lazarus said one key portion of the job will be to work with Conservation Administrator Don MacAdam on open space stewardship, which includes monitoring boundaries, trails development, access and parking.
A master's degree in urban planning is required. The town is looking for 1-3 years experience as a municipal or environmental planner, or equivalent experience.
Applications for the new post are due Monday, Jan. 5
