| Purpose of PositionThe purpose of this position is to plan and coordinate planning and development operations and programs in the Village. The work is performed under the direction of the Village Administrator.This position has FLSA Exempt status. Essential Duties and ResponsibilitiesThe following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Serves as liaison to developers, realtors, attorneys and other professional staff on proposed development within the Village. Coordinates the Village's involvement in long-term economic development projects; works with Village organizations to attract new businesses and encourage the retention of existing businesses; develops marketing techniques for the Village; compiles and maintains a data base profiling economic opportunities in the Village. Obtains, maintains, and synthesizes knowledge of: Zoning and land use principles; The Village"s historical approach to layered zoning relief and reliance on planned developments; The Village"s detailed site plan review requirements; Basic principles of site plan lay-outs, landscaping and building elevations; and The roles, responsibilities, position and concerns of elected officials, Village Administrator, staff, Plan Commission, developers, residents, and businesses. Identifies and articulates issues associated with a proposed development, an amendment to an existing development, or other request of the Village, either through a formal staff report, findings of fact, or other verbal and written communication. Ability to work with all parties to determine and obtain information necessary for a thorough analysis and deliberation, conducting scheduled meetings, either on site or at the Village, obtaining professional expertise if necessary (wetlands, traffic consultant, market study), or other contact as necessary. Where necessary, prepares and communicates resolution of request, be it an informal staff memo or official approval comprising a development ordinance. Monitors planning and development projects for compliance with applicable regulations, laws, ordinances and Village directives; ensures compliance with guidelines for development of specific parcels. Prepares requests for a variety of comprehensive planning and functional planning projects; evaluates proposals and provides recommendation. Reviews ordinances, laws and regulations relating to planning and development; proposes modification of ordinances to reflect Village consensus on approved development issues. Attends all Plan Commission/Zoning Board of Appeals, and regular meetings of the Village Board as needed; prepares agenda items, makes presentations, and explains recommendations to the Board. Works with Administrator"s Office to develop goals and policies. Markets and promotes development within the Village. Develops, recommends and monitors program budget. Minimum QualificationsBachelor"s Degree in Urban & Regional Planning, business or other relevant field; Master"s Degree strongly preferred; certification from the American Institute of Certified Planners (AICP) or Certified Economic Developer (CEcD) is desirable. Five years municipal planning and development experience or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job. Requires thorough knowledge of theoretical and practical aspects of city and regional planning. Requires possession of a valid Illinois Vehicle Operators License. |
