JOB DESCRIPTION:Performs responsible work in the areas of park, trail and open space planning for the District. This includes subdivision plan, general plan, special planning area plan and environmental document reviews. Responsible for project management and administration, community planning, master planning, Geographic Information Systems (GIS) development and analysis, word processing and special project research and administrative work as required.
ESSENTIAL FUNCTIONS:Coordinates with land owners, developers and public agencies in planning and development of subdivisions and communities related to parks, trails, landscape corridors and recreation facilities. Manages park, trail and open space planning for subdivisions and other projects including map review and comment, development and maintenance of filing and tracking systems for projects. Coordinates departmental activities and meetings with other public and governmental agencies, community groups, and private land owners and/or developers. Represents the District and makes presentations at community meetings, and meetings with governmental and other outside agencies such as the Subdivision Review Committee, Community Planning Advisory Council (CPAC), County Planning Commission, County Board of Supervisors and Neighborhood and Business Associations. Prepares and reviews and/or oversees consultants’ work on environmental assessment documents in compliance with California Environmental Quality Act (CEQA) and reviews and comments on Environmental Impact Reports. Coordinates and reviews and/or oversees consultants’ work on operation and maintenance plan documents and management and monitoring duties of District’s open space preserves. Does research and analysis to carry out special project assignments in various areas including local, state & federal governmental regulations, County General Plan, comprehensive and specific plans and policy planning related to park, trail and open space planning. Researches and assists with preparation and administration of grants. Develops and maintains GIS for Southgate Recreation and Park District. Collects and maintains GIS data. Performs GIS analysis for planning purposes and creates high quality cartographic mapping products for presentations and master planning documents. Prepares reports, summaries, updates and provides recommendations in the form of written, graphic or oral reports for use by managers and the Board of Directors. Compiles, analyzes and organizes data and makes recommendations on complex projects and planning matters. Creates and updates mailing lists of community members and organizations for use at public meetings related to park, trail, open space and recreation planning. Negotiates, prepares and manages consultant contracts for projects and planning purposes. Greets public, answers questions or directs them to proper office personnel, if necessary. Performs physical labor, lift, carry, push and pull heavy objects, such as tables and chairs (up to 30 lbs.) Follows oral and written instructions. Prepares and maintains written records and reports. Works harmoniously and cooperatively with fellow employees and the public. 
ADDITIONAL RESPONSIBILITIES: Other duties as assigned. 
MINIMUM REQUIREMENTS:Knowledge of and Skilled in: Planning matters, such as; parks and recreation, trails and open space management, land use, traffic, parking, landscaping, environmental assessment, and natural resource preservation. Also, computer technology, computer publishing, graphics, GIS development and analysis, writing skills and word processing. 
Ability to: Work harmoniously and cooperatively with fellow employees and the public; plan, organize, and prioritize tasks; read and interpret plans, maps and topographic drawings; work independently; collect, analyze, interpret and present research and data in a clear and concise manner; effectively utilize personal computers and work with word processing, graphics, spreadsheets; good customer service. Must have strong written and verbal communication skills and the ability to write and present clear reports to District Board, staff and outside agencies and organizations. 
PHYSICAL REQUIREMENTS: Must be able to perform physical labor, lift, carry, push and pull heavy objects, such as tables and chairs, (up to 30 lbs.) 
EDUCATION AND EXPERIENCE:Minimum 4-year college degree preferred in business, planning, landscape architecture, geography, public administration, governmental sciences, Geographic Information System or related field. Two years of professional level experience performing duties comparable to those of a Planner I; or four years of professional level experience performing duties comparable to those of a Planner II. 
CERTIFICATES AND LICENSES:Valid California Driver’s License is required. Insurable under District policy. 
COMPENSATION:Starting salary is $3,862 (I) or $4,720 (II) per month, depending on qualifications. Benefits include personal time off, holidays, health, dental, and life insurance and retirement programs. STATUS Temporary Position - 40 hours per week beginning January 2015. Initial period, six months with potential extension; Non-Exempt. This job specification should not be construed to imply that these requirements are the exclusive standards of the position.
