DESCRIPTION:
The City of Claremont is seeking an Assistant Planner to join one of the premier Planning Divisions in California. The City is looking for one highly motivated, creative, enthusiastic, customer service oriented individual to work in current or advanced planning, depending upon qualifications.
The Assistant Planner will conduct special projects and research as assigned, and prepare reports and recommendations relative to assigned area of responsibility. Incumbents are responsible for projects of average difficulty and are expected to direct them to completion.
The Assistant Planner has no supervisory responsibility, but may provide technical direction to subordinate technical and clerical positions.
EXAMPLE OF DUTIES:
Duties may include, but are not limited to, the following:
Perform professional level work in the field of current or advanced planning; review new development and subdivision plans; conduct research and analysis, and prepare reports associated with planning projects.
Perform zoning and General Plan studies.
Act as staff advisor to City commissions.
Participate in analysis of proposed or adopted legislation.
Conduct environmental review and prepare environmental determinations.
Manage work of consultants.
Research, analyze and interpret social, economic, population, and land use data and trends.
Compile information and make recommendations on special studies; prepare technical and complex reports.
Code enforcement.
Make presentations to the City Planning and Architectural Commissions, developers, community groups, and outside agencies.
Check commercial, industrial, and residential development plans for compliance with City standards and conditions of approval.
Prepare staff reports and graphic displays.
Research and draft ordinances for review.
QUALIFICATIONS:
Knowledge of:
Land use theory and general planning.
Research and investigation procedures.
Basic drafting and graphic presentations.
Business English, spelling and grammar.
Principles and practices of urban planning.
Statistical and research methods as applied to the collection, analysis and presentation of planning data.
Planning, zoning and development law, General Plan law, CEQA and other applicable federal, state, and local laws and regulations.
Current literature, information sources, and research techniques in the field of urban planning
Ability to:
Speak publicly and explain/interpret City practices and objectives.
Demonstrate tact and diplomacy with the public in writing and in person.
Prepare well organized, written reports and graphic presentations.
Follow oral and written instructions.
Establish and maintain effective working relationships.
Perform technical research and give reliable advice on planning problems.
Interpret planning and zoning programs to the general public.
Prepare accurate maps, plans, charts, and tables.
Interpret or explain statistical analysis applied to land use and transportation.
Analyze and compile technical and statistical information and prepare reports.
Establish and maintain effective working relationships with other employees, officials and the public.
Express ideas clearly and concisely, both verbally and in writing.
Work effectively with a variety of community groups.
Ability to operate computer, calculator, telephone, portable radios and copying machine.
Understand and respond to the public's and staff's requests for assistance both on the phone and in person.
Prepare detailed narrative reports, perform mathematical calculations and sort/file documents.
Review and understand architectural, grading, topographical and related drawings.
Sit for up to two hours at a time.
Lift up to 15 pounds.
Get from one location to another in the course of doing business.
Make oral presentations.
EXPERIENCE AND EDUCATION:
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Two years of professional planning experience in current and/or advanced planning, Redevelopment and research methods comparable to that of Planning Aide.
Bachelor's Degree from an accredited college or university in Urban Planning or a closely related field. A Masters degree in a related field is desirable and may count as one year of experience.
Possession of a valid California State Class C driver's license and a good driving record are required.
