Description: The Sierra County Planning Department is seeking a highly motivated individual to assist the Director of Planning in the areas of research, data collection, preparation of reports, and permit administration. The position is responsible for assisting the public, responding to information requests, administering and updating the county General Plan and Development Codes, reviewing development permits, conducting field inspections, environmental review and analysis, situs addressing, floodplain development administration, mine inspections, and other special projects. There is currently a vacancy for one (1) position to be filled at either the Planner I, Planner II, or Planner III level, depending on qualifications. Planner I This is the entry level of the professional Planning series. A college degree and/or education certifications and work experience in planning-related fields are not required, but are desirable. This class is responsible for maintaining familiarity with the county’s codes, policies and regulations, and assisting the public with answers to questions about zoning, permits, and application processing requirements and procedures, as well as providing assistance to the Planning Director in the areas of permit processing, research, data collection and preparation of reports. Assignments are intended to provide background in the working application of the principles and practices of rural and community planning. Work assignment to incumbents in this class is typically reviewed during work process and upon completion. Incumbents initially work under close supervision and are expected to become increasingly knowledgeable and carry out assignments with increasing independence. Work is performed with less supervision as experience and competency increase. Planner II This is the intermediate level of the professional Planning series. In addition to the duties described under Planner I above, this class is responsible for providing more advanced assistance to the Planning Director in the areas of permit processing, research, data collection and preparation of reports; as well as: environmental review, processing entitlement applications, administration of floodplain development and the Surface Mining and Reclamation Act (SMARA); and analysis of legislative updates and recommendations to the Director on appropriate General Plan and Development Code updates. Assignments are intended to provide additional background in the working application of the principles and practices of rural and community planning, and provide for an increased level of responsibility. Work assigned to incumbents in this class is typically reviewed during work process and upon completion; but incumbents are expected to work independently and exercise sound judgment in interpreting and implementing land use policies and managing projects. Responsibilities may also include providing work direction to support staff. Planner III In addition to the qualifications for Planner II above, this position requires a college degree, preferably in planning, geography, resource management, or a closely related field; and five years of increasing responsibility and experience as a full-time professional planner. This position is expected to be able to work independently with minimal supervision or training in all aspects and duties of the Planning Department, as well as assist in the training of lower level Planning positions.
Qualifications: In addition to the qualifications listed above for each class of Planner possession of a valid California Driver’s License at the time of application (and maintained throughout employment) is required. This position is based in Downieville, California, normally Monday through Friday, from 8:00 a.m. to 5:00 p.m., and may require travel in rural areas in inclement weather conditions.
